[Music] Prive damage things like um rail cars being blown over and um uh trees that were basically scattered every which way it was a wild weather weekend across the region marked by a tornado touching down in the town of air on Saturday good afternoon in in addition to that tornado much of the GTA saw signific ific flooding people had to be rescued from their cars on the 410 last night after a portion of the highway flooded ctv's Rahe lani's been following the aftermath of the wicked weather and joins us now with more Raheem well Nathan and Michelle the active weather it disrupted so many people's weekend's plans in fact 14% of scheduled flights at Pearson Airport were cancelled on Saturday while the king's plate also had to be postponed with the heavy rainfall causing widespread flooding you can count the vehicles five of them submerged on Highway 410 in Miss Saga Sunday Heavy Rain quickly engulfed them trapping the people inside the dramatic scene leading to fire Crews deploying an inflatable raft to rescue those stranded at Dundas in Queen Frederica Drive the roadway was closed again for several hours after being flooded for a second straight day every summer has some kind of defining characteristic and I think the summer unfortunately of 2024 has been the summer of the Deluge uh we can go a number of days without getting much in the way of rainfall and then suddenly make up for it with huge amounts of rain falling in a relatively short period of time that was the case throughout the weekend in the GTA beginning on Saturday multiple people had to be helped through the gushing Waters in Miss Saga while some of the drivers who tried to Wade through on the rone soon called for a toe came pretty high it was pretty flooded there was a couple people out here in the water that we uh had taken out of the water this video from an apartment building shows a giant recycling bin floating down the middle of the road I was standing out on my balcony and filming the parking lot and all the cars were getting flooded again Environment Canada says some areas saw more than 100 millim of rain Saturday While others like downtown Toronto experienced a fraction of that demonstrating the highly localized nature of Summer showers very slow moving storms like we had uh on Saturday and back in mid July it was training storms one storm after another rolling over the same area so we've been hit by both types of flash blood events uh during the course of this summer meanwhile south of kitner in air Ontario a confirmed ef1 tornado touchdown on Saturday we all just uh ran into the basement uh cuz we could tell you know this was a real serious alert the tornado brought wind speeds of 165 k km an hour that uprooted trees downed power lines and damaged homes and businesses initially ef1 uh will look to see if there's anything any data beyond that to show that it should go higher uh because you know there was some pretty impressive damage the team says they will now assess drone and satellite footage to see if the tornado should be rated higher I asked Jeff Coulson of environment in Canada if we're now done with this extreme weather and in his opinion we're not he says while the media days ahead do look calm we can get these strong thunderstorms hail and tornadoes right into the month of September reporting live I'm Rahe ladani Mich I'll send it back to you thank you Raheem a man has been arrested after a woman was found dead in a galf apartment police say a 50-year-old man walked into a police station with injuries on Saturday after speaking with the man officers went to a residential building near the G Junction neighborhood where they found a woman's body police say the man and woman were known to each other the suspect is now facing a charge of second deegree murder six people were taken to hospital after a Transit bus in London Ontario lost control yesterday it happened around 9:30 yesterday morning on highb Avenue the bus ended up sideways in the median along the high-speed section of the separated Highway multiple emergency crews responded to the scene all of the injuries were non-life-threatening three people have been arrested following a multi- vehicle crash in cabbage town yesterday it happened just after 4 15 p.m. on Sunday near gerarden Parliament police say a vehicle collided with the TTC street car and struck another vehicle head on four people ran from this scene on foot with three later being taken into custody paramedics say one person was arrested at the scene the driver of the vehicle which was struck head on spoke about the incident I was driving down [ __ ] what is this Dundas yeah I was driving down Dundas and then next thing I know that this car flew around around this street car here CLI the side of the street car and then uh came in and and hit me head on so but I'm pretty sure they didn't think that I was going to be here and they were going to be able to kind of divert over into uh into River Street there so but yeah next thing I know they they hit me head on and then all four doors flew open so like straight away I knew had a feeling that it was going to be you know a stolen car police say they were not involved in a Pursuit prior to the crash the cause is still under investigation and a man facing several charges after three officers were injured while assisting with an eviction in the city's West End officers responded to a break and Enter at a home near calonia Road and Rogers Road Friday when they assisted two sheriffs uh with an eviction police say during that time officers learned the suspect identified as 30-year-old Jiao Pedro de Silva Cordo was also wanted for not attending Court in connection with several previous offenses three officers suffered minor injuries during the arrest arrest and in response to the incident Toronto police associations released a statement which reads in part three officers sustained injuries thankfully they will be okay the man now faces in total at least 17 charges involving two jurisdictions the man is also a cbsa overstay and is currently in the open removal process on behalf of our members and the public we are asking all levels of government to stop pointing fingers and explain why this man was still in in Canada and why he was not in custody the Transportation safety boards released recommendations in the wake of a Toronto ferry crash which injured 12 people two years ago the Sam mcbridge Ferry collided with the dock as it approached the Jack Leighton Ferry Terminal back on August 20th of 2022 CTV Sean Leong has been following the story he joins us live with more Sean what what's been revealed well Michelle and Nathan when the crash happened there were a lot of questions raised around the safety of this ship was it traveling too fast was the crew properly trained and was there a malfunction the answer to many of these questions was no nearly 2 years to the day after a vessel traveling from the Toronto Islands crashed into the dock at the Jack Lon Ferry Terminal the Transportation safety board released their findings our investigation found several safety deficiencies related to passenger Safety Management and emergency preparedness six people were taken a hospital and approximately 20 were injured when the Sam McBride collided with the dock around 5:00 p.m. on August 20th 2022 in their investigation the Transportation safety board found that there were not enough crew members working at the time the Sam McBride was traveling too fast at the time and one of the ship's propellers may have failed in an attempt to slow down while coming towards land the investigation found that the city of Toronto did not have written procedures to Def find a safe approach speed during docking instead decisions around docking speed were left to discretion of the vessel Master many of the injured passengers had been standing on or near the stairs at the time the Transportation safety board says there were only six crew members working despite there being a recommendation for 13 crew members and they weren't properly trained for an emergency the samic bride occurrence highlighted the vulnerabilities related to passenger Management in Ferry operations and the importance that must be put on passenger safety the Transportation safety board is making three recommendations that all crew members complete appropriate train training Transport Canada Implement a formal process for evacuation and Transport Canada create a process for keeping an accurate count on the number of passengers on board now the Transportation safety board did clarify that the samic bride does have 13 crew members working on it now the 85-year-old ship was looked at at the time and they said that it was properly maintained now the uh the transportation Board of Canada does have 90 days to respond to these recommendations reporting live I'm Sean Leong Nathan I'll send it back to you thank you Sean still to come the Democratic National Convention is underway in Chicago we'll have more on the multi-day event a little later in the show but first an interesting development in a story we've been following City records indicate a building near Kensington Market which was partially demolished on Saturday was deemed unsafe in 2014 the demolition happened after people noticed the building leaning dangerously over the sidewalk sparking concerns about a possible collapse ctv's Natalie Johnson's been following this story and joins us live with more details Natalie well Nathan the scene here on Dundas West on Friday was very dramatic as residents were forced from their homes over concerns that the structure would collapse the facade of the building was teetering over the sidewalk and on Friday evening uh late into the night Crews worked to bring it down in a controlled collapse City Records as you say now show that this is not the first time that this building had been deemed unsafe an inspection from July 2014 10 years ago resulted in the property owner being issued an order to remedy an unsafe building the city says that that 2014 order was issued due to the addition of various residential units in the building that did not have a building permit the city talling CTV News in a statement that that unlawful addition triggered various building code requirements which caused the building to be unsafe as defined by the building code act the unsafe condition was eventually removed but there continued to be some outstanding permit requirements the city says those two issues the one from 2014 and the issue that this building faced on Friday are unrelated but people who live here and nearby say they're rattled by this scene and the force evacuation of the tenants that happened over the weekend the wi is crack yeah and uh and this on on the at the morning I wake up and I heard a uh very loud noise and the wall is at a crack on B open and we run we we land off of the building they smelt some kind of burning smoke or something or saw some Flames but the same time the fact that if you look inside of the building there's no burning residue if I may say so a lot of of these buildings are really unsafe and does that concern you it does um in in a in a way of course anything you know with injuries and and Toronto fire has said that an investigation is now underway to determine what exactly caused the structural damage to this building reporting live from Dundas West I'm Natalie Johnson Nathan over to you thank you Natalie the intersection at blor and St George is closed this week the city has shared renderings of the work Crews will be doing at the intersection it includes raising bike Lanes replacing sidewalks and improving ashphalt The Works expected to close the intersection through to next Monday and that's August 26th and there is a late night Subway closure to warn you about this this week from today will be operating instead regular service will resume each morning at 6:00 a.m. Mayors from across the province have gathered in Ottawa for the association of municipalities of Ontario conference the premier took the stage today to offer support for municipalities who were calling on the Ford government for Aid cdv's Mike Walker has been following the Amo and joins us live with more Mike Michelle Nathan Ontario's Mayors have been sounding the alarm that their budgets are strained due to the rising costs associated with homelessness mental health and addiction one of their asks is for the Ford government to create a new minister to tackle those issues now the premier did not specifically address those concerns in his speech this morning but did announce a new online portal that municipalities can use to connect with investors Ford spent most of his speech highlighting his government's accomplishments and Investments to help build Recreation facilities the province's economic growth that added 800,000 jobs since he became Premier as well as building more housing and Transit as a province's population continues to grow that includes several new highways such as the 413 and Bradford bypass now the new tool Ford announced today is developed by invest Ontario that will help connect municipalities with both local and international investors the premier said it will be a powerful tool to help attract Investments and jobs through our new partner portal municipalities will be able to upload information about commercial and Industrial properties in their communities and provide companies with information about the property including demographic Trends market analysis in First Nations treaty areas it's going to be a power ful resource to help local governments and communities attract Investments and jobs NDP leader Merit Styles and liberal leader Bonnie cromby are both expected to address the conference later this afternoon reporting live at Queens Park I'm Mike Walker Nathan back to you all right thank you Mike we've got more news in a moment but first there's a live look at this city and we'll take a first look at the forecast cloudy but it will eventually move out and there's Mike Walker again things are going to uh cool down uh but later on in the work week temperatures are going to go right back up uh looking at our satellite radar you can see that we've got rain to the east but nothing in the GTH or Southern Ontario for that matter unlike the past weekend currently we're sitting at 16 degrees in Peterboro 16 in Toronto 16 in Hamilton and that is well below seasonal normal around this time of year is 25 if you got plans for today maybe heading out to the exhibition it's a little bit cooler so maybe wearing long sleeves a jacket maybe some long pants as well the clouds will clear out in the afternoon though that's the good news we'll give you a look at the long range for forecast a little bit later on in the show well the impact of the severe weather in Quebec has the mayor in particular trying to defend his community's response ctv's Maria s has more on the costly cleanup from the remnants of tropical storm Debbie Anique Vine's walk home on eel bizard looks very different today than it did one week ago she's been picking up the pieces after the remnants of tropical storm Debbie flooded her basement with more than 2,000 mm of water it was like a tornado went through when we walked downstairs like the water tank was falling even when we walked into my our laundry room my washing machine flipped upside down see Food Van dein's friends and family have been working 12h hour days to strip the lower level down to the cement adding to the stress she says her insurance won't cover the up to $70,000 in Damages because the flooding was caused by overflow from a nearby March rather than the sewer system their team TV computer we had a wood burning stove this was my full sewing room washer dryer bathroom vavine has submitted a claim to Quebec's Ministry of public security which is helping compensate homes affected by the storm but she expects to pay out of pocket for part of the costs the mayor of the burough Doug Hurley admitted he's now facing a 4 to six figure fine from The Province for dumping water into the Rivier de Prairie before environment Quebec approved the move I'm prepared to go to court and argued a particular point it is important that when situations occur that we have our priorities in place the first one is human lives and safety after that we'll worry about the details later he added there were Lessons Learned this time around and he's working to put new protocols in place as similar situations become more likely due to climate change one is our emergency response trying to get hold of a lot of different people over the weekend can be difficult as for vanine she says it'll be at least 2 to three years before she has a functional basement again but she's grateful her family is safe Maria suu CTV News Montreal members of the media are expected to get their first chance to see the devastation and the beginning of the recovery in Jasper later today Friday marked the first day the residents were allowed back in after a wildfire forced the evacuation of the entire town Parks candidate now says the wildfire that destroyed a third of the structures in Jasper is now classified as being held early estimates pegged the damage at 200 83 million hurricane Ernesto is expected to brush Atlantic Canada today the Canadian Hurricane Center is predicting the storm will weaken as it approaches the colder Waters off Newan land people who live near the coast are being urged to brace for potential damage to docks breakwaters and other Waterfront structures CTV Scott Hurst has been tracking the storm he joins us live now with more Scott talk to us about the latest information and the path for Hurricane Ernesto Michelle for fortunately maritimers will not feel the direct brunt of this storm as you mentioned it will just brush past the Maritime Provinces the latest track has it going just south of the Maritime Provinces but that doesn't mean they're in the clear they're still expecting a glancing blow which could still bring damage and some flooding from the high winds and the strong surf against some of the coastal areas and so that is what is of significant concern right now and so Ernesto has gained back category one hurricane status regaining that status on Sunday as it moved up the coast into Canadian Waters while it is now back to Hurricane forest with sustained winds of up to 140 kilometers an hour it's expected to be downgraded to a tropical storm later today into Tuesday evening so it is downgrading as it moves through the Maritime Provinces and as it churns through Canadian Waters it will be just skirting south of those provinces Michelle so there still could be some damage still could be some flooding Ong some of the Atlantic coast of Nova Scotia but most notably the area of concern is the southern tip of New Finland MH H every time there's these big storms heading North Atlantic Canada they always get a little something you feel so bad for them let's talk about the next 24 hours what could the maritimes and southern New Finland see of course as you mentioned maritimers are no stranger to these type of storms luckily in this case they are not getting a direct Blow from this storm and they are used to storms where they do have to batten down the hatches and really make some contingency plans though this is is not going to be the case for those particularly Inland but we are still expecting some significant risk particularly as I mentioned the Atlantic coast of Nova Scotia and that includes rip currents through that Province today with the risk of heavy surf along that section of Nova Scotia and then as it passes through the southern tip of Newland there's a threat of coastal damage and flooding from the high wind rain and large waves the biggest area of concern being the Avalon Peninsula heavy rain for that region at this point the last models indicate that it could be over the supper hour where they could get anywhere between 50 and 70 mm of rain in certain areas of the Avalon Peninsula so that is the most significant concern right now and that is what we expect over the next 24 hours Michelle let's hope it's not too bad CTV Scott HST live for us in the CTV National Newsroom thank you thank you and Nottawa courts expected to hear final arguments from the legal teams of two Freedom Convoy organ izers today Tamara leech and Chris Barber are charged with Mischief intimidation and counseling others to break the law the trial has been legally complicated and has been started and stopped dozens of times since it began last September courts expected to hear from Barber's Council before leech's lawyers deliver the final submissions the crown previously told the court the two knowingly crossed a line between legal protest and illegal Mischief making the Democratic National Convention is underway in in Chicago and it comes as US vice president KLA Harris is surging in the polls new data puts her ahead of Donald Trump and the Democratic party is hoping the convention can solidify that support ctv's Chief political correspondent vashy capelos has more from Chicago four weeks ago you and I were talking four weeks in a day ago you and I were talking about Joe Biden stepping aside the campaign was on sort of its it's you know on death St uh I was coming out of the RNC it felt like it was almost a certainty that Trump could win and four weeks later the the the table has completely been changed has been reset and as a result you can see some of the polling going into tonight where in particular in those swing states where Trump had uh was starting to Garner an even more substantial Advantage heading out of the RNC that Advantage is now within the margin of error um and it's you know it's a tossup but but very much more competitive for the Democrats the biggest number that has changed in the last four weeks is the level of enthusiasm for the kind of people that I'm going to be covering here who come out to this convention who want to vote Democrat they have you know by 20 points become more excited to go and vote and motivated to vote because of the change in candidate so I'm going to be very curious to see uh the ways in which Joe Biden addresses that tonight my understanding is it's going to be somewhat similar to what we heard when he gave that address to Americans in the Oval Office essentially Focus primarily on contrasting Democrats with the possibility of Donald Trump back in the White House they've been handing out signs already to party faithful who will be there saying keep the faith um so so I anticipate that will be the focus of his message tonight but hard to take away from the fact that he was supposed to be there on Thursday he's now teeing up the woman his vice president who's going to be accepting the nomination on that day fashy celos reporting from Chicago America's top Diplomat is back in the Middle East warning today this is a decisive moment in efforts to reach a ceasefire between Israel and Hamas Anthony blinkin W met with Israel's prime minister degree says the woman's ant this was her dream the Indian Medical Association announced all non-essential services at hospitals would be shut down for 24 hours impacting thousands of patients activists say the incident emphasizes how Indian women continue to suffer despite tougher laws in the last decade the minimum period of imprisonment is too low this expert in South Asian studies says the laws aren't Tough Enough especially given that usually people are let out before the end of the uh period for which they're imprison the prime suspect in the case is a Civic volunteer with the kolata police his mother telling reporters I should not have given birth to my son it is a huge mistake local media report that India's Supreme Court has taken on the case a judicial power of the court that allows them to intervene and proceed in cases without a formal complaint being made if the matter is in the public interest three judges will hear the case on Tuesday Christina telia CTV major rain over the weekend at Pearson Airport we also broke a rainfall record that was set back in 2003 yesterday but right now things are cloudy and dry let's take a look at the numbers here are the rainfall totals in Southern Ontario IO and you can see a very high 150. 6 mm just in our city and now the numers so far in Toronto this month already more than double was considered normal this time of year the good news is we've got lots of dry weather for the next several days a look at the long range forecast after the [Music] break weather is brought to you by the presler law firm injury lawyers you don't pay unless they win there's a lot to like weatherwise this week which is fabulous but can we just talk about the weekend we had I mean so much rain lightning thunder I know for a fact many plans got ruined it's just that kind of intense rain where you know baseball's cancelled people who wanted to be outside H wasn't fun yeah I was supposed to go to a barbecue Sunday I had to go indoors if you were on the roads there were many spots that got flooded people having to pull over it was that you had to pull over getting rescued it was bad in many parts of the GTH uh the good news is all that rain is gone past us now and we've got a lot of dry weather to come and I'll show you the satellite conditions right now we've got rain to the east of us but really nothing in Southern Ontario uh right now it is a little bit cooler 15 in Trenton 16 in Toronto 21 in Windor then even cooler if you're heading up North uh the highs for Toronto 21 19 in Peterboro 20 waterl normal this time you would be 27 so uh the highs again below seasonal and then the lows 12 overnight nine in Peterboro nine in bankr so just a cooler night good if you maybe don't have air conditioning and you want to get a good sleep that does help uh the forecast radar is showing you that uh there's really no rain coming our way for a while so that's good looking at the long range forecast for today there will be some afternoon clearing something to look forward to the high 21 uh for tomorrow even more clearing a lot more Sunshine the high 20 a little bit cooler but you'll see that gradual trend on Wednesday lots of sunshine the High 22 Thursday Sunshine continues the high 24 and look at Friday Saturday and Sunday 26 27 and 28 are the high so a nice gradual increase more normal Midsummer temperatures a little bit cooler at night but I think that is overall okay we're going to give you a recap of the forecast a little bit later on in the show it's okay as long as it said you should be out here at the SP Music Festival dils was soon on his way to cover a massive outdoor counterculture event on a farm near Woodstock New York it was a huge concert and it was mainly about the music from August 15th to 18th 32 acts performed some of the biggest names in music from that era music historian Alan Cross says without the tumultuous 1960s Woodstock would never have happened we had the Vietnam War terribly unpopular we had Richard Nixon terribly unpopular 55 years later the upcoming US election and ongoing Ukraine war have dils convinced 2024 is just as divisive
