WITH DONILON'S TENURE AS POLICE COMMISSIONER BEGINNING TODAY, HE BECOMES THE FOURTH COMMISSIONER SINCE 2021. IT HAS BEEN NOTHING SHORT OF A REVOLVING DOOR IN THE CITY'S LEAD LAW ENFORCEMENT AGENCY. EDWARD CABANA'S RESIGNATION TAKES EFFECT IN ABOUT ONE MINUTE AT 5 P.M, AND THE CITY TRIES AGAIN WITH TOM DONILON AT THE HELM. IT'S THE DAWN OF A NEW DAY AT THE NYPD. FOR THE SECOND TIME IN ALMOST AS MANY YEARS, THE DEPARTMENT HAS A NEW BOSS, AND FOR THE FIRST TIME IN TWO DECADES, THAT MAN ISN'T SOMEBODY WHO CUT HIS TEETH INSIDE THE NYPD OR AS A BEAT COP EMBROILED IN SCANDAL. EDWARD CABAN LEAVES BEHIND THE JOB. HE SPENT HIS ENTIRE CAREER STRIVING FOR, AND NOW TOM DONILON BECOMES THE INTERIM COMMISSIONER. DONILON'S INTRODUCTION TO INTERAGENCY WORK ON A STATE LEVEL REALLY BEGAN AS NEW YORK STATE'S DIRECTOR OF HOMELAND SECURITY, AN APPOINTMENT MADE BY THEN GOVERNOR DAVID PATERSON, WHO KNOWS DONILON WELL, I COULDN'T BE HAPPIER FOR THE CITY THAT HE'S GOING TO RUN THE POLICE DEPARTMENT. >> AND BELIEVE ME, WHEN HE RUNS THE POLICE DEPARTMENT, THERE WILL NOT BE ANY VIOLATIONS THAT GET FAR BEFORE HE ADDRESSES THEM. >> HE TAKES OVER DURING A TIME OF CHAOS FOR THE NYPD LAST WEEK, CABAN'S PHONES WERE SEIZED BY THE FBI, POSSIBLY RELATED TO WHAT IS BELIEVED TO BE AN ONGOING INVESTIGATION INTO HIS TWIN BROTHER, JAMES. IN HIS RESIGNATION LETTER THURSDAY, CABANA SAID HE IS STEPPING DOWN FOR THE GOOD OF THE CITY AND THE DEPARTMENT. PATERSON SAYS DONILON BRINGS A FRESH SET OF EYES BUT A NO NONSENSE APPROACH WHEN HE WORKED FOR THE FBI AND SOME OF THE TASK FORCES THAT HE WORKED ON REALLY HAD A PLAN FOR HOW THEY WERE GOING TO DEVELOP THE RANKS. >> AND I THINK IF THE MEN AND WOMEN OF THE POLICE DEPARTMENT WHO I THINK ARE VERY FAIR PEOPL, GIVE HIM A CHANCE WITH THIS TIME NEXT YEAR, WE WON'T EVEN BE THINKING ABOUT WHETHER OR NOT THEY'RE COOPERATING WITH HIM, BECAUSE I THINK THEY WILL REALLY ENJOY WORKING UNDER HIM AND HE WON'T BE AFRAID TO CLEAN HOUSE IF HE HAS TO. I DON'T THINK ANYBODY IS GOING TO TRY TO TIE HIS HANDS IF HE SEES SOMETHING THAT IS UNETHICAL OR, OUTLANDISH OR ILLEGAL AND COMES DOWN ON WHOEVER IS RESPONSIBLE, THAT HE'S A VERY NICE MAN. HE'S GREAT TO TALK TO, BUT I WOULD NOT WANT TO BE ON HIS BAD SIDE. >> AND AS FOR EDWARD CABANA, HIS LAWYER SAID IN A STATEMENT, HE'S NOT A TARGET OF ANY INVESTIGATION, AND HE EXPECTS TO FULLY COOPERATE.
