NOT JUST WITH WHITE VOTERS BUT BLACK VOTERS AND HISPANIC
VOTERS. WE ARE SEEING THE VOTERS THAT
TRUMP IS DOING BETTER WITH TEND TO BE MEN ACROSS ALL SUBGROUPS.
JOE: HE CANNOT OBVIOUSLY WIN THE
FEMALE VOTE, AND WOMEN BASED ON THESE NUMBERS WILL DECIDE THE
ELECTION? ERIN: HE HAS TRIED TO MODERATE ON THE
ISSUE RELATIVE TO WHERE MOST OF THE REPUBLICAN PARTY IS AT AND
WE HAVE SEEN A LOT OF PRO-LIFE ACTIVISTS HAVE EXPRESSED
FRUSTRATION WITH HIM BECAUSE OF THAT.
I THINK THAT COULD MATTER FOR SOME SWING VOTERS, THE FACT HE
HAS TRIED TO DIFFERENTIATE HIMSELF AND RUN TO THE CENTER A
LITTLE MORE ON THIS ISSUE AND KIND OF DEFER TO THE STATES.
BUT, THIS IS CLEARLY STILL A WINNING ISSUE FOR DEMOCRATS.
WE ARE NOT SEEING HARRIS RUN ON IT, WE ARE SEEING DEMOCRATS
RUNNING FOR HOUSE AND SENATE RACES, AND SEEING THE FACT THAT
THIS IS GOING TO BE ON THE BALLOT DIRECTLY IN SEVERAL
STATES WHICH COULD BE ANOTHER DRIVER OF VOTER TURNOUT.
WE SAW IN THE MIDTERM CYCLE THE PLACES THAT HAVE ABORTION
RELATED BALLOT INITIATIVES TURNOUT WITH HIGHER FOR
DEMOCRATIC AND INDEPENDENT VOTERS. KAILEY:
AS WE TALK ABOUT THE OTHER CANDIDATES, THERE HAS BEEN A
NARRATIVE WITHIN THE DEMOCRATIC PARTY THAT THE ENTHUSIASM
KAMALA HARRIS GOT TRANSLATED TO OTHER CANDIDATES DOWN THE
BALLOT. HAVE YOU CHANGED YOUR NUMBERS
SPECIFICALLY ON WHAT CONTROL OF THE HOUSE WILL LOOK LIKE? WE'VE ASKED THE CHAIR OF THE
DCCC IF SHE'S CHANGING HER NUMBERS AND SHE SAYING WE ONLY
NEED FOUR. COULD IT BE MORE THAN FOUR?
ERIN: IT COULD BE BUT I THINK THE
MOST LIKELY GAIN WILL BE IN THE SINGLE DIGITS FOR EITHER PARTY.
IT IS TRUE, DEMOCRATS HAVE THE MOMENTUM RIGHT NOW IN THE HOUSE
BUT WE STILL SEE AT THE END OF THE DAY, IT IS PROBABLY GOING
TO COME DOWN TO A COUPLE DOZEN RACES THAT ARE QUITE
COMPETITIVE WHERE NEITHER PARTY HAS A CLEAR ADVANTAGE.
WE HAVE RECENTLY MOVED SIX RACES IN DEMOCRATS FAVOR AND
COMPETITIVE DISTRICTS AND WE MOVED TWO RACES TO THE
REPUBLICANS FAVOR. THAT SHOWS A LITTLE BIT OF A
SHIFT TOWARDS DEMOCRATS BUT WE SEE NEITHER PARTY HAS A CLEAR
ADVANTAGE. CURRENTLY, DEMOCRATS ARE
FAVORED IN 203 RACES, REPUBLICANS FAVORED IN 208
RACES. THAT LEAVES 24 RACES IN THE TOP
SUBCATEGORY. THE MOMENTUM IS HELPFUL
PARTICULARLY FOR FUNDRAISING. WE HAVE SEEN A HUGE BURST IN
FUNDRAISING FOR DOWN BALLOT DEMOCRATS AND THEY WERE ALREADY
OUTPERFORMING REPUBLICANS AND THIS IS ONLY GOING TO CONTINUE
TO HELP. JOE: MOVING THOSE RACES IN THE
ELECTION OF DEMOCRATS BECAUSE OF THE KAMALA HARRIS EFFECT
ONLY, OR NOT JOE BIDEN AT THE TOP OF THE TICKET? ERIN:
NOT JOE BIDEN IS THE BETTER WAY TO PUT IT.
YES, WE HAVE SEEN NOT JUST AFTER THE DEBATE BUT BEFORE THE
DEBATE, BIDEN WAS TRAILING WHERE HE WAS IN 2020 IN THESE
DISTRICTS PRETTY SIGNIFICANT. THEY WERE DISTRICTS THAT BIDEN
CARRIED BY DOUBLE DIGITS IN 20 THAT HE WAS TIED WITH TRUMP OR
EVEN LOSING. THAT WOULD'VE HAD A DETRIMENTAL
EFFECT ON DEMOCRATS ABILITY TO TAKE BACK THE HOUSE.
NOW WE HAVE SEEN HARRIS IS COMING CLOSE TO OR MATCHING, OR
ACTUALLY OVER PERFORMING WHERE BIDEN'S 2020 MARGIN WAS THAT IN
THESE DISTRICTS AND THAT WILL MATTER BECAUSE CONTROL OF THE
HOUSE REALLY RESTS ON THE NATIONAL ENVIRONMENT.
IF THE NATIONAL ENVIRONMENT IS BETTER FOR DEMOCRATS OR AT
LEAST EVEN, THAT WILL HELP THEM SIGNIFICANT APA KAILEY:
AS WE CONSIDER -- SIGNIFICANTLY. KAILEY:
AS WE CONSIDER THE ECONOMIC ENVIRONMENT, IF YOU ARE LOOKING
AT THE POLLING, WHERE YOU SEE THE ADVANTAGE FOR HARRIS,
DONALD TRUMP HAS A 13 POINT ADVANTAGE ON THE ISSUE OF THE
ECONOMY. AS WE CONSIDER THESE DISTRICTS
IN WHICH ARE SO CLOSE AND COULD BE EITHER WAY, CONSIDERING WHAT
TOSSUP'S ARE, IS THAT AT THE END OF THE DAY WHERE THE
UNEMPLOYMENT RATE IS? IS THAT GOING TO BE THE
DECIDING FACTOR, NOT JUST POTENTIALLY FOR THE PRESIDENCY
BUT THE BALANCE OF CONGRESS? ERIN: IT COULD BE.
COST OF LIVING IN GENERAL HAS BEEN A CRUCIAL ISSUE FOR VOTERS
AND IT'S WHY EVEN IF THE ECONOMY IS DOING WELL BY OTHER
INDICATORS, WE STILL SEE THAT DEMOCRATS ARE STRUGGLING TO
COMMUNICATE TO VOTERS THAT THEY ARE A PARTY THAT WILL BE GOOD
FOR THEM ON THE ECONOMY. I THINK WE HAVE SEEN DEMOCRATIC
VOTERS TALKING A LOT ABOUT ABORTION AND ABOUT TRUMP, BUT
WE ARE ALSO SEEING THEM TACKLE COST-OF-LIVING ISSUES BECAUSE
THAT IS STILL THE DOMINATING ISSUE FOR VOTERS. JOE: GAS PRICES AT A SIX-MONTH LOW,
POTENTIALLY TAKING AN ISSUE AWAY FROM DONALD TRUMP TOMORROW
NIGHT. GREAT STORY ON THE TERMINAL.
IT MAY HAVE NOTHING TO DO WITH KAMALA HARRIS BUT WE COULD BE
BELOW THREE DOLLARS A GALLON AT A NATIONAL AVERAGE AT SOME

I ACTUALLY DON'T THINK KAMALA HARRIS HAS DONE MUCH
EXPECTATION SETTING. SHE SORT OF PUT TOGETHER HER
TEAM AND HAS BEEN FOCUSED ON DEBATE PREP BUT VERY LITTLE
WORK, NOT ANYTHING LIKE DONALD TRUMP WHICH AS YOU SUGGEST IS
OUT THERE TALKING ABOUT I DON'T REALLY DO DEBATE PREP. BY THE
WAY, I'M GOING INTO THE LIONS DEN.
THESE PEOPLE LET ABC HATE ME. I'VE HAD TO SUE -- HE TALKED
NONSTOP ABOUT THE MEDIA. AND BASHING THE MEDIA AGAIN,
TALK ABOUT ENEMY OF THE STATE WHEN HE'S DONE HIS RALLIES. SO, HE HAS SET UP THE

PRESIDENT. SO, YOU TAKE HIM IN ISOLATION,
HE HAD A HORRIBLE DEBATE. I SUSPECT WE ARE GOING TO SEE
MORE OF THE DONALD TRUMP FROM THE JUNE DEBATE THAN ANYTHING
ELSE. JOE: I DO WONDER ABOUT THE LOGIC OF
PUTTING OUT SURROGATES ON SUNDAY MORNING.
SARAH HUCKABEE SANDERS ON ABC THIS WEEK TALKED ABOUT HOW
POORLY KAMALA HARRIS WOULD PERFORM IN THE DEBATE.

A LOT OF PEOPLE TUNING INTO THE DEBATE ALREADY KNOW WHO THEY
ARE GOING TO VOTE FOR, RIGHT? THAT IS MORE POLITICALLY
ENGAGED PEOPLE. IF IT IS COMING DOWN TO A FEW
VOTERS, IT RAISES THE QUESTION OF WHAT THE WINNING MESSAGE
WILL BE IN SOUTHERN STATES FOR EXAMPLE THAT JOE BIDEN DID NOT
SEEM LIKE HE STOOD A REAL CHANCE AT WINNING. A NEW POLL, NORTH CAROLINA,
HARRIS 49, TRUMP 46. IN GEORGIA, TRUMP IS STILL UP
49-45. IF YOU ARE THE TRUMP CAMPAIGN
AND SEEING A POLE LIKE THAT, DOESN'T MAKE YOU THINK
DIFFERENTLY ABOUT THE MESSAGING ON STAGE? RICK:
I THINK THE TRUMP CAMPAIGN HAS HAD A LOT OF MESSAGE CHALLENGES
LATELY. THEY ARE TRYING TO PROVE IT
AWAY FROM BIDEN WHICH THEY SEEM TO HAVE A LOT OF GOOD
DISCIPLINE AROUND AND FIND THEIR STANDING WITH HARRIS.
THEY WENT THROUGH THIS REALLY AWKWARD FIRST COUPLE OF WEEKS
WHERE DONALD TRUMP KEPT ATTACKING HER PERSONALLY.
IF HE DOES THAT ON THE STAGE, HE WON'T BE TALKING TO ANY
VOTERS. EVEN HIS OWN PEOPLE DON'T WANT
HIM TO DO THAT. THE QUESTION IS WHAT IS DONALD
TRUMP'S APPROACH GOING TO BE? LEADERSHIP, THE ISSUES, THE
ECONOMY? IF YOU LOOK AT HIS RALLIES AND
HIS ACTIVITY LEADING UP TO THIS DEBATE, THERE'S NO INDICATION
THAT THEY FOUND A GOOD SORT OF PLACE FOR DONALD TRUMP TO BE
ABLE TO POST UP HARRIS. HE'S GOING TO.
THE ONLY THING WE KNOW FOR SURE IS HE'S GOING TO ATTACK HER.
THE QUESTION IS IS IT A PERSONAL ATTACK OR ON THE
ISSUES? WE WILL HAVE TO WAIT UNTIL
