Harris, Trump Set to Debate Tuesday | Balance of Power

Balance of Power Begins >> FROM THE WORLD OF POLITICS TO THE WORLD OF BUSINESS, THIS IS BALANCE OF POWER. ♪ LIVE FROM WASHINGTON, D.C. >> FROM BLOOMBERG'S WASHINGTON DC STUDIOS TO OUR TV AND RADIO AUDIENCES WORLDWIDE, WELCOME TO BALANCE OF POWER. KAILEY: CONGRESS RETURNS TO WASHINGTON AFTER A SIX-WEEK RECESS TO DEBATE GOVERNMENT FUNDING. THE DEADLINE ON A POSSIBLE GOVERNMENT SHUTDOWN ONLY THREE WEEKS AWAY. JOE: THIS AS HOUSE REPUBLICANS WITH AN UN-SCATHING REPORT OF THE U.S. WITHDRAW FROM AFGHANISTAN. WE WILL TALK ABOUT IT WITH GREG MURPHY. KAILEY: THE PRESIDENTIAL CANDIDATES PREPARE FOR TOMORROW'S DEBATE AS NEW POLLING SHOWS THE RACE STATISTICALLY TIED NATIONALLY. WE WILL DISCUSS THE STAKES IN THE DOWN BALLOT EFFECTS. GOOD TO SEE YOU ON A MONDAY IN WASHINGTON. IT IS DEBATE EVE BUT ALSO RETURNED DAY FOR CONGRESS AFTER WHAT FELT LIKE A VERY LONG SUMMER BREAK BECAUSE IT WAS AN EXTENDED ONE. JOE: A SIX-WEEK SUMMER RECESS. THE MEMBERS PREFER THE HOME DISTRICT WORK PERIOD. THEY WERE WORKING, AND BY THAT, WE MEAN RUNNING. THEY ALL HAVE RACES TO WORRY ABOUT AND WILL PROBABLY GET OUT OF TOWN AS QUICK AS THEY CAN. HERE WE ARE AGAIN WITH THE COUNTDOWN CLOCKS AND A DEBATE TO FUND THE GOVERNMENT WHICH RUNS OUT OF MONEY ON SEPTEMBER 30. KAILEY: THE HOUSE WILL TAKE THE OPENING SHOT WITH A CONTINUING RESOLUTION THAT WOULD EXTEND UNTIL MARCH WITH THE SAVE ACT ATTACHED WHICH WOULD MAKE ILLEGAL SOMETHING THAT ALREADY IS, NONCITIZENS VOTING. JOE: IF IT SHOULD GET TO THE WHITE HOUSE, IT WON'T GO ANY FURTHER THAN THAT. THE PRESS SECRETARY MADE THAT CLEAR TODAY. >> THE HOUSE REPUBLICANS SHOULD STOP WASTING TIME. I HAVE SAID THIS MANY TIMES BEFORE. I WILL REPEAT IT AT THIS PODIUM. TO DO THEIR JOBS FOR THE AMERICAN PEOPLE BY KEEPING THE GOVERNMENT OPEN. IT IS A SIMPLE JOB. IT IS THEIR NUMBER ONE JOB AS CONGRESS, TO KEEP THE GOVERNMENT OPEN. WE BELIEVE IT SHOULD BE WITH A Bloomberg's Saleha Mohsin and Julie Fine on Congress Returning to DC, Presidential Debate Tuesday SHORT-TERM C.R. KAILEY: JOINING US NOW -- WE FIND OURSELVES HERE AGAIN. IT IS AN OPEN FACT, NOT JUST BECAUSE OF THE VETO THREAT FROM THE WHITE HOUSE, BUT IT IS KNOWN THAT THIS BILL THE HOUSE WILL PASS WELL GET THROUGH THE SENATE. SO, WHY ARE WE DOING THIS WHOLE SONG AND DANCE AGAIN? >> THIS IS WHAT WE DO. THIS IS HOW GOVERNING HAPPENS IN D.C. WE SAW MIKE JOHNSON THROUGHOUT HIS OPENING SALVO. WE SAW HAKEEM JEFFRIES TREATED AS AN OPENING SALVO. YOU ARE RIGHT, EVERYONE WANTS TO GET BACK TO THE RACES AND MAKE SURE THE DOWN BALLOT COUNTS AND KEEP THEIR DONORS INTERESTED AND VOTERS ENGAGED. THEY ARE TRYING TO SHOW THEY CAN GOVERN A LITTLE BIT AND SHOW THAT WE CAN HORSE TRAIN WHEN ONE SIDE SAYS I WANT TO MUCH AND WE CAN BRING THEM, TALK THEM OFF THE LEDGE. IT IS ALSO SHOWING VOTERS THE MOST RECENT EXAMPLE OF WINNING NEGOTIATIONS. JOE: WE HAVE SEEN THIS MOVIE BEFORE. I DON'T KNOW HOW ANY TIMES WE'VE GONE THROUGH THIS. I GUESS I AM LOSING COUNT. IT ALWAYS SEEMS TO END THE SAME WAY. EVERYONE GETS THE COUNTDOWN CLOCKS RUNNING AND WE HAVE A LAST-MINUTE FREAK OUT. JULIE, WHAT IS DIFFERENT THIS TIME, IF ONLY THE FACT WE'VE GOT AN ELECTION LOOMING? DOES THAT PROVIDE SOME INSURANCE KNOWING THAT LAWMAKERS DON'T WANT TO GO HOME TO TALK ABOUT SHUTTING DOWN THE GOVERNMENT? JULIE: NOT ONLY DO LAWMAKERS DO NOT WANT TO GO HOME TO TALK ABOUT NOT SHUTTING DOWN THE GOVERNMENT, LAWMAKERS DON'T WANT TO GO HOME WITH A SHUT DOWN GOVERNMENT. IT IS VERY CLEAR THEY WILL FIGURE SOMETHING OUT AND THEY HAVE TO FIGURE IT OUT IN THE NEXT THREE WEEKS SO I THINK THAT IS WHAT SLIGHTLY DIFFERENT THIS TIME. YOU REALLY KIND OF KNOW IT IS NOT GOING TO END WITH A SHUT DOWN, SO WHAT IT APPEARS TO BE WITH MANY IS A WASTE OF TIME TO GET TO SOMETHING WE ALL KNOW THEY ARE GETTING TO. KAILEY: OF COURSE, THE NEGOTIATIONS ON CAPITOL HILL ARE NOT THE ONLY THING WE ARE PAYING ATTENTION TO. WE ARE ALL AWAITING TOMORROW NIGHT, THE DEBATE BETWEEN KAMALA HARRIS AND DONALD TRUMP. IT WILL TAKE PLACE ON ABC. GOING INTO IT, WE KNOW BASED ON THE NEW VIEWER TIMES POLL, THIS IS A DEAD HEAT RACE. DONALD TRUMP LEADING KAMALA HARRIS BY ONE POINT NATIONALLY. WHO ARE THE STAKES HIGHER FOR TOMORROW NIGHT? JULIE: I THINK THAT THE STAKES ARE ALMOST SLIGHTLY HIGHER FOR KAMALA HARRIS BECAUSE IT IS THE FIRST TIME THAT THEY HAVE SEEN HER DEBATE DONALD TRUMP. IF YOU REMEMBER, YOU HAVE SEEN PRESIDENT BIDEN DEBATE DONALD TRUMP IN THE PAST. SO, IT WILL BE INTERESTING TO SEE HOW SHE APPROACHES THAT. HOWEVER, FOR THE FORMER PRESIDENT, YOU LOOK AT HOW WELL HE DID IN THE LAST DEBATE COMPARATIVELY, SO IT IS A BIG NIGHT FOR HIM. PEOPLE, HOWEVER, WILL ALSO BE LOOKING TO SEE HOW HE REACTS TO HER. A BIG NIGHT FOR BOTH OF THEM, BUT AGAIN FOR KAMALA HARRIS, THE FIRST TIME SHE HAS FACED OFF WITH DONALD TRUMP. IN FACT, THE FIRST TIME THEY WILL MEET IN PERSON. JOE: IT IS AN REMARKABLE TO THINK THAT DONALD TRUMP HAS BEEN A PART OF MORE GENERAL ELECTION DEBATES, PRESIDENTIAL GENERAL ELECTION DEBATES THAN ANY CANDIDATE IN AMERICAN HISTORY. ISN'T THAT SOMETHING? THIS IS THE THIRD TIME AROUND NOW. WITH THAT SAID, WHAT DOES HIS EXPERIENCE MEAN FOR HER PREPARATION? THEY ARE TAKING VERY DIFFERENT PATHS. SHE'S HUNKERED DOWN DOING MOCK DEBATES. HE'S OUT RIFFING WITH FRIENDS AND THE MEDIA. KNOWING HE'S DONE THIS THAT MANY TIMES, SHE'S NEVER DONE THIS BEFORE MEANS WHAT FOR HER? SALEHA: THAT IS A FASCINATING FACT. I HAD NO IDEA ABOUT THAT. I'M QUITE SURPRISED. JOE: JON KARL SAID THAT YESTERDAY AND MY EYEBROWS RAISED THE SAME WAY. SALEHA: WE WILL SEE KAMALA HARRIS ME TRUMP BEFORE OUR EYES. SHAKE HANDS FOR THE FIRST TIME EVER. THAT IS ALSO RARE. WE ARE SEEING HARRIS PREPARE METHODICALLY, LIKE A STUDENT, LIKE SHE DID IN LAW SCHOOL AS A PROSECUTOR. AND TRUMP IS A CHAOS AGENT WHERE THERE ARE NO RULES. KAMALA HARRIS IS USED TO THE RULES, DONALD TRUMP IS NOT USED TO THE RULES. HE LIKES TO GO AGAINST THE GRAIN AND SURPRISE YOU. I THINK IF SHE'S NEVER MET HIM, SHE DOES NOT KNOW WHAT IT'S LIKE. HIS HEIGHT, HIS BUILD, HIS DEMEANOR ON STAGE, WHICH REALLY, I THINK THERE WERE SOME INTERESTING MOMENTS BETWEEN HIM AND HILLARY CLINTON IN 2016. HE HAS SO MUCH EXPERIENCE, NOT JUST PRESIDENTIAL DEBATES, BUT ACROSS THE SPECTRUM. HE DEBATED HILLARY CLINTON AS WELL AND THAT IS A FORMIDABLE OPPONENT. KAILEY: OF COURSE, THAT SPEAKS TO THE KIND OF PERFORMANCE ASPECT OF ALL OF THIS. IT ALSO THEORETICALLY SHOULD BE ABOUT POLICY EVEN IF THAT IS NOT WHAT ULTIMATELY FOR THE AMERICAN VOTER IT IS ABOUT. WE SAW THE HARRIS CAMPAIGN FINALLY PUTTING A POLICY PLATFORM UP ON THE WEBSITE, INCLUDING THINGS LIKE NO TAX ON TIPS, SUGGESTING THERE SHOULD BE NO SUBMINIMUM WAGE FOR WORKERS THAT ARE RECEIVING TIPS. HOW MUCH FURTHER SHOULD WE EXPECT BOTH OF THESE CANDIDATES TO BE FLESHING OUT SPECIFIC POLICY DETAILS ON THE STAGE TOMORROW? SALEHA: I KIND OF WONDER IF TRUMP'S ECONOMIC POLICY SPEECH ON THURSDAY AND HARRIS PUTTING OUT MORE PAPER AND HAVING MORE DEDICATED SPEECHES IS SORT OF A WAY TO GET EVERY -- ALL THE NEW INFORMATION OUT THERE A LITTLE BIT EARLY AND LET'S SEE IF THE MODERATOR OR THE TWO CANDIDATES THEMSELVES AND PULL NEW INFORMATION FROM EACH OTHER. THE INTERESTING THING IS WHERE THEY OVERLAP BECAUSE THEY BOTH ACTUALLY REPRESENT ECONOMIC POPULISM, REGARDLESS OF WHO YOU VOTE FOR. ALL POLICIES ARE POPULIST POLICIES. JOE: I SUSPECT THE FRONT WILL ACCUSE -- SUSPECT DONALD TRUMP WILL LOOK USE KAMALA HARRIS ON THE NO CAPS ON TIPS. HOW DETAILED DO THESE CANDIDATES NEED TO BE TOMORROW NIGHT OR ARE WE MISSING THE SHOW BUSINESS ELEMENT WHEN WE ARE ASKING QUESTIONS LIKE THAT? JULIE: I THINK THEY WILL HAVE TO BE AS DETAILED AS THE QUESTIONS THEY ARE ASKED. I THINK WHEN THEY ARE HAVING THEIR DISCUSSION AND THEIR ANSWERS, THAT WILL BE BASICALLY IDEAS AND WHAT THEY THINK IS IMPORTANT. I THINK THAT ONE IN ONE RESPECT IS ON THE MODERATORS. HOW SPECIFIC ARE THEY GOING TO BE WHEN IT COMES TO THEIR POLICIES? ONE THING I DID THINK WAS VERY INTERESTING ABOUT LOOKING AT THE VICE PRESIDENT'S WEBSITE IS TALK ABOUT HOW CONGRESS MUST PASS A BIPARTISAN BORDER BILL. THERE, YOU'RE SORT OF GETTING AN INKLING THAT SHE'S ALREADY READY TO FIGHT BACK ABOUT HIM SAYING SHE'S NOT TOUGH ON THE BORDER. SHE ALREADY HAS HER ARGUMENT READY. HEY, CONGRESS TRIED TO DO THIS AND THE REPUBLICANS TURNED DOWN. I THINK YOU WILL SEE A LOT OF IDEAS TOMORROW NIGHT. THE SPECIFICS ARE GOING TO BE BASED ON HOW SPECIFIC THE QUESTIONS ARE. JOE: I GUESS NO MYSTERY WHY THAT POLICY PAGE SHOWED UP ON THE HARRIS CAMPAIGN WEBSITE. SALEHA, JULIE, GREAT CONVERSATION AND GREAT REPORTING. COMING UP, CONGRESS BACK IN SESSION THIS WEEK. WE TAKE A HARD LOOK AT WHAT IS AT THE TOP OF THE AGENDA, BEGINNING WITH FUNDING THE GOVERNMENT. REPUBLICAN CONGRESSMAN GREG MURPHY OF NORTH CAROLINA IS WITH US NEXT. THIS IS "BALANCE OF POWER" ON BLOOMBERG TV AND RADIO. >> IN THE WORDS OF A VERY GREAT BUT HIGHLY UNDERRATED PRESIDENT, WILLIAM MCKINLEY, I'M A TARIFF MAN STANDING ON A TARIFF PLATFORM AND WE WILL KEEP THE U.S. DOLLAR AS THE WORLD RESERVE CURRENCY AND IS CURRENTLY UNDER MAJOR SIEGE. MANY COUNTRIES ARE LEAVING THE DOLLAR. THEY ARE NOT GOING TO LEAVE THE DOLLAR WITH ME. YOU LEAVE THE DOLLAR, WE ARE NOT DOING BUSINESS WITH THE U.S. BECAUSE WE PUT 100% TARIFF ON YOUR GOODS. JOE: FORMER PRESIDENT TRUMP OVER THE WEEKEND IN WISCONSIN, ANOTHER SWING STATE FLOATING THE IDEA OF 100% TARIFFS ON COUNTRIES THAT TURN AWAY FROM THE DOLLAR. EARLIER TODAY, FRENCH HILL OF ARKANSAS REACTED TO DONALD TRUMP'S COMMENTS ON BLOOMBERG. >> I THINK IT IS PRESIDENT TRUMP HAVING A GOOD TIME AT A RALLY. BACK WHEN WILLIAM MCKINLEY WAS PRESIDENT, WE FINANCED THROUGH WHOLE FEDERAL GOVERNMENT THROUGH TARIFFS. I DON'T THINK THAT IS A RELEVANT ISSUE. I THINK THE BIGGEST RISK TO THE Rep. Greg Murphy (R-NC) on Trump, Tax Cuts, Tariffs, & TikTok DOLLAR BEING THE PRINCIPAL RESERVE CURRENCY IN THE WORLD IS OUR OWN FISCAL SITUATION. JOE: JOINING US NOW, REPUBLICAN CONGRESSMAN GREG MURPHY OF NORTH CAROLINA, LIVE FROM CAPITOL HILL. WELCOME BACK TO WASHINGTON. IT IS GOOD TO SEE YOU. IF FRENCH HILL IS RIGHT AND FISCAL POLICY IS THE PROBLEM, WHAT DO YOU WANT TO HEAR FROM DONALD TRUMP TOMORROW NIGHT? PROPOSING TO EXTEND THE 2017 TRUMP-ERA TAX CUTS, IN PART WITHOUT EXPLAINING EXACTLY HOW TO PAY FOR IT OTHER THAN WE WILL GROW OUT OF IT. MOST CREDIBLE ECONOMISTS HAVE TOLD US THAT IS INFLATIONARY. DO YOU WANT MORE DETAILS ON THE PAY-FORS TOMORROW? REP. MURPHY: I DO. ONE OF THE THINGS WE LEARNED IN 2018 WHEN THE TAX CUTS WENT INTO EFFECT IS THE FACT IT DID GROW THE ECONOMY. WE HAD SO MANY BUSINESSES THAT REINVESTED WHAT SAVINGS THEY HAVE. IF YOU LOOK AT CURVES, IT DID GROW. IS IT ENOUGH? PROBABLY NOT. CUTTING THE OUT-OF-CONTROL SPENDING WE'VE SEEN IN THE LAST 3.5 YEARS WILL HOPEFULLY BE A PAY-FORS IN A WAY. FISCAL RESPONSE ABILITY IS CRITICAL. WE ARE HAPPY TO GET BACK DOWN TO WHAT REP IS ENTERED OF HILL SAID, THIS IS WHERE AMERICA'S ECONOMY AND THAT MATTERS TO THE REST OF THE WORLD. KAILEY: CONGRESSMAN, AS WE CONSIDER THE ESTIMATES OF WHAT MAKING THE TAX CUTS PERMANENT AND THE COLLECTIVE TAX POLICIES THAT DONALD TRUMP HAS PROPOSED ON THE CAMPAIGN TRAIL, ESTIMATES RANGE TO THE TUNE OF ABOUT $10.5 TRILLION OVER THE NEXT 10 YEARS. THAT IS MORE THAN ALL NON-DEFENSE DISCRETIONARY SPENDING IS PROJECTED TO COST. IF IT IS SPENDING CUTS, HOW DRASTIC DO THOSE REALISTICALLY NEED TO BE AND IS THERE FRANKLY APPETITE TO DO IT? REP. MURPHY: I THINK THERE WILL BE. OBVIOUSLY, TAX CUTS COME THROUGH WAYS AND MEANS SPENDING CUTS, EVERY DIFFERENT APPROPRIATIONS. WE NEED TO GET BACK TO SERIOUS GOVERNMENT. JUST BECAUSE PEOPLE -- IT SOUNDS LIKE A GOOD PROGRAM -- I HAVE TO DEAL WITH THIS WITH MY OWN CONSTITUENTS. IS IT A GREAT PROGRAM? YES, BUT DOES THE FEDERAL GOVERNMENT NEED TO BE INVOLVED? NO. THERE ARE SOME HERE IN D.C. ON THE PROGRESSIVE LEFT THAT FEEL THE FEDERAL GOVERNMENT NEEDS TO FIND EVERYTHING. WE NEED TO GET AWAY FROM THAT PHILOSOPHY AND UNDERSTANDING WHERE WE NEED TO FIND THINGS. OUR MILITARY OBVIOUSLY NEEDS MORE FUNDING. IT NEEDS TO BE IN A STRONGER STATURE, FACED WITH THE CHINESE THREAT WE HAVE WORLDWIDE. I THINK WE HAVE A FISCAL DAY OF RECKONING COMING SOONER THAN LATER ABOUT WHERE THIS COUNTRY IS AND WHERE OUR DEBT STRUCTURE NEEDS TO BE. JOE: YOU ARE GOING TO DEAL WITH THE MATTER OF SPENDING BEFORE WE GET TO ANY OF THIS WITH THE GOVERNMENT SET TO RUN OUT OF FUNDING ON THE 30TH OF SEPTEMBER. YOUR SPEAKER IS PUTTING FORTH A STOPGAP SOLUTION THAT APPEARS TO BE UPSETTING FOLKS ON BOTH SIDES OF THE AISLE. MEMBERS OF THE REPUBLICAN FREEDOM CAUCUS SAY THEY DON'T WANT ANY SHORT-TERM SOLUTION. DEMOCRATS DON'T LIKE THIS IDEA OF THE SAVE ACT BEING ATTACHED. THE WHITE HOUSE SAID IT WOULD VETO THIS PIECE OF LEGISLATION, SUGGESTING THAT IT IS A SOLUTION IN SEARCH OF A PROBLEM. IT IS ALREADY ILLEGAL FOR NONCITIZENS TO VOTE IN THIS COUNTRY. IS THIS A WASTE OF TIME TO GO THROUGH THIS EXERCISE RIGHT NOW? OR IS THIS JUST THE WAY WE DO BUSINESS IN WASHINGTON? REP. MURPHY: I THINK IT IS A LITTLE BIT OF BOTH.; THE SAVE ACT IS SOMETHING THAT NEEDS TO BE REAFFIRMED. WE HAVE PLACES IN THIS COUNTRY THAT ARE ABSOLUTELY MAKING IT EASIER FOR PEOPLE LEGALLY TO VOTE IN THIS FEDERAL ELECTION. IT IS BEING PUSHED BY THE PROGRESSIVE LEFT. AS FAR AS C.R.'S, I AM NOT CRAZY ABOUT THEM, BUT HERE WE ARE FACED WITH A SITUATION WE ARE ONLY ABLE TO GET FIVE OF 12 APPROPRIATION BILLS ACROSS BECAUSE A LOT OF OBSTRUCTION. I'M NOT CRAZY ABOUT THIS. IT IS DIFFICULT FOR OUR MILITARY TO FUN THINGS AND PLAN THINGS BUT WE ARE FACED WITH A SITUATION THAT WE HAVE TO FUND THE GOVERNMENT. THE SAVE ACT IS A GREAT IDEA TO GO FORWARD. IF PEOPLE WANT TO STAND IN THE WAY, THEY NEED TO GET OUT OF THE WAY OF WHAT WE NEED TO DO FOR THE GOVERNMENT. KAILEY: BUT, DO YOU THINK THAT SIX MONTHS, A SIX-MONTH CONTINUING RESOLUTION IS THE APPROPRIATE TIMEFRAME? ONE OF ACTUALLY TRY TO GET THOSE REMAINING SEVEN APPROPRIATION BILLS DONE IN THIS CONGRESS BEFORE A NEW ONE SITS IN JANUARY? REP. MURPHY: IT JUST GOES TO THE FACT WE DON'T HAVE TIME. WE ARE PUSHED UP ON A TIME CRUNCH. YES, IN AN IDEAL WORLD, WOULD LOVE HAVE TO HAVE 12 OUT OF 12 FUNDED BUT WE ARE AT A POINT WHERE WE CANNOT DO THIS. WE NEED TO FIND THE GOVERNMENT. I WILL NEVER VOTE FOR A SHUTDOWN. IT IS IRRESPONSIBLE IN MY OPINION TO DO. LET US DO A SHORT-TERM, GET INTO MARCH AND FIGURE OUT WHO THE PRESIDENT IS GOING TO BE. I HAVE MY OWN FAVORITE. THEN, WE CAN WORK BACKWARDS FROM WHERE WE ARE IN MARCH. JOE: JOE AGAIN. I KNOW THERE'S A LOT OF TALK ABOUT CHINA THIS WEEK AS PART OF THE HOUSE REPUBLICAN CONFERENCES AGENDA WITH A NUMBER OF HEARINGS THAT HAVE BEEN PUT FORTH. I JUST WANT TO ASK YOU WHAT YOUR THOUGHTS ARE AT THIS POINT ABOUT TIKTOK. THERE WAS A DIVEST OR BAN LAW THAT CAME TO FRUITION A COUPLE OF MONTHS AGO. YET, WE CONTINUE TO SEE TIKTOK ADVERTISING AND EVEN HEARD FROM THE FORMER PRESIDENT ON THIS, ON TRUE SOCIAL. USING TIKTOK ON HIS CAMPAIGN JUST LIKE DEMOCRATS HAVE BEEN DOING. FOR ALL THOSE HE SAYS WHO WANT TO SAVE TIKTOK IN AMERICA, HE WRITES VOTE FOR TRUMP. NOW, I'M A BIG STAR ON TIKTOK. WE EVEN HAVE TIKTOK JACK AND SETTING RECORDS. WE ARE NOT DOING ANYTHING WITH TIKTOK, BUT THE OTHER SIDE IS GOING TO CLOSE IT UP. IS HE SPEAKING FOR REPUBLICANS THERE? REP. MURPHY: I DON'T QUITE KNOW. I THINK THAT IS A POLITICAL TALKING AWAY BECAUSE IF THE DEMOCRATS WERE JUMPING ON TIKTOK AND PUSHING IT FORWARD, IT IS ONLY FAVOR FOR REPUBLICANS TO DO THAT. THE TIKTOK, THE OPERATORS, THE WHOLE AGENCY SYSTEM WITHIN THIS IS SOMETHING THAT IS CONTROLLED BY THE CCP. THEY ARE GATHERING INFORMATION ON ALL AMERICANS WHO USE THIS PLATFORM. I THINK THERE WILL BE A DAY OF RECKONING WHERE THAT DOES NEED TO EITHER GO AWAY OR BE COMPLETELY REFORMED. YES, POLITICS ARE POLITICS AND CAMPAIGNS ARE CAMPAIGNS. I DO THINK THIS WILL HAVE TO HAVE AN EVENTUAL CHANGE IN THEIR ACTIVITY AND PLATFORM ITSELF FOR TIKTOK. KAILEY: FINALLY ON POLITICS AND THE CAMPAIGNS, IN YOUR HOME STATE OF NORTH CAROLINA, THERE IS A SENSE BASED ON POLLING IT HAS GOTTEN A LOT TIGHTER BETWEEN DONALD TRUMP AND KAMALA HARRIS. WHAT IS IT GOING TO TAKE TO KEEP NORTH CAROLINA RED AS IT HAS BEEN SINCE 2008? REP. MURPHY: I THINK WHAT'S GOING TO BE IMPORTANT -- IT HAS GOTTEN A LOT CLOSER SINCE BIDEN LEFT -- I THINK IT WILL BE ABOUT POLICY. WE'VE HAD A LOT OF FOLKS MOVING TO NORTH CAROLINA SINCE THE LAST ELECTION. MOST OF THEM, I THINK, ARE CONSERVATIVE. YOU HAVE TO GET RID OF THE RHETORIC WHICH IS ALWAYS PART OF CAMPAIGNS. KAMALA IS PUSHING OUT 2025 WHICH WAS NEVER PART OF THE REPUBLICAN PLATFORM. YOU HAVE TO GET BACK TO POLICY. WHAT DO YOU WANT? YOU WANT POLICY LIKE IT'S BEEN THE LAST 3.5 YEARS, WHERE DOMESTICALLY INFLATIONARY PROBLEMS OR WE ARE A JOKE AS FAR AS OUR INTERNATIONAL REPUTATION. WHERE DO YOU WANT TO GET BACK TO? I THINK WHEN YOU COME DOWN, POLICY COMPARED TO POLICY, I THINK THE TRUMP CAMPAIGN WINS, I THINK REPUBLICANS WIN BECAUSE THAT IS WHAT I THINK MOST PEOPLE CARE ABOUT. ARE YOU BETTER OFF THAN YOU WERE FOUR YEARS AGO, FIVE YEARS AGO OR WORSE? I THINK THAT RESONATES WITH NORTH CAROLINIANS. KAILEY: I GUESS WE WILL SEE HOW MUCH DONALD TRUMP AND KAMALA HARRIS FOCUS ON POLICY TOMORROW NIGHT IN PHILADELPHIA. GREG MURPHY OF NORTH CAROLINA, THANK YOU SO MUCH JOINING US. NOW COMING UP, WE WILL TAKE A LOOK AT APPLE'S EVENT IN CUPERTINO. HOW INVESTORS ARE REACTING TO THE NEW PRODUCT LAUNCHES. THAT IS NEXT ON BLOOMBERG TV AND RADIO. >> THE INNOVATION AND INVENTION THESE PRODUCTS DELIVER CONTINUE TO DEEPEN THE MEANINGFUL IMPACT THEY HAVE ON ALL OF OUR LIVES. I AM PROUD OF OUR TEAMS AND WHAT THEY'VE ACCOMPLISHED, AND I CAN'T WAIT FOR YOU TO EXPERIENCE THESE AMAZING PRODUCTS. KAILEY: TIM COOK EARLIER TODAY. APPLE STOCK IS UP AFTER MARKET FOLLOWING THE BIG REVEAL TODAY OF THE IPHONE 16 IN THE TECH COMPANY ALSO UNVEILED THE Bloomberg's Ed Ludlow on Apple Unveiling iPhone 16 INCORPORATION OF AI, APPLE INTELLIGENCE, AND A NEW VERSION OF THE APPLE WATCH AND AIRPODS. ED LUDLOW HAS BEEN LIVE ALL DAY IN CUPERTINO AND IS JOINING US NOW. WE GOT A SUITE OF NEW PRODUCTS. WE KNEW A LOT OF WHAT WAS GOING TO BE IN THEM THANKS TO OUR COLLEAGUES LIKE MARK GURMAN, BUT WHERE ARE THE BIG TAKEAWAYS FOR THIS? IS IT ALL ABOUT AI? ED: IT IS ALL ABOUT AI BUT THE BIG TAKEAWAY IS PROBABLY THE APPLE INTELLIGENCE IS NOT QUITE THERE YET. THE MOMENT THE KEYNOTE FINISHED, I WAS ABLE TO RUSH INTO THE DISPLAY ROOM AND GET HANDS-ON WITH THE NEW GENERATION OF IPHONE 16, POTENTIALLY THE PRO AND THE PRO MAX. THEY ARE VERY NICE AND SHINY. THEY LOOK THE SAME AS THE IPHONE 15 GENERATIONAL. IN DEMOING APPLE INTELLIGENCE, IT IS REALLY BASIC STUFF. YOU ARE TALKING ABOUT QUICK SUMMARIZATION OF DENSE BODIES OF TEXT OR AUTO RESPONSES TO EMAILS. THERE ARE ADVANCED PHOTO EDITING CAPABILITIES THAT COME WITH APPLE INTELLIGENCE. SIRI LOOKS A LITTLE DIFFERENT. THESE ARE KIND OF VALUE ADD OR IMPROVEMENT TOOLS TO THINGS YOU CAN ALREADY DO WITH YOUR PHONE. I THINK WE WILL STILL BE WAITING A BIT LONGER TO FIND OUT THE FULL STORY FOR APPLE INTELLIGENCE. JOE: DOES THAT SPEAK TO THE REACTION ON WALL STREET? APPLE STOCK IS FAIRLY POSITIVE RIGHT NOW. WE ALSO KNOW THAT APPLE STOCK DOES NOT ALWAYS PERFORM WELL ON DAYS LIKE THESE. ED: EXACTLY. I'M A REAL TECHNOLOGY NERD BUT ALSO A STUDENT OF HISTORY. IN 12 OF THE 17 IPHONE LAUNCH DAYS PRIOR TO TODAY, THE STOCK CLOSED DOWN. IT IS A CELL THE NEWS EVENT. ONE WAY OF LOOKING AT IT IS THE STOCK CLOSING FLAT WERE MODESTLY HIGHER AND BEING UP IN POST MARKET IS A POSITIVE SIGN. KAILEY MAKES A GOOD POINT THAT WE ACTUALLY KNEW A LOT OF WHAT WE WERE GOING TO SEE ANYWAY. IT WILL BE REALLY INTERESTING THAT A FOUND MYSELF DURING THE LIVE BLOG REFLECTING ON THE IDEA THAT THE BASICS REALLY MATTER TO THE CONSUMER. THE IPHONE 16 GENERATION HAS THE BEST BATTERY LIFE EVER. THE PROCESSOR HAS IMPROVED, THE CAMERAS ARE BETTER. THEY ARE NOT WHOLESALE CHANGES BUT THEY MATTER IN MARKETS ALL AROUND THE WORLD AND THAT MIGHT BE ENOUGH TO GET APPLE INTO AN UPGRADE CYCLE. KAILEY: WE HAVE LESS THAN A MINUTE LEFT BUT ON THE OTHER PRODUCTS, THE SLEEP APNEA DETECTOR ON THE WATCH, A HEARING AID IN THE AIRPODS, THIS IS MEDICAL TECHNOLOGY TOO. ED: YEAH. THE RESPONSE PARTICULARLY FROM THE RETAIL INVESTOR OR TECHNOLOGY ENTHUSIASTS HAVE SUBSTANCE AROUND THAT. THE SLEEP APNEA DETECTION AND LITERALLY FDA STANDARD HEARING AIDS SUPPORTING AIRPODS, THAT IS MORE EVIDENCE OF APPLE MOVING INTO THE HEALTH AND MEDICAL SERVICES FIELD. ALSO, AS WE DISCUSSED, AS THE FIGHTER JETS FLY OVERHEAD, THEY ARE DOING BATTLE IN A WEARABLE MARKET WHERE JEWELRY IS A BIG FACTOR, THE PREMIUM PRODUCTS. PARTICULARLY IN MARKETS LIKE CHINA. JOE: THANK YOU FOR ALL THE HELP TODAY, ED, ON THIS BIG ROLLOUT. COMING UP, WE TAKE A LOOK AT TOMORROW NIGHT'S DEBATE ONCE AGAIN AND HOW THIS MIGHT IMPACT >> I AM NOT CRAZY ABOUT THIS. IT IS DIFFICULT FOR OUR MILITARY TO FUND THINGS AND PLAN THINGS BUT WE ARE FACED WITH A SITUATION THAT WE HAVE TO FUND THE GOVERNMENT. THE SAVE ACT IS A GREAT IDEA TO GO FORWARD. IF PEOPLE WANT TO STAND IN THE WAY, THEY NEED TO GET OUT OF THE WAY OF WHAT WE NEED TO DO FOR THE GOVERNMENT. JOE: REPUBLICAN CONGRESSMAN GREG MURPHY JUST MOMENTS AGO HERE Political Panel on the House Racing to Avoid a Government Shutdown TALKING ABOUT THE TOP OF THE AGENDA AS CONGRESS RETURNS THIS WEEK AND THAT WOULD BE AVOIDING A GOVERNMENT SHUTDOWN. JOINING US NOW, OUR SIGNATURE PANEL, RICK DAVIS AND JEANNIE C. THEY ARE BOTH BLOOMBERG POLITICS CONTRIBUTORS. NICE TO SEE YOU. LAWMAKERS ARE BACK IN TOWN. WE ARE GETTING BACK TO REALITY AND WE HAVE SEEN THIS MOVIE BEFORE. I THINK WE’'VE ESTABLISHED THE CONVENTIONAL WISDOM THAT THE ELECTION WILL ENSURE THE GOVERNMENT DOES NOT SHUT DOWN BECAUSE LAWMAKERS NEED TO GO HOME TO RUN FOR REELECTION. IS THAT FAIR TO SAY? >> IT IS FAIR TO SAY AND IT'S ALSO FAIR TO SAY IT WOULD BE STUPID FOR THEM TO SHUT DOWN THE GOVERNMENT NOT ONLY BECAUSE THEY HAVE TO GO HOME BUT BECAUSE HOW CAN YOU CONVINCE PEOPLE THAT YOU CAN RUN THE GOVERNMENT IF YOU ARE IN CHARGE? REPUBLICANS AND YOU WERE SHUTTING IT DOWN OR DEMOCRATS? IT WOULD NOT BE GOOD POLITICS, BUT THAT SAID, THEY HAVE TO FIGURE OUT HOW TO DO THIS C.R. SOMETIMES WHAT IS IN THE BEST INTEREST IS IN WHAT THEY END UP DOING. LET'S ALL HOPE THEY DO WHAT IS BOTH POLITICALLY ADVANTAGEOUS AND IN THE INTEREST OF THE U.S. GOVERNMENT. KAILEY: AS WE CONSIDER WHAT THE SPECIFIC C.R. IS, SIX MONTHS, THIS WOULD TAKE US TO MARCH. IT ALSO INCLUDES THE SAVE ACT WHICH MAKES IT ILLEGAL FOR NONCITIZENS TO VOTE EXCEPT THAT ALREADY IS A LEGAL AND DEMOCRATS ARE NOT GOING TO GO FOR THIS. IT HAS ALREADY BEEN ESTABLISHED AS WE HAVE SEEN IN THE VETO BY THE WHITE HOUSE. WHAT IS THE POINT, IF YOU ARE SPEAKER MIKE JOHNSON OF TRYING TO ATTACH THE SAVE ACT? DOES REALLY SEND THAT STRONG OF A POLITICAL MESSAGE THAT IT IS WORTH WASTING A WEEK ON? RICK: IT IS JUST PERFORMATIVE POLITICS. AT SOME POINT, YOU HAVE TO GET TIRED OF IT IN THE HOUSE. WE SEE IT ALL THE TIME. THINK ABOUT THIS. THE CONGRESSMAN MENTIONED IT. WE ARE GOING TO DELAY THE INCREASES IN THE DEFENSE BUDGET THAT ARE CRITICAL TO OUR NATIONAL SECURITY SO THAT WE CAN PASS A LAW THAT ALREADY EXISTS AND DELAY THE BUDGETING PROCESS, WHICH THE HOUSE WAS ACTUALLY ON A PRETTY GOOD TRACK TO GET FY-2025 DONE. ALL OF THAT FOR NOTHING. SIX MONTHS AND LAST YEAR'S BUDGET LEVELS SO THAT DOMESTIC AND NATIONAL SECURITY AGENCIES CANNOT PLAN. KAILEY: WE WOULD BE HALFWAY THROUGH THE FISCAL YEAR IN MARCH. WHAT IS THE POINT? RICK: THAT IS ASSUMING IF WE ACTUALLY PASS A BUDGET AT THAT POINT. JOE: THIS IS WHY THE FREEDOM CAUCUS IS ALSO SQUAWKING. IT IS NOT JUST DEMOCRATS. A LOT OF CONSERVATIVE REPUBLICANS DON'T WANT TO KICK THE CAN FOR SIX MONTHS. JEANNE: THAT'S RIGHT. MASSEY SAID THAT. IT IS SOUND FISCAL POLICY THAT WE SHOULD GET ON-TIME BUDGETS. YOU DO NOT BUDGET BY C.R. WHICH BOTH SIDES HAVE BEEN DOING FOR FAR TOO LONG. I THINK THIS IS ONE OF THE FRUSTRATING THINGS. MY GUESS IS WE HEAR NOTHING ABOUT THIS IN THE BIG DEBATE TOMORROW NIGHT. I DON'T SUSPECT THAT EITHER HARRIS OR TRUMP WILL BE ASKED ABOUT THIS KIND OF ISSUE. IT IS NOT ON MY BINGO SHEET. IF IT IS, I WILL BE VERY THRILLED. THIS IS SOMETHING THAT SHOULD BE ADDRESSED IN OUR GOVERNMENT WHICH IS PASSING A BUDGET ON-TIME REGARDLESS OF WHO IS IN CONTROL. OBVIOUSLY, THAT'S NOT GOING TO HAPPEN THIS TIME AND YOU DON'T WANT TO HAVE IT FOR SIX MONTHS. AT LEAST MANY PEOPLE WHO THINK ABOUT FISCAL POLICY AND BUDGETING BECAUSE THAT MEANS WE WILL GET THOSE AUTOMATIC CUTS AND THAT IS REALLY DEVASTATING TO SO MANY AGENCIES. KAILEY: YOU ALSO HAVE TO CONSIDER THE NEXT PRESIDENT IS INAUGURATED ON JANUARY 20, SO IT IS SIX WEEKS LATER THEY WILL BE FACED WITH A FUNDING DEADLINE? REGATTAS OF WHO WINS, DONALD TRUMP OR KAMALA HARRIS, SOMETHING THAT INCOMING NEW PRESIDENT WANTS TO WASTE POLITICAL CAPITAL ON THAT EARLY? RICK: IT IS PRETTY RESPONSIBLE. -- IRRESPONSIBLE. WE CAN CROSS OUR FINGERS THAT SOMEONE WILL BE SWORN IN ON JANUARY 20. THE BOTTOM LINE IS, YOU ARE RIGHT, YOU DON'T NEED A NEW ADMINISTRATION TO PRESENT A BUDGET FOR THE NEXT YEAR TO BE WRESTLING WITH CONGRESS OVER THE BUDGET FOR LAST YEAR. THE BUDGET EXPIRES AT THE END OF SEPTEMBER. WE ARE GOING TO GO ANOTHER SIX MONTHS PAST THAT WITHOUT THE DIRECTED FUNDING THAT WAS HARD-FOUGHT BY ALL THESE SPECIAL INTERESTS TO GET INTO THE BUDGET THIS LAST TIME. JOE: THIS IS SOMETHING WE TALKED ABOUT EARLIER TODAY WITH MICK MULVANEY ON THE EARLIER EDITION OF BALANCE OF POWER. FORMER WHITE HOUSE ACTING CHIEF OF STAFF AND FORMER MEMBER OF CONGRESS. WHAT HE HAD TO SAY ABOUT REPUBLICANS IN THE HOUSE PUSHING FOR SHORT-TERM BILL. >> PUT YOURSELF IN REPUBLICAN SHOES IN THE HOUSE. WE'VE ONLY GOT ONE BRANCH OF GOVERNMENT RIGHT NOW. WE THINK WE WILL TAKE THE SENATE. WE HAVE A 50-50 CHANCE OF TAKING THE WHITE HOUSE. WHY TAKE A LONG-TERM DEAL NOW WHEN YOU CAN TAKE A CHANCE AND MAYBE GET A LITTLE BIT BETTER DEAL? JOE: YOU LIKE THE LOGIC? JEANNE: I DO. I THINK THAT DOES MAKE SENSE. HERE'S THE QUESTION -- THERE IS SOME CONCERN AMONGST HOUSE REPUBLICANS IN PARTICULAR ABOUT FUNDRAISING, WHERE THEY ARE IN POLLING. DOES THIS SUGGEST THAT MAYBE THEY ARE NOT AS CONFIDENT AS THEY SHOULD BE? YOU WOULD THINK THAT LOGIC WOULD CARRY THE WEIGHT IF THEY FELT PRETTY CERTAIN THAT THEY WERE GOING TO KEEP THE HOUSE. KAILEY: THERE IS ALSO THE QUESTION ON THE CALCULUS OF KEEPING THE HOUSE AND THE SENATE. IF YOU ARE A DEMOCRAT, KNOWING THAT TOM MASSEY, A NUMBER OF OTHER FREEDOM CAUCUS MEMBERS ARE GOING TO VOTE NO ON ANY CONTINUING RESOLUTION. IT WILL REQUIRE DEMOCRATIC VOTES TO GET OVER THE FINISH LINE. YOU EXPECT HAKEEM JEFFRIES WILL DIRECT HIS CAUCUS TO VOTE FOR THIS OR IF YOU FRINGE MEMBERS WHO ARE IN THOSE DISTRICTS WHO CROSSED THE LINE? JEANNE: THAT IS WHAT WE ARE WAITING TO SEE. SO FAR, HAKEEM JEFFRIES MONOTONY PRESIDENTIAL ELECTION CYCLE, HAS BEEN ABLE TO HOLD THE CAUCUS TOGETHER AND HAS DONE A FABULOUS JOB DOING THAT. YOU WOULD HAVE TO SAY BASED ON HIS RECORD, HE WOULD DO THE SAME. THAT SAID, WE HAVE NOT SEEN HIM IN ACTION IN A PRESIDENTIAL ELECTION YEAR. YOU'VE GOT DEMOCRATS AND SOME TOUGH DISTRICTS OUT THERE. ALSO, YOU'VE GOT FIVE DEMOCRATS VOTE FOR THE SAVE ACT IN THE PAST. THAT'S ANOTHER ELEMENT OF THIS THAT IS OUT THERE AS WELL. SO, IF THAT MAY GIVE SOMEBODY LIKE MIKE JOHNSON MORE WIGGLE ROOM. THAT WILL BE A TEST FOR HAKEEM JEFFRIES WHO HAS DONE A VERY GOOD JOB HOLDING DEMOCRATS. JOE: COMING UP, RICK AND JEANNE WILL STAY WITH US. WE RETURNED WITH A CONVERSATION WITH THE COOK POLITICAL REPORT TO TALK ABOUT THE POTENTIAL DOWN BALLOT EFFECTS ON TOMORROW NIGHT'S DEBATE. >> WE HAVE DONE A LOT OF RESEARCH, NOT JUST IN THIS ELECTION CYCLE BUT PAST ELECTION CYCLES AROUND WOMEN VOTERS IN PARTICULAR AND I CAN TELL YOU THAT REPRODUCTIVE FREEDOM AS IT HAS BEEN SINCE THE DOBBS DECISION IS GOING TO BE A DETERMINATIVE ISSUE IN THIS ELECTION. FOR WOMEN, YOUNG WOMEN IN PARTICULAR, THIS IS A DEALBREAKER ISSUE FOR THEM. KAILEY: THAT WAS JESSICA MACKLER, PRESIDENT OF EMILY'S LIST, DISCUSSING THE ISSUE OF REPRODUCTIVE RIGHTS AS ELITIST Erin Covey, Cook Political Report Analyst, on the Impact Women Voters Will Have on the 2024 Election NEW YORK TIMES POLL FINDS -- THE LATEST NEW YORK TIMES POLL FINDS KAMALA HARRIS WITH AN ADVANTAGE ON ABORTION. JOINING US IS ERIN COVEY, ANALYST AT THE COOK POLITICAL REPORT AND IS WITH US. OBVIOUSLY, THIS IS SOMETHING WE COULD PROBABLY EXPECT KAMALA HARRIS WILL FOCUS ON HEAVILY ON THE DEBATE STAGE TOMORROW NIGHT BUT THERE'S PLENTY OF OTHERS, PROBE REPRODUCTIVE RIGHTS DEMOCRATS WHO ARE SEEKING OFFICE IN THE SENATE AND HOUSE. IS THIS THE BEST WINNING ISSUE RIGHT NOW FOR DEMOCRATS? ERIN: FOR DEMOCRATS, THIS IS THE BEST WINNING ISSUE FOR THEM. WE HAVE SEEN RECENT POLLING THAT SHOWS THIS IS A TOP ISSUE FOR VOTERS. THE LATEST SIENA COLLEGE POLL, IT WAS THE SECOND MOST DRIVING ISSUE FOR VOTERS. THIS IS NOT AN ISSUE THAT PRE-DOBBS IS A MOTIVATING ISSUE, PARTICULARLY FOR SWING VOTERS. FOR MOST AMERICANS, IT WAS MORE IN THE BACK OF THEIR MIND AND MAYBE MORE MOTIVATING FOR THE BASE OF BOTH PARTIES. SINCE THE DOBBS DECISION, THIS HAS BECOME A CRUCIAL ISSUE. WE SEE THE ECONOMY AND IMMIGRATION CONTINUE TO BE TOP ISSUES, PARTICULARLY THE ECONOMY. THIS IS THE ISSUE THAT DEMOCRATS ARE FAVORED ON. VOTERS STILL TRUST REPUBLICANS MORE ON HANDLING IMMIGRATION AND THE ECONOMY, BUT IN TERMS OF ABORTION ISSUES AND ISSUES OF REPRODUCTIVE ACCESS MORE GENERALLY, DEMOCRATS ARE FAVORED. JOE: THERE ARE A COUPLE OF NUMBERS THAT UNDERSCORE WHAT YOU ARE SAYING. ONE OF THEM FROM THAT SIENA POLL. AMONG YOUNG WOMEN, 18 TO 29, IN THE SIX SWING STATES THEY FOLLOW, A 38 POINT ADVANTAGE FOR KAMALA HARRIS. YOU DON'T SEE NUMBERS LIKE THAT VERY OFTEN. AXIOS INCLUDED TODAY THE NUMBER OF U.S. WOMEN REGISTER TO VOTE IS TYPICALLY SEVEN MILLION TO 10 MILLION MORE THAN A NUMBER OF MEN. YOU PUT THOSE TOGETHER HERE, IS THIS WHY DONALD TRUMP IS HAVING TROUBLE CRYSTALLIZING A MESSAGE ON ABORTION? ERIN: I THINK SO. WE HAVE SEEN LARGELY ACROSS DEMOGRAPHIC SUBGROUPS, THE GENDER GAP HAS WIDENED. NOT JUST WITH WHITE VOTERS BUT BLACK VOTERS AND HISPANIC VOTERS. WE ARE SEEING THE VOTERS THAT TRUMP IS DOING BETTER WITH TEND TO BE MEN ACROSS ALL SUBGROUPS. JOE: HE CANNOT OBVIOUSLY WIN THE FEMALE VOTE, AND WOMEN BASED ON THESE NUMBERS WILL DECIDE THE ELECTION? ERIN: HE HAS TRIED TO MODERATE ON THE ISSUE RELATIVE TO WHERE MOST OF THE REPUBLICAN PARTY IS AT AND WE HAVE SEEN A LOT OF PRO-LIFE ACTIVISTS HAVE EXPRESSED FRUSTRATION WITH HIM BECAUSE OF THAT. I THINK THAT COULD MATTER FOR SOME SWING VOTERS, THE FACT HE HAS TRIED TO DIFFERENTIATE HIMSELF AND RUN TO THE CENTER A LITTLE MORE ON THIS ISSUE AND KIND OF DEFER TO THE STATES. BUT, THIS IS CLEARLY STILL A WINNING ISSUE FOR DEMOCRATS. WE ARE NOT SEEING HARRIS RUN ON IT, WE ARE SEEING DEMOCRATS RUNNING FOR HOUSE AND SENATE RACES, AND SEEING THE FACT THAT THIS IS GOING TO BE ON THE BALLOT DIRECTLY IN SEVERAL STATES WHICH COULD BE ANOTHER DRIVER OF VOTER TURNOUT. WE SAW IN THE MIDTERM CYCLE THE PLACES THAT HAVE ABORTION RELATED BALLOT INITIATIVES TURNOUT WITH HIGHER FOR DEMOCRATIC AND INDEPENDENT VOTERS. KAILEY: AS WE TALK ABOUT THE OTHER CANDIDATES, THERE HAS BEEN A NARRATIVE WITHIN THE DEMOCRATIC PARTY THAT THE ENTHUSIASM KAMALA HARRIS GOT TRANSLATED TO OTHER CANDIDATES DOWN THE BALLOT. HAVE YOU CHANGED YOUR NUMBERS SPECIFICALLY ON WHAT CONTROL OF THE HOUSE WILL LOOK LIKE? WE'VE ASKED THE CHAIR OF THE DCCC IF SHE'S CHANGING HER NUMBERS AND SHE SAYING WE ONLY NEED FOUR. COULD IT BE MORE THAN FOUR? ERIN: IT COULD BE BUT I THINK THE MOST LIKELY GAIN WILL BE IN THE SINGLE DIGITS FOR EITHER PARTY. IT IS TRUE, DEMOCRATS HAVE THE MOMENTUM RIGHT NOW IN THE HOUSE BUT WE STILL SEE AT THE END OF THE DAY, IT IS PROBABLY GOING TO COME DOWN TO A COUPLE DOZEN RACES THAT ARE QUITE COMPETITIVE WHERE NEITHER PARTY HAS A CLEAR ADVANTAGE. WE HAVE RECENTLY MOVED SIX RACES IN DEMOCRATS FAVOR AND COMPETITIVE DISTRICTS AND WE MOVED TWO RACES TO THE REPUBLICANS FAVOR. THAT SHOWS A LITTLE BIT OF A SHIFT TOWARDS DEMOCRATS BUT WE SEE NEITHER PARTY HAS A CLEAR ADVANTAGE. CURRENTLY, DEMOCRATS ARE FAVORED IN 203 RACES, REPUBLICANS FAVORED IN 208 RACES. THAT LEAVES 24 RACES IN THE TOP SUBCATEGORY. THE MOMENTUM IS HELPFUL PARTICULARLY FOR FUNDRAISING. WE HAVE SEEN A HUGE BURST IN FUNDRAISING FOR DOWN BALLOT DEMOCRATS AND THEY WERE ALREADY OUTPERFORMING REPUBLICANS AND THIS IS ONLY GOING TO CONTINUE TO HELP. JOE: MOVING THOSE RACES IN THE ELECTION OF DEMOCRATS BECAUSE OF THE KAMALA HARRIS EFFECT ONLY, OR NOT JOE BIDEN AT THE TOP OF THE TICKET? ERIN: NOT JOE BIDEN IS THE BETTER WAY TO PUT IT. YES, WE HAVE SEEN NOT JUST AFTER THE DEBATE BUT BEFORE THE DEBATE, BIDEN WAS TRAILING WHERE HE WAS IN 2020 IN THESE DISTRICTS PRETTY SIGNIFICANT. THEY WERE DISTRICTS THAT BIDEN CARRIED BY DOUBLE DIGITS IN 20 THAT HE WAS TIED WITH TRUMP OR EVEN LOSING. THAT WOULD'VE HAD A DETRIMENTAL EFFECT ON DEMOCRATS ABILITY TO TAKE BACK THE HOUSE. NOW WE HAVE SEEN HARRIS IS COMING CLOSE TO OR MATCHING, OR ACTUALLY OVER PERFORMING WHERE BIDEN'S 2020 MARGIN WAS THAT IN THESE DISTRICTS AND THAT WILL MATTER BECAUSE CONTROL OF THE HOUSE REALLY RESTS ON THE NATIONAL ENVIRONMENT. IF THE NATIONAL ENVIRONMENT IS BETTER FOR DEMOCRATS OR AT LEAST EVEN, THAT WILL HELP THEM SIGNIFICANT APA KAILEY: AS WE CONSIDER -- SIGNIFICANTLY. KAILEY: AS WE CONSIDER THE ECONOMIC ENVIRONMENT, IF YOU ARE LOOKING AT THE POLLING, WHERE YOU SEE THE ADVANTAGE FOR HARRIS, DONALD TRUMP HAS A 13 POINT ADVANTAGE ON THE ISSUE OF THE ECONOMY. AS WE CONSIDER THESE DISTRICTS IN WHICH ARE SO CLOSE AND COULD BE EITHER WAY, CONSIDERING WHAT TOSSUP'S ARE, IS THAT AT THE END OF THE DAY WHERE THE UNEMPLOYMENT RATE IS? IS THAT GOING TO BE THE DECIDING FACTOR, NOT JUST POTENTIALLY FOR THE PRESIDENCY BUT THE BALANCE OF CONGRESS? ERIN: IT COULD BE. COST OF LIVING IN GENERAL HAS BEEN A CRUCIAL ISSUE FOR VOTERS AND IT'S WHY EVEN IF THE ECONOMY IS DOING WELL BY OTHER INDICATORS, WE STILL SEE THAT DEMOCRATS ARE STRUGGLING TO COMMUNICATE TO VOTERS THAT THEY ARE A PARTY THAT WILL BE GOOD FOR THEM ON THE ECONOMY. I THINK WE HAVE SEEN DEMOCRATIC VOTERS TALKING A LOT ABOUT ABORTION AND ABOUT TRUMP, BUT WE ARE ALSO SEEING THEM TACKLE COST-OF-LIVING ISSUES BECAUSE THAT IS STILL THE DOMINATING ISSUE FOR VOTERS. JOE: GAS PRICES AT A SIX-MONTH LOW, POTENTIALLY TAKING AN ISSUE AWAY FROM DONALD TRUMP TOMORROW NIGHT. GREAT STORY ON THE TERMINAL. IT MAY HAVE NOTHING TO DO WITH KAMALA HARRIS BUT WE COULD BE BELOW THREE DOLLARS A GALLON AT A NATIONAL AVERAGE AT SOME POINT BEFORE THE ELECTION. ERIN COVEY, GREAT TO HAVE YOU BACK. THANK YOU FOR BEING WITH US. COMING UP, WE TAKE A LOOK AT TOMORROW'S DEBATE. HOW EACH CANDIDATE IS PREPARING FOR THE FIRST MATCHUP. RICK AND JEANNE BACK WITH US ON "BALANCE OF POWER" ON BLOOMBERG TV AND RADIO. >> THIS COULD BE A DEAD HEAT. THAT IS LIKE IT MATTERS SO MUCH. THEY WILL TRY TO PORTRAY HER AS VERY LIBERAL. COME BACK AND SAY I AM A TOUGH PROSECUTOR, I AM A CHAMPION FOR SMALL BUSINESS. DONALD TRUMP IS A CHAMPION FOR BIG BUSINESS AND CRONY CAPITALISM. I THINK SHE WILL HAVE TO STAY ON OFFENSE TO SAY SHE BELIEVES IN THE SAME AMERICAN DREAM YOU DO. KAILEY: THAT WAS CONNECTICUT GOVERNOR NED LAMONT, A SURROGATE FOR THE Political Panel on Harris, Trump set for First Debate Tomorrow HARRIS-WALZ CAMPAIGN, PREVIEWING TOMORROW NIGHT'S DEBATE. BACK WITH US, OUR SIGNATURE POLITICAL PANEL, WHO WILL BE WITH US FOR THE DEBATE TOMORROW NIGHT AS WELL ON BLOOMBERG TV AND RADIO. WE COME INTO TOMORROW WITH A BAR SOMEWHAT ALREADY SET BY BOTH CAMPAIGNS AS KAMALA HARRIS HAS BEEN TOUTING HERSELF AS A PROSECUTOR WHO KNOWS DONALD TRUMP'S TYPE AND DONALD TRUMP ESSENTIALLY SAYS ABC IS A BIASED NETWORK AND QUESTIONING WHY HE'S DOING THE DEBATE IN THE FIRST PLACE. WHO HAS DONE A BETTER JOB TO THIS POINT OF SETTING EXPECTATIONS FOR TOMORROW? RICK: I ACTUALLY DON'T THINK KAMALA HARRIS HAS DONE MUCH EXPECTATION SETTING. SHE SORT OF PUT TOGETHER HER TEAM AND HAS BEEN FOCUSED ON DEBATE PREP BUT VERY LITTLE WORK, NOT ANYTHING LIKE DONALD TRUMP WHICH AS YOU SUGGEST IS OUT THERE TALKING ABOUT I DON'T REALLY DO DEBATE PREP. BY THE WAY, I'M GOING INTO THE LIONS DEN. THESE PEOPLE LET ABC HATE ME. I'VE HAD TO SUE -- HE TALKED NONSTOP ABOUT THE MEDIA. AND BASHING THE MEDIA AGAIN, TALK ABOUT ENEMY OF THE STATE WHEN HE'S DONE HIS RALLIES. SO, HE HAS SET UP THE CONDITIONS TO FAIL. AND WHO KNOWS? MAYBE HE WILL MEET THOSE CONDITIONS. IT WILL BE INTERESTING BECAUSE WHEN YOU LOOK AT ALL HIS DEBATES -- WE TALK ABOUT HOW MANY HE'S HAD -- SHE'S NEVER REALLY HAD A GOOD DEBATE. HE GETS CREDIT FOR WINNING THE LAST DEBATE BECAUSE OF THE DISASTROUS PERFORMANCE OF THE PRESIDENT. SO, YOU TAKE HIM IN ISOLATION, HE HAD A HORRIBLE DEBATE. I SUSPECT WE ARE GOING TO SEE MORE OF THE DONALD TRUMP FROM THE JUNE DEBATE THAN ANYTHING ELSE. JOE: I DO WONDER ABOUT THE LOGIC OF PUTTING OUT SURROGATES ON SUNDAY MORNING. SARAH HUCKABEE SANDERS ON ABC THIS WEEK TALKED ABOUT HOW POORLY KAMALA HARRIS WOULD PERFORM IN THE DEBATE. SHE SAID DONALD TRUMP IS APPROACHING THE DEBATE FROM THE POSITION OF STRENGTH, SHE FROM A POSITION OF WEAKNESS. WHY WOULD YOU LOWER THE BAR? JEANNE: IT IS HARD TO KNOW. I THOUGHT THE SAME THING. IT IS IMPORTANT TO HAVE HER OUT THERE. HE IS STRUGGLING WITH WOMEN. THIS IS AN ELECTED GOVERNOR WHO SHORTLY SUPPORTS HIM, A STRONG ALLY. THAT IS PRETTY MUCH POLITICS 101. JOE: SHE SUPPOSED TO SAY WHAT A FIERCE DEBATER KAMALA HARRIS IS? JEANNE: IT WAS AN ODD CHOICE ON SARAH HUCKABEE SANDERS' PART AND I HAVE THE SAME REACTION. PART OF ME THINKS I DON'T KNOW IF I WAS HER IF I WOULD GO OUT AND SAY KAMALA HARRIS MIGHT DO BETTER THAN TRUMP BECAUSE THAT MAY BE THE LAST TIME SHE GOES OUT. MAYBE SHE'S GOT TO FEEL HIS WRATH IF SHE GOES THE OTHER WAY. KAILEY: AS WE CONSIDER WHAT THEY ARE TRYING TO DO ON THE STAGE TOMORROW NIGHT, IT IS TO REACH A VERY SMALL GROUP OF VOTERS, THE ONES WHO HAVE NOT DECIDED YET WHICH ONE OF THEM THEY WILL BE SUPPORTING. A LOT OF PEOPLE TUNING INTO THE DEBATE ALREADY KNOW WHO THEY ARE GOING TO VOTE FOR, RIGHT? THAT IS MORE POLITICALLY ENGAGED PEOPLE. IF IT IS COMING DOWN TO A FEW VOTERS, IT RAISES THE QUESTION OF WHAT THE WINNING MESSAGE WILL BE IN SOUTHERN STATES FOR EXAMPLE THAT JOE BIDEN DID NOT SEEM LIKE HE STOOD A REAL CHANCE AT WINNING. A NEW POLL, NORTH CAROLINA, HARRIS 49, TRUMP 46. IN GEORGIA, TRUMP IS STILL UP 49-45. IF YOU ARE THE TRUMP CAMPAIGN AND SEEING A POLE LIKE THAT, DOESN'T MAKE YOU THINK DIFFERENTLY ABOUT THE MESSAGING ON STAGE? RICK: I THINK THE TRUMP CAMPAIGN HAS HAD A LOT OF MESSAGE CHALLENGES LATELY. THEY ARE TRYING TO PROVE IT AWAY FROM BIDEN WHICH THEY SEEM TO HAVE A LOT OF GOOD DISCIPLINE AROUND AND FIND THEIR STANDING WITH HARRIS. THEY WENT THROUGH THIS REALLY AWKWARD FIRST COUPLE OF WEEKS WHERE DONALD TRUMP KEPT ATTACKING HER PERSONALLY. IF HE DOES THAT ON THE STAGE, HE WON'T BE TALKING TO ANY VOTERS. EVEN HIS OWN PEOPLE DON'T WANT HIM TO DO THAT. THE QUESTION IS WHAT IS DONALD TRUMP'S APPROACH GOING TO BE? LEADERSHIP, THE ISSUES, THE ECONOMY? IF YOU LOOK AT HIS RALLIES AND HIS ACTIVITY LEADING UP TO THIS DEBATE, THERE'S NO INDICATION THAT THEY FOUND A GOOD SORT OF PLACE FOR DONALD TRUMP TO BE ABLE TO POST UP HARRIS. HE'S GOING TO. THE ONLY THING WE KNOW FOR SURE IS HE'S GOING TO ATTACK HER. THE QUESTION IS IS IT A PERSONAL ATTACK OR ON THE ISSUES? WE WILL HAVE TO WAIT UNTIL TOMORROW NIGHT TO SEE. JOE: DONALD TRUMP IS STILL CALLING HER COMRADE KAMALA ON TRUTH SOCIAL. HE HAD QUITE A BIT OF TIME TO TALK ABOUT THAT ON HIS RALLY AT SUNDAY NIGHT WHERE HE THREATENED TO JAIL PEOPLE INVOLVED IN AN SCRUPULOUS BEHAVIOR RELATED TO VOTING IN 2020. SO THIS IS RIGGED ALREADY? JEANNE: THAT IS NOTHING NEW. HE'S BEEN MAKING THIS CASE IN 2016, 2020, AND NOW 2024. SHE'S HOPING HE DOES. YOU MISSED MY FAVORITE WORD, PEOPLE INVOLVED IN SKULDUGGERY WILL FACE PROSECUTION. THIS IS THE OLD DONALD TRUMP PLAYBOOK. WHAT HE REALLY NEEDS TO DO IS HE NEEDS TO TIE HER TO JOE BIDEN'S VERY UNPOPULAR ECONOMIC RECORD BUT THAT MEANS HE CANNOT DO HIS USUAL ON THE STUMP ATTACKS. THIS IS WHERE WE FIND OURSELVES. I AM SURE THE TEAM IS HOLDING THEIR BREATH TO SEE IF HE CAN FOCUS ON THE ECONOMY AND NOTHING ELSE. JOE: SC SKULDUGGERY, THE NEW MALARKEY. OUR SPECIAL COVERAGE TOMORROW EVENING OF THE ABC NEWS PRESIDENTIAL DEBATE STARTING 8:00 P.M. EASTERN TIME ON BLOOMBERG TV AND RADIO. WE WILL WATCH IT LIVE AND SIMULCAST AND HAVE THE CLUTCH ANALYSIS OF BOTH SIDES. KAILEY:
