(♪♪) >> Ian: WE BEGIN TONIGHT WITH CONCERNING HEALTH NEWS ACROSS LARGE AREAS OF THE COUNTRY. A SURGE IN CASES OF WHOOPING COUGH. THE HIGHLY CONTAGIOUS INFECTION CAN HAVE LIFE-ALTERING OR EVEN DEADLY CONSEQUENCES. NATIONAL CASE NUMBERS EACH YEAR TYPICALLY DON'T EXCEED 4,500, BUT SO FAR THIS YEAR THE NUMBER IN QUÉBEC ALONE IS MORE THAN DOUBLE THAT. THE DISEASE STARTS OUT WITH COLD-LIKE SYMPTOMS, BUT CAN QUICKLY BECOME A SERIOUS COUGH, LEAVING PATIENTS GASPING FOR AIR. AND THE YOUNGEST ARE ESPECIALLY VULNERABLE. LAUREN PELLEY TAKES US THROUGH WHAT YOU NEED TO KNOW ABOUT THE OUTBREAK AND WHY THEY'RE HAPPENING NOW. >> Reporter: IT'S SOMETHING NO PARENT WANTS TO HEAR -- THE TELLTALE SOUND OF WHOOPING COUGH. >> THERE'S A CHARACTERISTIC COUGH THAT'S QUITE INTENSE, THAT CAN BE FOLLOWED BY A "WHOOP" OR A BIT OF A BARKING COUGH. >> Reporter: CAUSED BY A BACTERIA CALLED BORDETELLA PERTUSSIS, THIS HIGHLY CONTAGIOUS INFECTION CAN ALSO LEAD TO PNEUMONIA OR EVEN BRAIN DAMAGE. >> IT IS REALLY CHILDREN -- YOUNG CHILDREN -- INFANTS, ESPECIALLY THOSE IN THE FIRST SIX MONTHS OF LIFE, THAT ARE AT THE HIGHEST RISK OF ANY COMPLICATION REQUIRING EITHER HOSPITALIZATION OR EVEN DEATH. >> Reporter: AND THESE POTENTIALLY DEADLY INFECTIONS ARE SURGING RIGHT NOW IN PARTS OF CANADA. TO 8:00 A.M. SHE COUGHED. >> Reporter: SO WHAT IS BEHIND THE SUDDEN SPIKE? PERTUSSIS OUTBREAKS EBB AND FLOW OVER A THREE TO FIVE YEAR CYCLE, SO PART OF THE REASON MAY JUST COME DOWN TO TIMING. BUT EXPERTS SAY THAT COVID-19 PANDEMIC ALSO PLAYED A KEY ROLE. >> IT'S NOT SURPRISING TO ME TO SEE INCREASES IN PERTUSSIS POST-PANDEMIC WHEN WE KNOW THAT THERE WERE MAJOR DISRUPTION OF ROUTINE CHILDHOOD VACCINATIONS. >> Ian: SO, LAUREN, ASIDE FROM THE ROUTINE SHOTS IN CHILDHOOD ARE THERE OTHER TIMES WHEN PEOPLE CAN OR SHOULD GET THIS VACCINE? >> Reporter: ABSOLUTELY. YOU CAN GET A BOOSTER DOSE AS AN ADULT. AND THAT IS PARTICULARLY IMPORTANT DURING PREGNANCY AND THEN YOU ARE PASSING THAT IMMUNITY ON TO YOUR BABY. THE LEADERS SAID TODAY THEY'D WORK TOGETHER TO FIGURE OUT THE TEAM THAT HAD THE BEST CHANCE TO BEAT THE N.D.P. WHICH MEANS THAT THERE'S A CHANCE THAT SOME CANDIDATES FROM EITHER PARTY WHO THOUGHT THAT THEY WERE WOULD BE RUNNING MAY NOT BE RUNNING ANYMORE. AND THERE'S ALSO A CHANCE THAT SOME B.C. AIMTEC SAYS THAT ITS PRODUCTS ARE NEITHER DESIGNED OR INTENDED FOR MILITARY OR AEROSPACE APPLICATIONS. STC DID NOT RESPOND TO A REQUEST FOR COMMENT FROM CBC NEWS. WHAT CAN THE GOVERNMENTS DO HERE IN THE WEST AND IN CANADA TO IMPROVE THIS AND TO STOP THIS PROBLEM FROM HAPPENING? >> IT'S VERY IMPORTANT TO CONTINUE TO KNOW EXACTLY WHO ARE THEM. >> Reporter: TO HER, THE RESPONSIBILITY ALSO RESTS ON THE COMPANIES LIKE EXFO AND AIMTEC TO TRACK WHO IS DISTRIBUTING THEIR GOODS. >> THEY SHOULD MAKE THEIR COMPANIES MORE RESPONSIBLE FOR NOT ONLY FOR THE SUPPLIES, BUT THIS WILL FORCE THE CORPORATIONS TO INCREASE THEIR COMPLIANCE. >> Reporter: THESE ELECTRONICS MIGHT SEEM HARMLESS -- BUT THEY'RE NOT. DO SOME OF THOSE RUSSIAN WEAPONS WITH WESTERN TECHNOLOGIES -- DO THEY KILL CIVILIANS? >> [INDISCERNIBLE] >> Reporter: WHAT MESSAGE DO YOU HAVE FOR CANADIANS THAT WILL SAY WHY IS IT IMPORTANT THAT PARTS FROM CANADA ARE BEING TARGETED FOR USE IN RUSSIAN WEAPONS AND DRONES? >> [INDISCERNIBLE] >> Ian: SO IT SEEMS THAT DESPITE SANCTIONS THAT IT'S ONLY GETTING WORSE? >> YEAH, IT'S BECOMING A BIGGER ISSUE SINCE WE REPORTED. IT IS DEADLY MISS THEY'LL STRUF A KYIV HOSPITAL IN JULY WAS FOUND TO HAVE SEVERAL WESTERN COMPONENTS. THIS MONTH, THEY ACTUALLY SENT OFFICIALS TO TÜRKIYE TO WARN THEM THEY COULD FACE SANCTIONS IF THEY DIDN'T CRACK DOWN ON THE COMPANIES SUPPLYING MICRO-ELECTRONICS TO RUSSIA. >> Ian:SO THE U.S. IS RAMPING UP SANCTIONS AND IT HAS LAID CHARGES IN OTHER CASES AGAINST CANADIANS. WHAT IS CANADA DOING? >> Reporter: SO FAR CANADA HAS NOT FOLLOWED THE U.S. IN THE LATEST ROUND OF SANCTIONS AND DESPITE THE REPORT AND OTHER EVIDENCE, CANADIANS ARE HELPING TO SUPPLY RUSSIA WITH ELECTRONICS, THE RCMP HAVEN'T LAID A SINGLE CRIMINAL CHARGE AND SAYS THAT THEY CAN'T CONFIRM ANY INVESTIGATIONS. >> Ian:BEN MAKUCH REPORTING TONIGHT FROM NEW YORK CITY. >>> A TORONTO HOSPITAL HAS FOUND A WAY TO FLY THROUGH CERTAIN PROCEDURES. >> WHEN I WOKE UP IN RECOVERY AND THEY TOLD ME WHAT TIME IT WAS -- I WAS AMAZED. >> Ian: THE SIMPLE CHANGES THAT COULD GET MORE CANADIANS THE SURGERIES THEY NEED. (♪♪) >> Ian: ONE ONTARIO HOSPITAL'S PUSH TO CUT HIP REPLACEMENT WAIT TIMES. >> IF YOU LISTEN TO CANADIANS AND PHYSICIANS AND PATIENTS, EVERYONE IS SAYING THE SAME THING, LIKE, WE HAVE TO DO BETTER. WE HAVE TO CHANGE WHAT WE'RE DOING. >> Ian: WHY A SURGICAL TECHNIQUE "HYPER THRU-PUT" COULD BE A GAME-CHANGER FOR PATIENTS. THIS PAST WINTER, CHRISTINE BIRAK GOT AN INSIDE LOOK AT HOW IT WORKS AND WHY THERE ARE CALLS FOR MORE INVESTMENT IN THIS TYPE OF INNOVATION. >> Reporter: CHANGE IS NOT EASY, ESPECIALLY IN MEDICINE. HOWEVER -- >> YOU LISTEN TO CANADIANS AND PHYSICIANS AND PATIENTS AND OVER THE LAST SEVERAL YEARS, EVERYONE IS SAYING THE SAME THING. LIKE, WE HAVE TO DO BETTER. WE HAVE TO CHANGE WHAT WE'RE DOING. >> Reporter: ON THIS MORNING, A TEAM AT HUMBER RIVER HOSPITAL IN TORONTO WANTS TO SHOW CHANGE IS POSSIBLE. IT CAN BE DONE SAFELY AND MORE CANADIANS CAN GET SURGERIES THEY NEED. >> WE'VE DONE TWO SURGERIES SO FAR. IT'S ABOUT 10 MINUTES TO 8:00. EVERY 30 TO 35 MINUTES. >> Reporter: DR. SEBASTIAN RODRIGUEZ IS SPECIALIZING IN HIPS AND KNEES. HIS GOAL IS TO FIX 14 HIPS IN EIGHT HOURS. (♪♪) ON A TYPICAL DAY, ONE OF THESE OPERATING ROOMS SEES BETWEEN FOUR AND FIVE PATIENTS WITH ONE SURGEON OPERATING ON ALL OF THEM. BUT WHAT THEY'RE TRYING HERE TODAY IS 14 SURGERIES, WITH ONE SURGEON MOVING BETWEEN TWO ROOMS. THE MODEL IS CALLED "HYPER THRU-PUT SURGERIES." THEY HAVE DONE THIS ONCE BEFORE AND MANAGED 12 SURGERIES. ONE OF THE PATIENTS IS RICHARD WHITE. ONCE AN AVID HIKER AND SKIER, WHITE NOW STRUGGLES TO PUT HIS OWN SHOES ON. FOR MOST HIP REPLACEMENTS, DR. RODRIGUEZ MAKES AN INCISION OVER THE HIP, REMOVES ANY DISEASE OR DAMAGED BONE AND CARTILAGE, AND THEN IMPLANTS A REPLACEMENT CUP AND HIP SOCKET. AND THAT'S THE SOUND OF A METAL STEM BEING INSERTED INTO THE TOP OF THE THIGH BONE WHICH IS TOPPED WITH A REPLACEMENT BALL. >> HOW ARE YOU FEELING? >> PRETTY GOOD, ACTUALLY, YEAH, SURPRISINGLY GOOD. >> Reporter: THE TEAM BUILT WHITE A NEW ARTIFICIAL JOINT IN ABOUT 35 MINUTES. >> THAT WAS REALLY FAST. WHEN I WOKE UP IN THE RECOVERY AND THEY TOLD ME WHAT TIME IT WAS, I WAS AMAZED. I THOUGHT THAT IT WOULD DEFINITELY BE A LOT LONGER. >> Reporter: SO HOW DOES ALL OF THAT HAPPEN SO QUICKLY WITHOUT COMPROMISING SAFETY? MYLENE MADOW IS A HIGHLY TRAINED OPERATING ROOM NURSE. >> THE FIRST THING THAT WE ACTUALLY DID WAS INSTRUMENTATION. WE JUST ACTUALLY BUILT A TRAY ACCORDING TO WHAT IS THE NEED. >> Reporter: A TRAY HOLDS SURGICAL TOOLS, USUALLY MORE THAN WHAT IS NEEDED. EACH ONE TAKES TIME TO UNWRAP AND PREP. SMALLER CUSTOM TRAYS HELP TO CUT THE SET-UP TIMES HERE FROM 30 MINUTES PER SURGERY DOWN TO ABOUT 11. >> I'M ABOUT TO GO TO PREPARE FOR THE NEXT ONE. >> Reporter: THAT IS ONE TIME-SAVING CHANGE. HUMBER SURGICAL TEAM LEARNED OTHER LESSONS FROM A PUBLIC HOSPITAL IN BELGIUM AND A FOR-PROFIT CENTRE IN THE U.S. BY MID-AFTERNOON THEY ARE CLOSING IN ON THEIR GOAL. >> WE ARE ON NUMBER NINE, I BELIEVE. >> Reporter: TO GET THERE THEY ARE STREAMLINING PATIENTS TO SEAMLESSLY MOVE IN AND OUT OF THE ROOMS. TECH-WISE, THE SURGEON IS USING A MEASURING TOOL THAT GUIDES THE PLACEMENT OF THE IMPLANT IN REAL-TIME AND WELL-TIMED HOUSEKEEPING TEAMS MOVE IN AS SOON AS EACH PROCEDURE IS DONE. JUST SOME OF THE SMALL BUT INNOVATIVE CHANGES IN THE ENTIRE PROCESS. >> THE CUMULATIVE EFFECTS OF ALL OF THOSE MINUTES ALLOWS US TO ADD ADDITIONAL PROCEDURES IN THE DAY. >> Reporter: A NURSE TURNED THE V.P. OF CLINICAL SERVICES AT HUMBER RIVER. AS THINGS STAND, ONTARIO ONLY PAYS HOSPITALS TO DO A SPECIFIC NUMBER OF SURGERIES PER YEAR. BEYOND THEIR CAP HUMBER RELIES ON FUNDRAISING DOLLARS TO DO MORE SURGERIES. >> WE SHOULD BE REWARDING INSTITUTIONS THAT CAN ACTUALLY OPTIMIZE AND INNOVATE AND WE KEEP FUNDING THINGS LIKE PRIVATE CLINICS AND KEEP DIVERTING THE HEALTHCARE DOLLAR. >> Reporter: SHE SAYS THAT HYPER THRU-PUT MODEL IN HOSPITALS IS A TYPE OF INNOVATION THAT PROVINCES SHOULD BE DOING. >> ONE OF OUR PHILOSOPHIES AT HUMBER IS IF CAN CAN BE DONE IN A PRIVATE CLINIC, WHY CAN'T IT BE DONE HERE? >> Reporter: AROUND 4:00 P.M., DR. RODRIGUEZ AND HIS TEAM WRAP UP THEIR 14TH PATIENT. >> IT CAN BE TIRESOME, IT CAN FEEL A BIT CHAOTIC BUT IT'S LIKE AN ORGANIZED DANCE. SO, YEAH, IT FEELS GOOD, BECAUSE IT WILL HELP THE PEOPLE THAT WILL GO HOME WITHIN THE SAME DAY. >> IT'S BEEN ABSOLUTELY AMAZING. >> Reporter: LIKE WHITE, THE PATIENTS ALL WENT HOME WITHIN HOURS OF THEIR LIFE-CHANGING SURGERY. >> THEY SAY THAT I'LL BE UP AND WALKING WITHIN A FEW DAYS. >> Reporter: WHILE SOME ARGUE THAT HYPER THRU-PUT MODELS ARE TOUGH TO REPLICATE, OTHERS INSIST THAT IT'S TIME FOR A CULTURAL SHIFT IN HOSPITALS, ONE THAT WOULD OPEN NEW DOORS TO NEW POSSIBILITIES. >> Ian: SINCE CHRISTINE'S STORY AIRED LAST DECEMBER, HUMBER RIVER HOSPITAL HAS EXPANDED THE PILOT PROGRAMME TO SEVERAL DAYS EACH MONTH. THREE SURGEONS NOW PROVIDE HIP AND KNEE REPLACEMENT SURGERIES FOR HUNDREDS OF PATIENTS. THE PROJECT HAS BEEN NOMINATED FOR A PROVINCIAL HEALTH INNOVATION AWARD. (♪♪) >>> NEXT, A MAJOR LEAGUE BASEBALL PHOTOGRAPHER CAPTURES A STRIKING IMAGE. >> I'D NEVER SEEN ANYTHING LIKE THAT, AND I HAVE SHOT BASEBALL GAMES HERE FOR 14 OR 15 YEARS. >> Ian: THE RARE WEATHER >> Ian: YOU'RE LOOKING AT A PICTURE TAKEN BY A PHOTOGRAPHER FOR THE MINNESOTA TWINS DURING A STORM ON MONDAY. LIGHTNING STRIKING OVER A RAINBOW ALL AMID THE COLOURFUL SKIES. THAT TRIO OF EVENTS AT THE SAME TIME IS VERY RARE. AND TONIGHT THE MOMENT THAT IT WAS CAPTURED ON CAMERA IS OUR "MOMENT." (♪♪) >> IT STARTED JUST POURING SHEETS OF RAIN AND I WENT UP ON ONE OF OUR BALCONIES ON LEFT FIELD TO JUST KIND OF WATCH THE STORM FROM AFAR. MAYBE NOT THE SAFEST THING. BUT ALL OF A SUDDEN THE SKY TURNED BRIGHT YELLOW FOR A MOMENT AND THEN IT KEPT GETTING DARKER AND THEN TURNED INTO A NICE SHADE OF RED. AND I SAW A RAINBOW GOING UP OVER THE SKYLINE. IT WAS SURREAL TO WATCH IN REALTIME, I HAVE NEVER SEEN ANYTHING LIKE THAT AND I HAVE SHOT BASEBALL GAMES HERE FOR 14 OR 15 YEARS. I DIDN'T REALIZE HOW COOL OR POPULAR IT WOULD BE UNTIL PROBABLY THAT NIGHT WHEN OUR SOCIAL MEDIA TEAM KIND OF POSTED IT. AND IT KIND OF BLEW UP FROM THERE. I THOUGHT THAT I WAS TAKING A SIMPLE PHOTO AND SHOWCASING THAT COULD BE PROMOTED FOR THE BALLPARK, AND THE LIGHTNING AND THE RAIN CAME TOGETHER TO MAKE A REALLY COOL FRAME. SO IT WAS LIKE A ONCE-IN-A-MILLION OPPORTUNITY, I GUESS. JUST THE COMBINATION OF THE TIMING AND EVERYTHING WAS PRETTY SURREAL AND IT WAS COOL TO BE ABLE TO CAPTURE THAT MOMENT AND HOPEFULLY THAT IMAGE WILL LIVE ON FOREVER. >> Ian: SO WITH THAT ONE-IN-A-MILLION TAKES IS A THUNDERSTORM, OBVIOUSLY. SUNLIGHT STREAMING IN FROM SOMEWHERE AND JUST THE RIGHT ANGLE OF REFRACTION AND REFLECTION TO GET THAT RAINBOW. OH, YEAH -- AND A DILIGENT PHOTOGRAPHER. >>> THANK YOU FOR BEING WITH US.
