KARINS IS TRAC >> THE GOOD SAMARITAN HELPING THE DRIVER, SAVING HIM FROM THE SUBMERGED TRUCK. THEY WERE BOTH ABLE TO GET OUT SAFELY, WE ARE TOLD. AT THIS HOUR, HUNDREDS OF THOUSANDS STILL WITHOUT POWER FROM LOUISIANA TO ALABAMA. PLUS, FLOOD WATCHES IN EFFECT FOR TENNESSEE ALL THE WAY TO THE FLORIDA PANHANDLE. METEOROLOGIST BILL KARINS IS TRACKING ALL OF THAT FOR US. WE START WITH CORRESPONDENT JESSE KIRSCH IN NEW ORLEANS. YOU LOOK A LOT DIFFERENT THAN YESTERDAY WHEN THE STORM WAS MOVING THROUGH AND YOU WERE DRENCHED. IT LOOKS MUCH CALMER. TALK ABOUT THE DAMAGE YOU ARE SEEING AND WHAT PEOPLE WENT THROUGH. >> Reporter: GOOD NEWS, THE SUN IS OUT. THAT IS, IT IS HUMID AND HOT. I WILL GET TO THE CONCERT AROUND THAT IN A MOMENT. WE WENT TO A NEIGHBORHOOD EARLIER TODAY AND SPOKE WITH THE MAYOR AT A NEARBY COMMUNITY JUST OUTSIDE OF THE CITY OF NEW ORLEANS. HE SAID IN THAT COMMUNITY ALONE THERE WERE HIGH. AROUND 100 HOM WITH FLOODWATERS IN THEM IN SOME FASHION, ANKLE HIGH ALL THE WAY UP TO WASTE TIME. WOMAN SAID THERE WAS A TIME SHE, HER SIX CHILDREN, A 19 MONTH OLD GRANDDAUGHTER WERE ALL ESSENTIALLY SHELTERING ON THE ROOFS OF CARS BECAUSE THEY WERE WORRIED ABOUT HOW THE WATERS WERE MOVING IN. THEY ONLY HAD ANKLE DEEP WATER IN THE HOME, BUT OUTSIDE IT WAS COMING UP TO AROUND THEIR WAISTS GOING. THEY WERE WORRIED ABOUT WHAT WOULD HAPPEN. SHE SAID AT ONE POINT THEY CALLED FOR HELP, AND THE RESCUERS TOLD HIM THEY COULD NOT GET OUT TO THEM. THAT GIVES YOU AN IDEA WHAT PEOPLE HAVE BEEN GOING THROUGH HERE IN THE NEW ORLEANS AREA. HERE'S WHAT WE HEARD FROM THE MAYOR WHEN I SPOKE WITH HIM THIS MORNING. >> NORMALLY, AFTER A STORM THAT BLOWS AS HARD AS IT DID WITH THE RAINFALL, THESE ROADS ARE IMPASSABLE UNTIL WE CAN GET OUT AND CLEAN THEM. IT IS KIND OF UNIQUE, MORE OF , I GUESS, RAIN EVENT. IT OVERWHELMED THE PUMPING SYSTEM. THAT IS WHERE YOU WILL HAVE THE STANDING DAMAGES TO RESIDENTS THAT EITHER GOT FLOODED R HAD WATER. >> Reporter: ANOTHER THING TO KEEP AN EYE ON IS POWER OUTAGES. I ALLUDED TO THIS BEFORE. BECAUSE IT IS HOT OUT, OF COURSESING GENERATORS , PROPERLY,WHEN IT IS HOTHASIZINGT PARENT -- POWER, YOU WANT TO TURN ON THE AIR CONDITIONING. WE'VE HEARD FROM OFFICIALS AGAIN AND AGAIN STRESSING CONCERN OVER PEOPLE USING GENERATORS PROPERLY, EXPRESSING, EMPHASIZING I SHOULD SAY, THEY WANT PEOPLE TO KEEP THEM 20 FEET AWAY FROM INDOORS, FROM DUST COVERED AREAS AND THAT THERE IS PROPER VENTILATION. >> THANK YOU. THERE IS RAIN LEFT. THERE COULD BE FLASH FLOODING. THE REMNANTS WITH A PRETTY GOOD LINE OF THUNDERSTORMS THROUGH ALABAMA. WE HAVE TO SEE IF THERE ARE ANY ISOLATED TORNADOES POPPING UP. AS PART OF FLOOD WATCHES, WE HAVE A LIMITEDTONIGHT, WE'LL SEE THOSE THUNDERSTORMS BRINGING IN SOME HEAVY RAIN AROUND MONTGOMERY TO BIRMINGHAM THIS AFTERNOON.
