THIS CONSENT DECREE STARTED A FEW YEARS AGO AFTER A STATE INVESTIGATION FOUND THAT AURORA POLICE. >> HAD A PATTERN OF VIOLATING STATE AND FEDERAL LAWS BY USING EXCESSIVE FORCE AND THROUGH RACIALLY BIASED POLICING. THIS INCLUDES A NUMBER OF HIGH-PROFILE INSTANCE, INCLUDING THE DEATH OF ELIJAH MCCLAIN. >> SHORTLY AFTER THE DECREE TOOK EFFECT, AURORA HIRED AN INDEPENDENT CONSENT DECREE MONITOR AND SET UP 78 MANDATES FOR THE CITY'S PUBLIC SAFETY DEPARTMENT'S LATEST REPORT FROM APRIL SHOWS THAT AURORA HAS MET TWO-THIRDS OF THOSE MANDATES AND IS ON TRACK TO MEET MOST OF THE OTHERS. HOWEVER, THE REPORT SAYS THE WAR IS STILL STRUGGLING TO IMPLEMENT ANTI-BIAS TRAINING FOR POLICE, EVEN WITH THE DECREE AND WERE POLICE ARE STILL FACING CRITICISM FOR CONTROVERSIAL INCIDENTS INCLUDING OFFICER SHOOTING AND KILLING KYLEN LEWIS, AN UNARMED BLACK MAN WHEN THEY'RE TRYING TO ARREST HIM FOR AN ATTEMPTED HOMICIDE. THE DECREE WILL END IN 2027 AND SOME WANT THE CITY TO HIRE A PERMANENT INDEPENDENT MONITOR TO OVERSEE THE POLICE DEPARTMENT. BOTH THE NEW CHIEF AND THE ATTORNEY GENERAL ARE TALKING ABOUT THAT TODAY. LISTEN. >> I BELIEVE IN AND I THINK IT'S IMPORTANT ASPECT. I THINK IT'S SOMETHING THAT WE SHOULD NOT EVER SHY AWAY FROM. I THINK IF YOU HAVE AN ORGANIZATION OR A DEPARTMENT THAT IS RUNNING PROPERLY RUNNING OUT DOING ALL THE CORRECT STEPS.
