EXPECT. >>> GOOD AFTERNOON. I'M CINDY HSU. WE BEGIN WITH A COMMUTER ALERT . THIS MORNING HAS BEEN A NIGHTMARE FOR COMMUTERS ACROSS THE TRI-STATE AREA. A CRASH LED TO DELAYS IN THE MORNING RUSH. CINDY MALDONADO IS THERE WITH THE LATEST. FIRST, DAN RICE IS LIVE OVER THE LINCOLN TUNNEL. WHAT IS THE LATEST RIGHT NOW. >> Reporter: THE GOOD NEWS IS BOTH TUBES THAT GO INTO THE CITY ARE OPEN TO TRAFFIC, BUT IT'S TAKING A LONG TIME TO GET THE TRAFFIC TO ALLEVIATE. LET'S SHOW YOU THE VIDEO FROM EARLY THIS MORNING . ABOUT 3:50 THIS MORNING THERE WAS A CRASH. IT WAS CLOSED FOR A GOOD MORNING -- PORTION OF THE MORNING COMMUTE. BECAUSE OF THAT THE EXPRESS LANE AND WAS NOT ABLE TO OPEN UP. YOU COMBINE THE BUSES WITH THE TRAFFIC AND IT'S A NIGHTMARE TRYING TO GET INTO THE AREA. DELAYS ON THE TURNPIKE AND ONTO ROUTE 3 THEY CARRIED ON UNTIL ABOUT 11:00 THIS MORNING. WHAT YOU WILL SEE IS THE TRAFFIC FINALLY ALLEVIATING. THIS IS THE HELIX THAT TAKES YOU INTO THE TUNNEL . IT HAS FINALLY EASED UP. THIS WAS BACKED UP TO THE TURNPIKE SO A LITTLE BIT OF GOOD NEWS. REPORTING IN CHOPPER 2, DAN RICE. >>> TRANSIT RIDERS WERE ALSO FACING DELAYS BECAUSE OF AN ISSUE AT AN AMTRAK SUBSTATION. ZINNIA MALDONADO IS AT PENN STATION WITH MORE. >> Reporter: A LITTLE BIT OF A NIGHTMARISH COMMUTE FOR SOME FOLKS TRYING TO GET IN AND OUT TO NEW JERSEY. THINGS HAVE QUIETED DOWN A LOT HERE. WE FIRST GOT HERE ABOUT TWO HOURS AGO. THERE WERE CROWDS AND PEOPLE SITTING ON THE FLOOR DEALING WITH THOSE DELAYS . NEW JERSEY TRANSIT SAYS THOSE DELAYS WERE CAUSED BY A POWER ISSUE. SPECIFICALLY THEY SAY THAT THE POWER ISSUE HAPPENED AT AN AMTRAK SUBSTATION. AMTRAK WHICH SHARES LINES WITH NEW JERSEY TRANSIT STATED THAT THE POWER ISSUE WAS RESUMING WITH POTENTIAL DELAYS OF UP TO 45 MINUTES DUE TO RAIL CONGESTION. THEY ARE STILL BEING HONORED WITH NEW JERSEY TRANSIT BUSES WE SPOKE WITH PASSENGERS TRYING TO GET OUT OF MANHATTAN AND THEY SAID THEY WISH THEY DID NOT HAVE TO DEAL WITH THIS AS OFTEN AS THEY DO. >> I WAS SUPPOSED TO GET INTO PENN STATION AT 9:40 . RIGHT NOW IT IS 1115 -- 11:15. I MISSED MY CLASSES. I TEACH ON THE UPPER EAST SIDE SO MY SCHOOL IS SCRAMBLING FOR LAST-MINUTE SUBSTITUTIONS. >> WE THOUGHT THAT THE PROBLEMS HAD BEEN SOLVED BECAUSE THERE WERE SO MANY ISSUES BUT I GUESS IT TURNED OUT NOT. >> Reporter: TAKING A LOOK AT THE BOARD RIGHT NOW, YOU CAN SEE WE ARE NOT SEEING ANY DELAYED OR CANCELED TRACKS . A LOT OF PEOPLE STILL WAITING FOR THOSE TRACK EMBERS TO BE ANNOUNCED. ALTHOUGH , AS YOU DID HERE NEW JERSEY TRANSIT STILL ADVISING COMMUTERS THERE COULD BE DELAYS UP TO 45 MINUTES.
