EEE virus on the spread

okay can somebody help me understand this please so this whole mosquito thing that's going on um not quite sure how I feel about it so there's certain towns or whatever in Massachusetts that's making people not go outside after a certain time period if this is true so if this is true I guess I don't understand it is not transmitted from person to person so therefore how can a certain District decide the fate of you if you want to take that chance and go out into the world world and catch something that could potentially kill you then so be it
