CBC News: The National | NDP ends support deal with Liberals

The National for September 4, 2024 (♪♪) >> Adrienne: TONIGHT, THE N.D.P. SUDDENLY RIPS UP ITS DEAL TO KEEP THE LIBERALS IN POWER. >> THE LIBERALS HAVE LET PEOPLE DOWN. THEY DON'T DESERVE ANOTHER CHANCE. >> Adrienne: TRUDEAU'S MINORITY GOVERNMENT NOW IN JEOPARDY. WHAT HAPPENED BEHIND THE SCENES. AND "AT ISSUE" ON WHAT IT MEANS FOR THE NEXT ELECTION. >>> ONE PERSON IS DEAD, AND ANOTHER HAS A SEVERED HAND AFTER WHAT POLICE SAY THAT WERE RANDOM ATTACKS IN DOWNTOWN VANCOUVER. >> ATTACKS LIKE THESE SHAKE OUR COLLECTIVE SENSE OF COMFORT AND SAFETY. >> Adrienne: AND YOU MAY NOT BE ABLE TO GET YOUR COVID SHOT THIS MONTH. >> THEY WANT US TO BE VACCINATED AND ALL OF A SUDDEN POOF -- NO MORE VACCINE. >> Adrienne: WHY OFFICIALS SAY THAT THEY WERE ORDERED TO DESTROY THEIR SHOTS. (♪♪) >> Announcer: FROM CBC NEWS, THIS IS "THE NATIONAL," WITH CHIEF CORRESPONDENT ADRIENNE ARSENAULT. (♪♪) NDP ends support deal with Liberals >> Adrienne: THANKS FOR JOINING US. >>> WE BEGIN TONIGHT WITH A SURPRISE SHIFT THAT COULD SEND CANADIANS TO THE POLLS SOONER THAN EXPECTED. THE N.D.P. SUDDENLY TEARING UP ITS AGREEMENT TO SUPPORT THE LIBERALS. THAT AGREEMENT WAS MEANT TO HELP TO KEEP THE MINORITY LIBERAL GOVERNMENT ALIVE AND HELP TO PUSH FORWARD THE N.D.P. PRIORITIES, BUT NOW THAT DEAL IS DONE. AND WITH THE FEDERAL ELECTION EXPECTED NEXT YEAR, IT IS EVERY PARTY AND EVERY CONFIDENCE VOTE FOR ITSELF. SO A FAILURE TO WIN ONE OF THOSE VOTES WOULD TRIGGER AN EARLY ELECTION. AND AS ASHLEY BURKE SHOWS US, THOSE SUDDENLY HIGHER STAKES CAUGHT THE LIBERALS OFF-GUARD. >> THE LIBERALS ARE TOO WEAK, TOO SELFISH -- >> Reporter: JAGMEET SINGH WITH AN ONLINE VIDEO THAT IS PART OF THE ATTACK AD, PART BOMBSHELL POLITICAL BREAKUP. >> TODAY I NOTIFIED THE PRIME MINISTER THAT I HAVE RIPPED UP THE SUPPLY AND CONFIDENCE AGREEMENT. >> Reporter: SINGH AND JUSTIN TRUDEAU SIGNED THAT AGREEMENT TWO AND A HALF YEARS AGO. IT WAS SUPPOSED TO KEEP THE LIBERALS IN POWER UNTIL NEXT SUMMER BUT IN A SURPRISE MOVE, SINGH SAYS THAT DEAL IS DEAD. >> JUSTIN TRUDEAU HAS PROVEN AGAIN AND AGAIN THAT HE WILL ALWAYS CAVE TO CORPORATE GREED. THE LIBERALS HAVE LET PEOPLE DOWN. THEY DON'T DESERVE ANOTHER CHANCE. >> Reporter: THAT NEWS BLINDSIDED THE PRIME MINISTER. >> Prime Minister Trudeau: I'LL LET OTHERS FOCUS ON POLITICS BUT I WILL POINT OUT THAT I REALLY HOPE THAT THE N.D.P. STAYS FOCUSED ON HOW WE CAN DELIVER FOR CANADIANS, AS WE HAVE OVER THE PAST YEARS, RATHER THAN FOCUSING ON POLITICS. >> Reporter: THE DEAL DID LEAD TO PROGRESS ON N.D.P. PRIORITIES LIKE DENTAL CARE AND PHARMACARE. THE LIBERALS SAY THAT THE DECISION TO END IT IS ALL ABOUT SINGH. >> THIS WHOLE DECISION IS ABOUT MR. SINGH'S OWN POLITICAL FORTUNES. IT DOESN'T HAVE TO DO WITH ANYTHING THAT WE HAVE DONE OVER THE PAST THREE YEARS. >> Reporter: BUT CRACKS IN THE DEAL HAVE BEEN SHOWING. >> WE WANT TO SEND A CLEAR MESSAGE TO JUSTIN TRUDEAU -- >> Reporter: SINGH HAD CLAMMED THE GOVERNMENT FOR FORCING THEM INTO BINDING ARBITRATION. BUT SINGH IS ALSO UNDER PRESSURE FROM THE CONSERVATIVES. >> SELLOUT SINGH -- BETRAYED THE WORKERS WHO THOUGHT THAT HE WOULD STAND UP FOR THEM. >> Reporter: PIERRE POILIEVRE DARED SINGH LAST WEEK TO SCRAP HIS DEAL WITH THE LIBERALS AND IS NOW URGING HIM TO TRIGGER AN ELECTION AS SOON AS POSSIBLE. >> AFTER JAGMEET SINGH, AFTER SELLOUT SINGH, DID THIS STUNT TODAY, HE IS GOING TO HAVE TO VOTE ON WHETHER HE KEEPS JUSTIN TRUDEAU'S COSTLY GOVERNMENT IN POWER, OR WHETHER HE TRIGGERS A CARBON TAX ELECTION. >> Reporter: POILIEVRE SAYS THAT HE'S LOOKING FOR OPPORTUNITIES TO RAISE A VOTE OF NO-CONFIDENCE AS SOON AS POSSIBLE ONCE PARLIAMENT RESUMES. NOW IF THE GOVERNMENT WERE TO LOSE THAT VOTE, IT COULD TRIGGER A FEDERAL ELECTION. >> Adrienne: I SUPPOSE, ASHLEY, THE OBVIOUS QUESTION NOW IS -- HOW SOON COULD THAT HAPPEN? >> Reporter: YEAH, ADRIENNE, THERE'S A LOT OF UNCERTAINTY NOW. THE LIBERALS ARE GOING TO HAVE TO MAKE THE DEALS WITH THE OPPOSITION PARTIES ON A VOTE-BY-VOTE BASIS TO TRY TO STAY AFLOAT. UNDER THE DEAL WITH THE N.D.P. AN ELECTION WAS EXPECTED IN THE FALL OF 2025. TRUDEAU HOPES THAT IS STILL WHEN CANADIANS WILL GO TO THE POLLS BUT WITH THAT AGREEMENT NOW SCRAPPED IT COULD BE SOONER. >> Adrienne: ASHLEY BURKE IN OTTAWA. THANK YOU. OKAY, INTERESTING DAY AND LET'S BRING IN OUR CHIEF CORRESPONDENT ROSIE BARTON. SO, ROSIE, WHAT WAS GOING ON BEHIND THE SCENES HERE? >> Rosemary: ADRIENNE, REMEMBER AS RECENTLY AS LAST WEEK THAT LIBERAL MINISTERS WERE CONFIDENT ABOUT THE STATE OF THIS DEAL. SO ITS ENDING WAS SURPRISING FOR THEM AND, FRANKLY, KIND OF BRUTAL -- THE N.D.P. SENT THE PRIME MINISTER'S OFFICE AN EMAIL TO A GENERIC EMAIL ADDRESS AND GIVING THEM ABOUT 45 MINUTES' HEADS UP THAT THE DEAL WAS ENDING. BUT THE N.D.P. FOR THEIR PART STARTED HAVING THIS CONVERSATION BACK IN JUNE. SOME CAUCUS MEMBERS QUESTIONED THE BENEFIT OF THE DEAL. NOT THAT A LOT OF THOSE AGENDA ITEMS WERE BEING COMPLETED AND THEY WEREN'T GETTING A BUMP IN THE POLLS OR MUCH CREDIT EITHER. >> Adrienne: WHO DOES THIS BENEFIT? >> Rosemary: THE IMMEDIATE AND OBVIOUS BENEFIT IS FOR THE CONSERVATIVES. THEY ARE RIDING HIGH IN THE POLLS, THEY HAVE TONNES OF MONEY. THERE IS NOTHING THEY WOULD RATHER HAVE THAN AN ELECTION SOON. NOW THAT COULD ACTUALLY HAPPEN SOONER THAN NEXT FALL, AND IT CERTAINLY COMPLICATES THINGS FOR THE LIBERALS. BECAUSE THEY WERE REALLY HOPING FOR AS MUCH TIME AS POSSIBLE BEFORE THE NEXT ELECTION TO TRY TO CONVINCE CANADIANS TO SUPPORT THEM AND IMPROVE THEIR POLLING NUMBERS. BUT IT DOES FREE THEM UP TO REALLY ATTACK THE N.D.P. NOW. AND IT ALLOWS THE N.D.P. TO START DEFINING THEMSELVES OBVIOUSLY WITHOUT THE LIBERALS. IT CAN ALSO PUT THEM IN A ROUGH SPOT POTENTIALLY. IT'S GOING TO BE HARD TO JUSTIFY THE LIBERALS FOR SOME VOTES AND TO MAKE SURE THAT SOME PROGRAMMES CONTINUE AND TO VOTE AGAINST THEM WHEN THEY RUN THE RISK OF THOSE SAME PROGRAMMES ENDING. >> Adrienne: ALL RIGHT, THANK YOU, ROSIE. ROSIE WILL BE BACK WITH A Man killed in random Vancouver attack SPECIAL EDITION OF "AT ISSUE" IN ABOUT 20 MINUTES. >>> NOW ONE MAN IS DEAD AND ANOTHER SERIOUSLY INJURED AFTER TWO ATTACKS IN VANCOUVER. POLICE SAY THAT THE INCIDENTS WERE RANDOM. AND TONIGHT A SUSPECT IS IN CUSTODY. BUT AS GEORGIE SMYTH SHOWS US, AN OLD DEBATE IS REIGNITED AND THE RESIDENTS MAY SOON DECIDE IT AT THE POLLS. >> Reporter: A HORROR SCENE IN VANCOUVER'S DOWNTOWN, SMEARS OF FRESH BLOOD STAINED THE SIDEWALK. HERE A MAN IN HIS 50S WAS RANDOMLY ATTACKED WITH A KNIFE AND HAD ONE OF HIS HANDS CUT OFF. MINUTES LATER ON THE NEARBY BLOCK A SECOND ATTACK, AND THIS ONE FATAL, AND A MAN BELIEVED TO BE IN HIS 70s KILLED. HIS IDENTITY HASN'T BEEN MADE PUBLIC. AN HOUR LATER, A 34-YEAR-OLD SUSPECT WAS TAKEN INTO CUSTODY AFTER HE WAS FOUND YELLING AT STRANGERS A FEW KILOMETRES AWAY. POLICE SAY THAT MAN WAS OUT ON PROBATION FOR AN ASSAULT LAST YEAR. >> THIS APPEARS TO BE A VERY TROUBLED MAN WHO HAS A LENGTHY HISTORY OF MENTAL HEALTH-RELATED INCIDENTS, WHICH HAVE RESULTED IN MORE THAN 60 DOCUMENTED CONTACTS WITH POLICE THROUGHOUT MÉTRO VANCOUVER. >> Reporter: UNSETTLING DETAILS FOR A CITY REELING FROM THE RANDOMNESS OF THE ATTACKS. >> I'M SURE THAT VANCOUVERITES ARE SICK OF HEARING HOW QUICKLY THAT WE REACTED TO A VIOLENT CRIME. WE WOULD RATHER HAVE A SITUATION WHERE WE'RE NOT PUT IN THE SITUATION IN THE FIRST PLACE WHERE THESE VIOLENT ATTACKS DON'T HAPPEN, BECAUSE WE'RE TREATING -- YOU KNOW, WE'RE PIVOTING AND WE'RE ACTUALLY SOLVING THE ROOT CAUSES OF THESE PROBLEMS. >> Reporter: OTHER ATTACKS OVER THE PAST YEAR HAVE SPURRED A HEATED PUBLIC DEBATE ABOUT THE NEXUS OF MENTAL HEALTH AND CRIME ON THE STREETS OF VANCOUVER. BUT CRIMINOLOGISTS SAY THAT PREVENTION IS NOT THAT SIMPLE. >> THEY ARE RANDOM AND THEY CAN'T BE PREDICTED. SO HAVING MORE POLICE ON THE STREETS, THAT MEANS THEY HAVE TO BE AT RANDOM AT THE RIGHT SPOT, AT THE RIGHT TIME, WHEN THESE THINGS ARE GOING TO HAPPEN. AND THE PROBABILITY OF THAT HAPPENING IS VERY LOW. WHAT IS A MUCH BETTER RESPONSE IS THE PROVISION OF MORE SOCIAL SERVICES. >> Reporter: THE FRESH WORRIES ABOUT PUBLIC SAFETY IS WEEKS BEFORE AN ELECTION AND HOW TO RESPOND IS LIKELY TO BE A KEY PART OF THE CAMPAIGN. GEORGIE SMYTH, CBC NEWS, VANCOUVER. Provinces ordered to destroy COVID vaccines >> Adrienne: FOR MILLIONS OF CANADIANS IT COULD BE TOUGH TO FIND A COVID SHOT THIS MONTH. MULTIPLE PROVINCES SAY THAT THEY WERE ORDERED TO DESTROY THEIR CURRENT STOCKS OF THE VACCINE. MIKE CRAWLEY NOW WITH THE MESSAGE FROM HEALTH CANADA AND THE CONFUSION THAT IT HAS CREATED. >> Reporter: AT THIS TORONTO PHARMACY, HERE'S THE FRIDGE WHERE THE COVID-19 VACCINES USED TO BE. >> THE PUBLIC HEALTH AGENCY OF CANADA HAS ISSUED A MARKET WITHDRAWAL -- >> Reporter:WHEN THIS PHARMACIST GOT THIS NOTE LAST WEEK, TELLING HIM TO DESTROY HIS EXISTING VACCINE SUPPLY, HE WONDERED IF IT MIGHT BE A SCAM. >> IT WAS CONFUSING ENOUGH FOR ME TO NOT TAKE IT SERIOUSLY AT FIRST AND THEN I KIND OF READ THROUGH IT A LITTLE BIT MORE AND IT SEEMED LEGITIMATE. >> Reporter: IT WAS INDEED LEGITIMATE. FROM ONTARIO'S CHIEF MEDICAL OFFICER OF HEALTH. BUT WITH NO NEW SUPPLY OF COVID VACCINE EXPECTED FOR WEEKS IT'S LEFT SALIMAH PUZZLED. >> WHY WOULD WE GET RID OF SOMETHING THAT IS STILL GOOD? >> Reporter: ONTARIO BLAMES HEALTH CANADA. THE FEDERAL AGENCY WANTS THE EXISTING VACCINE SUPPLY WITHDRAWN BEFORE IT WILL DISTRIBUTE AN UPDATED VERSION, TARGETING THE NEWEST STRAINS OF COVID. >> I DON'T THINK THAT AT THE NATIONAL OR THE PROVINCIAL LEVELS THAT THEY'RE TRYING TO CREATE A VACUUM. I THINK THIS IS A HARBINGER THAT THE UPDATED FORMULATION IS GOING TO COME SOON. >> Reporter: HEALTH CANADA SAYS THAT THE PROVINCES ARE ALLOWED TO USE LAST YEAR'S VACCINES UNTIL THE TRANSITION TO THE NEW SHOTS, BUT THERE'S CLEARLY CONFUSION. ALBERTA AND SASKATCHEWAN HAVE JOINED ONTARIO IN SCRAPPING THEIR EXISTING STOCKS. BRITISH COLUMBIA IS KEEPING ITS SUPPLY AVAILABLE. SHE PLANS TO TRAVEL OVERSEAS NEXT MONTH. THE APPOINTMENT THAT SHE HAD BOOKED FOR A COVID SHOT HAS NOW BEEN CANCELED. >> I WOULD LIKE TO BE VACCINATED AND WHAT I BELIEVE IN THIS STUFF. AND THEY WANT US TO BE VACCINATED, AND ALL OF A SUDDEN -- POOF -- NO MORE VACCINE. >> Reporter: SHE WILL NOW GET HER SHOT IN THE U.S. REGULATOR THERE IS HAVE ALREADY APPROVED UPDATED VERSIONS OF THREE COVID VACCINES. HERE IN CANADA, THEY'RE ALL STILL UNDER REVIEW. OFFICIALS EXPECT THAT THEY'LL BECOME AVAILABLE TO CANADIANS IN LATE SEPTEMBER OR EARLY OCTOBER. MIKE CRAWLEY, CBC NEWS, TORONTO. Suspect tries to drive over police cars >> Adrienne: WE HAVE SOME DRAMATIC VIDEO TO SHOW YOU TONIGHT OF AN ARREST AT A FAST-FOOD DRIVE THRU WEST OF TORONTO. WATCH WHAT HAPPENS WHEN POLICE SURROUND AND TRY TO PIN IN A STOLEN VEHICLE. SO THE SUSPECT ATTEMPTED TO FLEE BY DRIVING OVER TWO POLICE CRUISERS. NO ONE WAS INJURED. THE 25-YEAR-OLD MAN IS NOW FACING MULTIPLE CHARGES. >>> AND TO ANOTHER DANGEROUS Driver, protesters clash at Winnipeg rally SITUATION INVOLVING A VEHICLE, AND THIS ONE IN DOWNTOWN WINNIPEG, WHERE A PROTEST WAS BEING HELD AFTER A WOMAN WAS STRUCK AND KILLED BY A POLICE CRUISER. AS DEMONSTRATORS BLOCKED THE ROAD, THE CONFRONTATION WITH THE DRIVER BEGAN. AND AS KAREN PAULS SHOWS US, THE SITUATION ESCALATED VERY QUICKLY. (♪♪) >> Reporter: THIS BUSY WINNIPEG INTERSECTION PORTAGE AND MAIN, BLOCKED BY A ROUND DANCE AND PROTESTS. MOST TRAFFIC WAS BEING REDIRECTED, BUT ONE DRIVER APPEARED TO TRY TO GET THROUGH. PROTESTERS STOPPED HIM. TWO JUMPED ON THE HOOD, ONE PUNCHING THE DRIVER SIDE WINDOW, AND THE OTHER GOT INSIDE THE CAR. A MEMBER OF THE CYCLING ADVOCACY GROUP WAS LIVE STREAMING IT ALL UNTIL THEIR BIKE WAS HIT WHEN THE DRIVER TOOK OFF. >> I JUST GOT RUN OVER! >> Reporter: THEY WOULDN'T GIVE THEIR NAME AND SAYING THEY FEAR RETRIBUTION. >> I STOPPED A LOT OF HIS MOMENTUM BUT I DID FALL. HE DID HIT ME. >> Reporter: THE CAR TURNED AND SPED AWAY. AND THE PERSON ON THE HOOD FELL OFF. WHEN THE CAR TURNED AROUND AND PARKED, SOMEONE IN THE CROWD KICKED IN THE WINDSHIELD. THE DRIVER SAID THAT HE DIDN'T KNOW ANYTHING ABOUT THE PROTESTS. WINNIPEG POLICE AND PROTESTERS BROKE UP THE ALTERCATION. FAMILY, FRIENDS AND SUPPORTERS WERE GATHERED TO MARK THE DEATH OF TAMMY BATEMAN. >> I'M STILL IN SHOCK ABOUT THIS. IT UPSET ME AND I'M PISSED OFF AND UPSET. >> Reporter: BATEMAN DIED MONDAY NIGHT, HIT BY A POLICE CRUISER AS OFFICERS WERE RETURNING A HOMELESS MAN TO TO AN ENCAMPMENT BY THE RIVER. >> I KNOW THIS IS A VERY HEARTBREAKING, EMOTIONAL AND DIFFICULT TIME FOR THE FAMILY. THEY'RE LOOKING FOR ANSWERS. THEY WANT TO KNOW WHAT HAPPENED. >> Reporter: BUT THERE ARE FEW ANSWERS IN THE CASE NOW BEING INVESTIGATED BY MANITOBA'S INDEPENDENT INVESTIGATION UNIT. AS FOR THE INCIDENT DOWNTOWN POLICE SAY THEY ORIGINALLY STAYED OUT OF SIGHT AT THE REQUEST OF THE PROTESTERS. THE CYCLISTS DECLINED MEDICAL ATTENTION. THE DRIVER OF THE CAR REMAINED ON THE SCENE AND SO FAR THERE'S BEEN NO ARRESTS. KAREN PAULS, CBC NEWS, WINNIPEG. >> Adrienne: NEW DETAILS ARE EMERGING TONIGHT ABOUT A Shooting at Georgia high school HORRIFIC SHOOTING AT A HIGH SCHOOL IN GEORGIA. POLICE SAY THAT A 14-YEAR-OLD OPENED FIRE INSIDE, KILLING TWO OF HIS FELLOW STUDENTS AND TWO TEACHERS. AT LEAST NINE OTHERS WERE INJURED. KATIE SIMPSON BRINGS US THE HORRORS THROUGH THE AS OF THE SURVIVORS. >> Reporter: FIRST RESPONDERS RACED TO APALACHEE HIGH SCHOOL MIDWAY THROUGH THE MORNING. CALLS COMING FROM INSIDE, REPORTING AN ACTIVE SHOOTER. >> I WAS IN CLASS AND WE HEARD SHOTS AND THE TEACHER RAN AND SLAMMED THE DOOR AND MADE US ALL GO INTO THE CORNER. >> I WAS SCARED THAT I WOULD DIE, TO BE HONEST. WHEN I HEARD IT, I KNEW THAT IT WASN'T A DRILL. >> Reporter:HE WAS SITTING BY HIS CLASS DOOR WHEN HE SAID THAT HE SAW THE GUNMAN. >> I GOT UP AND I STARTED RUNNING AND HE STARTED SHOOTING. LIKE, 10 TIMES. HE SHOT AT LEAST 10 TIMES. AND THEN I RAN TO THE BACK OF THE CLASSROOM AND I DIVED BEHIND A DESK AND MY TEACHER HAD GOT IN FRONT OF ME, AND HE WAS GUARDING. LIKE THE GUNSHOTS WERE SO CLOSE TO ME, THAT MY EARS STARTED RINGING REAL BAD. THE WHOLE CLASSROOM WAS SMOKING. >> Reporter:THE SHOOTING ENDED FINALLY WHEN AN ARMED SCHOOL RESOURCE OFFICER CONFRONTED THE GUNMAN. >> HE GAVE UP AND GOT ON THE GROUND AND THE DEPUTY TOOK HIM INTO CUSTODY. >> HE IS A 14-YEAR-OLD STUDENT HERE AT THE HIGH SCHOOL AND HE WILL BE CHARGED WITH MURDER AND HE WILL BE TRIED AS AN ADULT. >> Reporter: THE INJURED WERE RUSHED TO HOSPITAL AND SURVIVORS WERE ESCORTED OUT OF THE BUILDING. AS POLICE BEGAN TO IDENTIFY THOSE WHO DIDN'T SURVIVE AND NOTIFY THEIR FAMILIES. >> ALL OF THOSE THAT ARE DECEASED, TWO WERE STUDENTS, TWO WERE TEACHERS. AND THEY WERE AT THE SCHOOL. >> Reporter: STUDENTS HUDDLED TOGETHER IN PRAYER AS THEY WAITED TO BE REUNITED WITH THEIR PARENTS. AN AGONIZING WAIT, SINCE MANY HAD FLED WITHOUT THEIR PHONES AND WERE UNABLE TO CALL THEM. >> I COULDN'T FIND THEM. IT WAS REALLY HARD. I WASN'T SURE THAT HE WAS ALIVE OR NOT, BUT, YEAH, HE'S HERE AND I'M GRATEFUL. >> Reporter: ACCORDING TO THE FBI, THEIR AGENTS QUESTIONED THIS SAME SUSPECT LAST YEAR OVER ALLEGED ONLINE SCHOOL SHOOTING THREATS. AT THE TIME THE SUSPECT'S DAD SAID THAT HIS SON DID NOT HAVE UNSUPERVISED ACCESS TO THE FAMILY'S HUNTING GUN. NO ARRESTS OR CHARGES WERE LAID. KATIE SIMPSON, CBC NEWS, WASHINGTON. Report into the deadly Grenfell Tower fire >> Adrienne: IN THE U.K., A DAMNING REPORT SAYS THAT DECADES OF FAILURES LED TO THE DEADLY FIRE BACK IN 2017 THAT KILLED 72 PEOPLE AT A LONDON HIGH RISE. >> THEY FAILED TO DISCHARGE THEIR MOST FUNDAMENTAL DUTY, TO PROTECT YOU AND YOUR LOVED ONES. >> Adrienne: THE REPORT FROM A YEARS' LONG PUBLIC INQUIRY SAID THAT THE DEATHS AT GRENFELL TOWER WERE AVOIDABLE AND THEY BLAME THE GOVERNMENT OFFICIALS AND ARCHITECTS, THE CONSTRUCTION INDUSTRY AND REGULATORS FOR ALLOWING THE TOWER TO BE COVERED IN THE FLAMMABLE CLADDING THAT FUELED THAT INFERNO. THE REPORT ALSO LAID BLAME ON LONDON'S FIRE DEPARTMENT FOR NOT BEING PREPARED TO FIGHT A FIRE Bank of Canada cuts interest rate to 4.25 IN A HIGH RISE. >>> NOW BACK IN THIS COUNTRY, CANADA'S KEY INTEREST RATE HAS BEEN SLASHED BY 25 BASIS POINTS AGAIN. DRIVEN IN PART BY COOLING INFLATION. NISHA PATEL NOW ON WHY THE BANK IS ACTING NOW AND WHY MORE CUTS COULD COME FAST. >> Reporter: THE BANK OF CANADA HAS MOVED FORWARD WITH ANOTHER INTEREST RATE CUT. >> IT HAS BEEN IMPORTANT TO TAKE THE STEAM OUT OF INFLATION. THAT HAS WORKED. INFLATION HAS COME DOWN. WE'RE GETTING CLOSE TO THE TARGET. >> Reporter: THAT TREND GIVING THE CENTRAL BANK THE CONFIDENCE TO CUT ITS KEY RATE FOR THE THIRD TIME IN A ROW. LOWERING IT TO 4.25%. >> IF INFLATION CONTINUED TO EASE, PROBABLY IN LINE WITH OUR FORECAST, IT IS REASONABLE TO EXPECT THAT FURTHER CUTS IN OUR POLICY INTEREST RATE. >> Reporter: THE BANK IS WALKING A FINE LINE IT. NEEDS THE ECONOMY TO REMAIN SLOW ENOUGH TO COOL INFLATION, BUT NOT STALL ENTIRELY, AS THAT COULD PUSH THE COUNTRY INTO RECESSION. ALREADY CANADIANS ARE PULLING BACK ON THEIR SPENDING. THE JOB MARKET IS GETTING WORSE. AND THE G.D.P. GROWTH IS LOSING MOMENTUM. >> AT THE END OF THE DAY THE ECONOMY IS CLEARLY WEAK AND IT IS WEAKENING. AND CERTAINLY ARGUES FOR CONTINUED INTEREST RATE RELIEF. >> Reporter: IT'S EASING PRESSURE ON SOME HOMEOWNERS AND THE BIG BANKS HAVE SLASHED THEIR LENDING RATES, SO FOR THOSE WITH A VARIABLE RATE MORTGAGE, SOME RELIEF. >> WE HAVE BEEN ALL FEELING IT AT THE GROCERY STORES AND ALL FEELING IT WITH THE RISING COSTS AND THE INCREASING DEBT IN THIS COUNTRY. SO EVERY LITTLE BIT HELPS. >> Reporter:THOUGH THE UPCOMING RENEWALS WILL STILL SEE A LARGE SPIKE IN PAYMENTS. AND INTEREST RATES AREN'T LOW ENOUGH FOR MANY SMALL BUSINESS OWNERS. BOAZ STARTED THIS SANDWICH SHOP IN TORONTO JUST THREE YEARS AGO. AND HE'D LIKE TO OPEN UP A NEW LOCATION. >> WE'RE JUST GETTING STARTED AND WE'RE A YOUNG COMPANY, BUT WE HAVE AMBITIONS TO GROW. >> Reporter: BUT HE'S HOLDING BACK. EVEN WITH TODAY'S INTEREST RATE CUT HE SAYS THAT BORROWING MONEY IS STILL TOO EXPENSIVE. >> IT WOULD BE PRETTY STEEP ON TOP OF YOUR EVERYDAY COSTS. SO WITH INTEREST RATES BEING WHERE THEY ARE CURRENTLY, AND JUST THE COST OF EVERYTHING, I THINK THAT FOR NOW IT'S STOPPING US FROM GOING OUT AND DOING THAT. >> Reporter: SO WHETHER SOMEONE IS MAKING A BUSINESS INVESTMENT OR BUYING A HOME, ADRIENNE, A LOT OF CANADIANS IT SEEMS ARE PLAYING THE WAITING GAME. >> Adrienne: AS I UNDERSTAND IT, NISHA, A LOT OF ECONOMISTS ARE SAYING THAT THE WAITING GAME MAY PAY OFF? >> Reporter: YEAH, MANY ECONOMISTS SAY THAT THERE WILL BE TWO MORE INTEREST RATE CUTS THIS YEAR, AND BY NEXT SUMMER THE KEY INTEREST RATES COULD BE AS LOW AS 3%. NOW NOTHING IS GUARANTEED AND IF THERE'S ANY KIND OF ECONOMIC CURVEBALL, THE BANK OF CANADA MAY BE FORCED TO CHANGE COURSE. >> Adrienne: OKAY, NISHA PATEL, THANK YOU. >> Reporter: YOU ARE WELCOME. >> Adrienne:THERE IS CONCERN TONIGHT THAT A MAJOR TRANSIT PROJECT IN CALGARY MAY BE OFF THE RAILS. >> LET'S GET OUR ACT TOGETHER AND GET THIS THING GOING. >> Adrienne: WHY THE PROVINCE SAYS THAT IT'S NO LONGER PAYING ITS SHARE. (♪♪) >>> PATIO SEASON ON THE PRAIRIES HAS BEEN DISRUPTED BY SOME FLYING PESTS. >> THEY'VE BEEN REALLY FEROCIOUS WITH THEIR PRESENCE THIS SUMMER. >> Adrienne: WHY WASPS SEEM TO BE TAKING OVER. >>> AND A FAMILY IS TRAPPED IN THEIR OWN HOUSE AFTER SOMETHING SLITHERS IN. >> IT IS NOT NORMAL TO HEAR THAT THERE IS A RATTLESNAKE U [Cheers and Applause] IT'S GOLD FOR BENNETT. >> Adrienne: B.C.'S NICHOLAS BENNETT WINNING GOLD IN THE 200-METRE INDIVIDUAL MEDLEY. THAT IS HIS SECOND GOLD OF THE GAMES. HE'S ONE OF SEVERAL CANADIANS TO MAKE THE PODIUM IN PARIS TODAY. CANADA'S YOUNGEST PARALYMPIAN OF THE GAME, 17-YEAR-OLD REID MAXWELL, WON SILVER IN THE MEN'S 400-METRE FREESTYLE. AND OVER AT THE STADE de FRANCE, SHOT PUTTER GREG STEWART CAME OUT OF RETIREMENT TO DEFEND HIS TITLE. THE CROWD ECSTATIC AS HE STRUCK GOLD YET AGAIN. AND CYCLIST NATHAN CLEMENT ALSO RODE HIS WAY TO THE PODIUM. THE 29-YEAR-OLD FROM VANCOUVER GRABBED SILVER IN THE MEN'S INDIVIDUAL ROAD TIME TRIALS. SO CANADA NOW HAS 17 MEDALS -- FOUR GOLD, SIX SILVER, AND SEVEN BRONZE. >>> A MULTIBILLION DOLLAR TRANSIT PROJECT IS IN JEOPARDY TONIGHT. THE ALBERTA GOVERNMENT HAS PULLED ITS FAIR OF FUNDING FOR A NEW L.R.T. LINE. THE CITY'S MAYOR SAYS THAT THEY SIMPLY CAN'T AFFORD TO BUILD IT ALONE. ERIN COLLINS NOW WITH THE TRANSIT PLAN GETTING DERAILED. >> Reporter: THE TRAIN HAS LEFT THE STATION. WHEN IT COMES TO CALGARY'S TRANSIT EXPANSION. THE CONSTRUCTION OF THE NEW $6 BILLION L.R.T. LINE IS WELL UNDERWAY, BUT THE PROJECT DERAILED OVERNIGHT. IN A LETTER TO CALGARY'S MAYOR, THE PROVINCE WITHDREW FUNDING CALLING THE PROJECT A MULTIBILLION DOLLAR BOONDOGGLE. THE PROVINCE WAS FULLY ONBOARD JUST ONE MONTH AGO. >> THAT $1.53 BILLION COMMITMENT FROM THE PROVINCE FOR THE GREEN LINE WAS -- IT WAS IN PLACE AND THAT IT WAS SECURE AND THEY CAN BANK ON IT. >> Reporter: BALLOONING COSTS HAD FORCED CITY COUNCIL TO SCALE BACK THE PROJECT EARLIER THIS SUMMER. CUTTING EIGHT KILOMETRES OF TRACK AND SIX STATIONS FROM THE PLAN WHILE THE COSTS WENT UP. A PLAN THAT THE CALGARY MAYOR STILL SUPPORTS BUT CAN NO LONGER AFFORD. >> I HAVE FOUGHT HARD FOR THIS PROJECT AND I CONTINUE TO BELIEVE IN IT. THE REALITY IS THAT THE LOCAL GOVERNMENT CAN NO LONGER FUND AND FINANCE THE COST OF DELAYS. >> Reporter: A FAMILIAR STORY, COST OVERRUNS HAVE PLAGUED CANADIAN TRANSIT PROJECTS IN RECENT YEARS. A PROBLEM DRIVEN BY AN EXPLOSION IN DEMAND ACROSS THE COUNTRY. >> WE'RE REALLY PLAYING THIS MASSIVE GAME OF CATCH-UP ALL ACROSS CANADA, AND, UNFORTUNATELY, IT'S HAPPENING AT THE SAME TIME WHICH DOES IMPACT THE COSTS AND SOMETIMES THE SCOPE OF THESE PROJECTS. >> Reporter: BACK IN CALGARY, THE LINGERING HOPE THAT THE GREEN LINE WILL GET BACK ON TRACK. >> LET'S GET OUR ACT TOGETHER AND GET THIS THING GOING. THAT'S ALL I HAVE. >> AND I HOPE THAT THEY WILL SORT THIS ISSUE OUT. >> IT IS GOING BACKWARDS TOWARDS THE PROGRESS. AND IT'S BETTER FOR THE PROVINCE. PEOPLE WILL SUFFER ON THEIR DAILY COMMUTE. >> Reporter:THE PROVINCE SAYS THAT IT WANTS TO SEE ALTERNATIVE PLANS FOR THE GREEN LINE BEFORE IT GETS BACK ONBOARD. THAT'S A PRICEY DELAY BECAUSE THE CITY HAS ALREADY SPENT WELL OVER A BILLION DOLLARS ON THE CURRENT ONE. ERIN COLLINS, CBC NEWS, CALGARY. >> Adrienne: MPOX VACCINES ARE ABOUT TO ARRIVE IN THE DEMOCRATIC REPUBLIC OF CONGO, BUT WHY HAS THE COUNTRY AT THE CENTRE OF THE OUTBREAK BEEN WITHOUT SO LONG? >> YOU HAVE PEOPLE IN THE CONGO SAYING THAT WE DESPERATELY NEED THIS VACCINE. >> Adrienne:"ABOUT THAT'S" LAUREN BIRD BREAKS DOWN WHAT IS BEHIND THE DELAY. >>> BUT, FIRST, ROSIE IS HERE A DAY EARLIER THAN EXPECTED FOR THIS SPECIAL EDITION OF "AT ISSUE." HEY THERE. >> Rosemary: HEY, ADRIENNE, OF COURSE WE'RE HERE WITH THE DEAL BETWEEN THE N.D.P. AND THE LIBERALS NOW DONE. AND PIERRE POILIEVRE IS CALLING SINGH TO HELP TO FORCE AN ELECTION. >> COMMIT TODAY TO VOTING FOR A CARBON TAX ELECTION. >> Rosemary: COULD WE SEE AN ELECTION SOONER? WHO STANDS TO BENEFIT? >> Adrienne: WELL, THERE IS SOMETHING IN THE AIR IN WESTERN CANADA THAT IS PUTTING A LITTLE STING IN THE END OF SUMMER -- PEST CONTROL COMPANIES SAY THAT THEY ARE BEING SWARMED WITH CALLS ABOUT WASPS. JULIA WONG NOW WITH WHAT'S BEHIND THE SPIKE. >> Reporter: SUMMER IN EDMONTON MEANS SOAKING IN TIME ON THE PATIO -- IF YOU CAN GET AWAY FROM SOME PESKY COMPANIONS -- WASPS. >> THERE WE GO. >> I THOUGHT THAT WE'D BE FREE BUT NOT SUPER FREE. YOU CAN NEVER BE FREE WITH THESE WASPS AND THEY HAVE A TENDENCY OF GETTING IN WHENEVER THEY WANT TO. ANYTIME THAT YOU ARE ON A PATIO ANYWHERE, IT FOALS LIKE THEY ARE KIND OF INVADING YOUR SPACE. THEY HAVE BEEN REALLY BEEN FEROCIOUS WITH THEIR PRESENCE THIS SUMMER. >> Reporter: THE IRRITATING INSECTS HAVE BEEN BUZZING AROUND THIS RESTAURANT SO MUCH THAT THE STAFF DELIBERATELY DO NOT SIT PEOPLE OUTSIDE UNLESS THEY REALLY WANT TO. >> YEAH, IT'S BEEN QUITE CRAZY THIS YEAR. >> Reporter: SO THEY'RE USING BURNT COFFEE GRINDS AND ZAPPERS TO TRY TO FEND OFF THE PESTS AND THEIR PAINFUL STINGS. >>> WE HAVE HAD A LOT OF PEOPLE COMING IN AND ASKING FOR ICE. KIDS CRYING AND ALL OF THAT STUFF. >> Reporter: IT'S HARD TO SAY IF THE NUMBER OF WASPS ARE ON THE RISE BECAUSE THEIR POPULATION IS NOT TRACKED, ONE EXPERT SAYS. BUT THERE COULD BE A REASON WHY IT FEELS WORSE IN PARTS OF THE PRAIRIES NOW. >> WASPS LIKE IT HOT AND DRY. AND IT'S REALLY JUST THAT TIME OF THE YEAR AND IT'S NEAR THE END OF THE SEASON, SO THEY'VE HAD ALL SUMMER TO GROW THEIR COLONIES AND TO MULTIPLY. AND SO NOW, YEAH, THERE WILL BE MORE OF THEM OUT THAN EARLIER IN THE SEASON. >> SO IT'S ACTUALLY NOW REACHED THE NEST. THEY HAVE DUG IN THAT FAR. >> Reporter: WASPS SERVE A PURPOSE -- THEY EAT PESKS LIKE CATERPILLARS AND APHIDS AND THEY POLLINATE AS WELL, BUT IT MAY BE USELESS TRYING TO KEEP THEM AWAY. >> PREVENTION IS ALMOST NIL. YOU REALLY CAN'T PREVENT THEM, IF THEY'LL FIND A WAY TO GET NEXT THEY'LL FIND A WAY TO GET IN. AND THEY ARE INDUSTRIOUS CREATURES AND THEY WILL BUILD WHERE THEY WANT TO BUILD. >> Reporter:EXPERTS SAY THAT YOU CAN USE TRAPS, HOMEMADE OR STORE BOUGHT. OR YOU CAN SET ASIDE A SACRIFICIAL FOOD OFFERING AWAY FROM WHERE YOU ARE SITTING AND THEY RECOMMEND TO DEAL WITH THEM RIGHT AWAY, SAYING THAT A WASP NEST CAN DOUBLE IN SIZE IN JUST A COUPLE WEEKS. JULIA WONG, CBC NEWS, EDMONTON. >> Adrienne: NOW IT'S TIME TO DIG DEEPER INTO THE STORIES SHAPING OUR WORLD AND TONIGHT ROSIE IS BACK WITH A SPECIAL EDITION OF "AT ISSUE." (♪♪) >> Rosemary: "AT ISSUE" TONIGHT, THE N.D.P. SAYS THAT ITS DEAL WITH THE LIBERALS IS OVER. >> TODAY I NOTIFIED THE PRIME MINISTER THAT I HAVE RIPPED UP THE SUPPLY AND CONFIDENCE AGREEMENT. >> Rosemary: IN RESPONSE, THE PRIME MINISTER SAYS THAT HE HOPES THAT AN ELECTION IS STILL A YEAR AWAY. >> Prime Minister Trudeau: I REALLY HOPE THAT THE N.D.P. STAY FOCUSED ON HOW WE CAN DELIVER FOR CANADIANS AS WE HAVE OVER THE PAST YEARS, RATHER THAN FOCUSING ON POLITICS. >> Rosemary: BUT THE CONSERVATIVES ARE NOW CALLING ON THE N.D.P. TO BRING DOWN THE GOVERNMENT. >> COMMIT TODAY TO VOTING FOR A CARBON TAX ELECTION AT THE EARLIEST CONFIDENCE VOTE IN THE HOUSE OF COMMONS. >> Rosemary: SO WHAT HAPPENS NOW, WHO DOES THIS HELP OR HURT? WHAT DOES IT MEAN FOR OUR NEXT FEDERAL ELECTION? I'M ROSEMARY BARTON AND HAPPY TO BE BACK WITH YOU ALL. AND I'M ESPECIALLY HAPPY TO BE BACK WITH THE SPECIAL "AT ISSUE." CHANTEL HÉBERT AND ANDREW COYNE AND ALTHIA RAJ ARE JOINING US ON A WEDNESDAY AND WE WERE SCHEDULED TO HANG OUT TOGETHER ON THURSDAY, BUT WE'RE HERE TOGETHER ON A WEDNESDAY BECAUSE THIS IS BIG NEWS. CHANTAL, GIVE ME YOUR THOUGHTS ON HOW CONCERNING THIS MIGHT BE FOR THE GOVERNMENT. >> THAT THE N.D.P. WAS GOING TO DO THAT SEEMED TO ME TO BE INEVITABLE, EVER SINCE THE TEAMSTERS WERE SENT BACK TO WORK IN THE WAY THAT THEY WERE. AND WHAT SURPRISED ME ABOUT TODAY IS HOW THE GOVERNMENT NEVER SAW THAT COMING. AND I TALKED TO A NUMBER OF PEOPLE THAT WERE AT THE RETREAT OF THE CABINET BACK A COUPLE OF WEEKS AGO. NEVER FOCUSED ON THE POSSIBILITY OF AN ELECTION BEFORE THE YEAR RAN OUT. CONFIDENCE WAS EXPRESSED AS IF THE NOTION THAT THE COLLECTIVE BARGAINING WAS NOT CENTRAL TO THE DNA OF THE N.D.P. AND DID NOT CROSS THE MINDS OF THE LIBERAL GOVERNMENT. >> Rosemary: BUT WHY DO YOU THINK THAT IT IS HAPPENING NOW, ANDREW, IS IT BECAUSE THE RAIL STOPPAGE TRIGGERED IT? IS IT THE BY-ELECTIONS, IS IT A WHOLE BUNCH OF THINGS? WHY IS THIS HAPPENING NOW? >> WELL, I THINK THIS IS SOMETHING THAT THE N.D.P. WAS CONSIDERING FOR SOME TIME. I THINK THAT THE ONLY IMPACT OF THE BACK-TO-WORK THING IS THAT IT GAVE THEM A PRETEXT, AN OPPORTUNITY, TO SAY THAT THE LIBERALS HAVE MOVED SO FAR LEFT BUT WE'RE THE REAL DEAL. FOR LEFT-WING VOTERS, WE'RE THE ONES WHO ARE REALLY OUT FOR YOUR INTERESTS. BUT, LOOK, THIS AGREEMENT WAS ALWAYS VERY STRANGE ON ITS FACE. WE CAN SEE THAT IT WASN'T BINDING ON ANYBODY. IT DIDN'T REALLY GET THE LIBERALS TO DO ANYTHING THAT THEY WOULDN'T HAVE DONE ANYWAY. IT WAS REALLY NOT INTENDED TO PROP THE LIBERALS UP AND IT WAS INTENDED TO PROP THE N.D.P. UP. AND IT WAS TO GIVE THE N.D.P. SOMETHING TO SAY WHEN PEOPLE CAME TO THEM AND SAID ARE YOU GOING TO SUPPORT THE GOVERNMENT ON THIS BILL AND ARE YOU GOING TO BRING THE GOVERNMENT DOWN? AND THEY COULD SAY, WELL, WE HAVE THIS AGREEMENT AND THEY WOULDN'T LOOK WEAK AND STUPID. WELL, OKAY, NOW THEY DECIDED TO PULL THE PLUG BECAUSE THEY WANT TO KEEP THEIR DISTANCE FROM THE LIBERALS NOW WITH THE ELECTION COMING CLOSER. THEY WANT TO ESTABLISH SOME DISTANCE. THAT IS FINE. BUT IT MEANS THAT THEY'LL GET THOSE QUESTION COMING AT THEM NOW AND THEY'LL BE BACK ON THIS, BECAUSE ONE PARTY OR ANOTHER, EITHER THE N.D.P. OR THE BLOC, HAS TO SUPPORT THE LIBERALS TO KEEP THEM IN POWER. THE TBLOK, I DON'T THINK, WILL HAVE ANY COMPUNCTION TO VOTE TO BRING THE GOVERNMENT DOWN AND THEY ARE RIDING HIGH IN THE POLLS AND THE N.D.P. IS NOT, SO THEY'RE BACK IN THE DILEMMA THAT THEY WERE BEFORE. >> Rosemary: SO WHERE DOES IT LEAVE THE LIBERALS, ALTHIA, IN AN UNSTABLE PLACE, A WORSE PLACE? WHAT HAPPENS? >> WELL, I GUESS THAT IT DEPENDS ON WHO YOU MEAN BY LIBERALS. THE PEOPLE WHO WANTED JUSTIN TRUDEAU OUT ARE PROBABLY FEELING A LITTLE CONFUSED TODAY. THE PRIME MINISTER ACTUALLY SEEMED TO HAVE LIKE A BOUNCE IN HIS STEP, IF HE WAS LOOKING TO HAVE THIS SMOOTHER RIDE IN CAUCUS NEXT WEEK IN NANAIMO, AND JAGMEET SINGH BASICALLY GAVE IT TO HIM. BECAUSE THE OPPORTUNITY TO GET RID OF THE PRIME MINISTER WHEN THERE'S THIS THREAT OF THE ELECTION HANGING OVER YOU -- YOU KNOW, THAT IS PRETTY SLIM. >> Rosemary: YEAH. >> YEAH, I AGREE WITH ANDREW. MY SENSE IS THAT THE N.D.P. HAD A TAKE STOCK AT THE END OF JUNE AND REALISED THAT EVERYTHING THEY REALLY WANTED TO ACCOMPLISH THEY HAD DONE. THE ANTI-SCAB BILL HAD PASSED THE SENATE. THERE REALLY WASN'T MUCH LEFT ON THAT LIST. AND THE THINGS THEY WANTED TO GET DONE THAT THEY COULDN'T GET DONE LIKE PHARMACARE, THEY NOW FEEL ACTUALLY THEY HAVE BETTER LEVERAGE. SO IN A WAY, IT IS KIND OF A WIN-WIN FOR EVERYBODY. IT'S A WIN-WIN FOR THE PRIME MINISTER BECAUSE HE GETS TO CONTINUE ON IF THAT IS INDEED WHAT HE WANTS TO DO. AND JAGMEET SINGH, FRANKLY, SHOULD HAVE DONE THIS A YEAR AGO. AND NOW HE GETS TO UNCOUPLE HIMSELF FROM THE LIBERAL GOVERNMENT AS THE CONSERVATIVES HAVE FRAMED IT AND TO REDEFINE HIMSELF SEPARATELY. IT DOES POSE A TRICKLE WHEN IT COMES TO SOME VOTES. BUT I WILL JUST SAY THAT THE OPPOSITION MOTIONS, THE PURE CONFIDENCE VOTE, DOESN'T NEED TO HAPPEN UNTIL THE END OF NOVEMBER. SO THAT IS STILL QUITE A BIT OF RUNWAY THAT THE GOVERNMENT HAS. AND THE N.D.P. HAS TO TRY TO REFRAME THINGS THE WAY THEY WANT TO SEE THEMSELVES PORTRAYED TO CANADIANS. >> Rosemary: CHANTAL? >> EXCEPT THAT WE DON'T KNOW WHAT'S GOING TO HAPPEN IN THOSE BY-ELECTIONS ON SEPTEMBER 16TH. >> YES. >> I MEAN, WIN-WIN, UNTIL YOU LOSE. SO THE N.D.P. DESPERATELY NEEDS TO KEEP THAT SEAT IN MANITOBA. THE LIBERALS DESPERATELY NEED TO KEEP THAT SEAT IN MONTRÉAL. AND THE CONSERVATIVES, YOU KNOW, IT'S EASY FOR THE BLOC AND THE CONSERVATIVES -- IF ONE OF THEM WINS ONE OF THOSE RIDINGS, EITHER OF THEM WILL WANT TO GO INTO AN ELECTION, SOONER RATHER THAN LATER. BUT I DO AGREE THAT -- I MEAN, THERE ARE THREE PROVINCIAL ELECTIONS COMING. THE N.D.P. CAN'T AFFORD TO NOT HAVE ITS WORKERS IN B.C. AND SASKATCHEWAN WORKING FOR THE FEDERAL PARTY. >> Rosemary: YEAH, YEAH. >> AND THEY ARE COMMITTED ELSEWHERE. AND THE CONSERVATIVES ACTUALLY NEED THEIR WORKERS IN SASKATCHEWAN, B.C. AND NEW BRUNSWICK. SO THIS THREAT OF A NON-CONFIDENCE MOTION WHEN THE HOUSE RETURNS BY THE CONSERVATIVES -- I'M NOT CONVINCED THAT THE BLOC OR THE N.D.P. ARE GOING TO GO FOR IT. >> Rosemary: BUT WHERE DOES IT LEAVE THE CONSERVATIVES, ANDREW? BECAUSE THIS WAS THE PLAY THAT PIERRE POILIEVRE WAS DOING IN TERMS OF THE THEATRE AND POSTURING LAST WEEK. THIS IS PRESUMABLY WHAT HE WANTED. HE WANTED SOME, UM, TO TRY AND TO MOVE THE TIMELINE UP AT LEAST FOR THE ELECTION. >> WELL, HE MIGHT HAVE PREFERRED TO KEEP JAGMEET SINGH SQUIRMING A BIT LONGER. SO SINGH WAS CERTAINLY PUT ON THE SPOT BY PIERRE POILIEVRE CAMPAIGNING ON THIS. AND HE GOT OUT FROM UNDER THIS. AS I SAY, I THINK THIS WAS IN THE N.D.P.'S LONG-TERM PLANS ANYWAY. BUT THEY DO NOT WANT TO CAUSE AN ELECTION ANYTIME SOON. LOOK AT THE FUNDRAISING NUMBERS AND THE OTHER TWO PARTIES ARE SO FAR AHEAD OF THEM. THEY NEED SOME TIME TO CREATE DISTANCE AND THEY NEED TIME TO RAISE FUNDS. SO I DON'T THINK THIS IS REALLY ADVANCED THE ELECTION DATE REALLY AT ALL. >> Rosemary: DO YOU THINK FOR THE CONSERVATIVES, ALTHIA, BECAUSE THEY CAN NO LONGER GO AFTER THE N.D.P. AND THE LIBERALS IN THE SAME WAY? >> BUT I THINK THAT THEY STILL WILL. LIKE, IT IS A GOOD THING FOR THE PRIME MINISTER -- THE CONSERVATIVE LEADER, BECAUSE IT MEANS THAT THE PRIME MINISTER IS STAYING LONGER THAN POSSIBLY HE MIGHT HAVE. IT'S A GOOD THING FOR PIERRE POILIEVRE IN THE SENSE THAT HE STILL GETS TO HANG THE SELLOUT SINGH BRANDING OVER JAGMEET SINGH. BECAUSE THE N.D.P. WILL NO DOUBT STILL BE VOTING WITH THE LIBERALS ON SOME POLICY MEASURES. MAYBE EVEN ON SOME MONEY BILLS TO GET THE STUFF THAT IT HAD ASKED FOR DONE. AND SO I DON'T THINK THAT IT'S A BAD THING FOR THE CONSERVATIVES. I DON'T THINK THAT IT MEANS THAT WE WILL HAVE AN ELECTION IN OCTOBER OF 2025. I CAN SEE THE ELECTION TIMETABLE MOVING UP. I JUST DO AGREE THAT THE N.D.P. NEED MORE MONTHS TO REDEFINE THEMSELVES. RIGHT NOW IT'S VERY CLEAR THAT PEOPLE ARE VOTING FOR PIERRE POILIEVRE AS THE OPTION FOR CHANGE. HE'S DONE A REALLY GOOD JOB OF, LIKE, DISMISSING JAGMEET SINGH AS AN OPTION FOR CHANGE, BUT THEY'RE NOT NECESSARILY VOTING FOR PIERRE POILIEVRE BECAUSE OF WHAT THAT CONSERVATIVE LEADER IS OFFERING. SO THIS GIVES THE N.D.P. A CHANCE TO PUT SOMETHING ELSE IN THE WINDOW. >> Rosemary: CHANTAL? >> I STILL THINK THAT THOSE BY-ELECTIONS HAVE BECOME EVEN MORE IMPORTANT. IT WAS CURIOUS TO ME TODAY -- ONE, THAT THE GOVERNMENT DID NOT SEE THAT COMING IN ANY WAY, SHAPE OR FORM. AND, TWO, THAT SO MANY LIBERALS WERE ASKING THEMSELVES DOES THIS MEAN THAT JUSTIN TRUDEAU WILL REALLY LEAD US IN AN ELECTION OR NOT? AND IT'S AN INTERESTING QUESTION. BUT IT'S NOT THE MAIN QUESTION THAT WE'RE ASKING OURSELVES, WHICH IS WHEN IS THE ELECTION. >> Rosemary: RIGHT, RIGHT. LAST WORD TO YOU, ANDREW, QUICKLY. >> THE MAJOR WILD CARD IN ALL OF THIS I THINK REMAINS THE U.S. ELECTION. IF YOU WANT TO KNOW WHAT MIGHT CHANGE THE COURSE THAT WE'RE ON NOW IS IF WE GET A TRUMP VICTORY IN THE UNITED STATES, THEN THAT'S THE KIND OF THING THAT COULD CHANGE THE CALCULUS FOR ALL OF THE PARTIES. >> Rosemary:OKAY. WELL, I AM DELIGHTED TO HAVE YOU ALL BACK AND I'M DELIGHTED THAT YOU HAVE TO ALL COME BACK TOMORROW BECAUSE THAT'S YOUR REGULARLY SCHEDULED TODAY. THANK YOU FOR WEIGHING IN ON THIS AND WE WILL HAVE MORE TO TALK ABOUT TOMORROW, BECAUSE JAGMEET SINGH WILL HAVE TO ANSWER SOME QUESTIONS. THANK YOU VERY MUCH, AND WITH THAT I'LL THROW THINGS BACK TO ADRIENNE IN TORONTO. >> Adrienne: ALL RIGHTY, THANKS, ROSIE. >>> NEXT, A COUNTRY HARD HIT BY MPOX IS STILL WAITING ON THE VACCINE. >> THESE VACCINES WERE WIDELY USED IN CANADA. WHY DO THEY STILL NOT HAVE THE W.H.O. APPROVAL? >> Adrienne: "ABOUT THAT" EXPLAINS WHY IT IS TAKING SO LONG NEXT. (♪♪) >> Adrienne: WHY MPOX VACCINES ARE SO SLOW TO ROLL OUT IN THE AFRICAN COUNTRIES THAT NEED THEM SO BADLY. >> WHY DO THEY STILL NOT HAVE W.H.O. APPROVAL. >> THE NUMBER OF CASES IS GOING TO ONLY GO UP. >> Adrienne: HERE'S THE CATCH -- THERE'S A SERIOUS AND GREATER RISK IF A ROLLOUT GOES WRONG. LAUREN BIRD IS A PRODUCER ON CBC'S "ABOUT THAT" AND HE LOOKED AT THE APPROVAL PROCEDURES FOR THE CONTINENT OF AFRICA AND ALL OF THE FACTORS THAT WORK TO JUST SLOW THEM DOWN. >> Reporter: AS PARTS OF THE WORLD DEAL WITH A SURGE OF MPOX CASES, A HANDFUL OF AFRICAN COUNTRIES HAVE WORSENED THE OUTBREAK. MPOX INFECTIONS ACROSS AFRICA ARE SKYROCKETING. >> THEY HAVE NAMED MPOX A HEALTH EMERGENCY OF INTERNATIONAL CONCERN. >> THE RACE TO GET THE HARDEST HIT COUNTRIES VACCINATED AGAINST THE MACHINE IS BECOMING MORE DIFFICULT. >> MPOX IS A GLOBAL THREAT. >> Reporter: ACTUALLY GETTING 9 MPOX VANES TO THOSE COUNTRIES HAS BEEN A SLOW AND LENGTHY PROCESS. AFRICA'S FIRST BATCH OF MPOX VACCINES HAVE ONLY JUST REACHED THE CONTINENT THIS WEEK. DESPITE ALREADY BEING WIDELY AVAILABLE IN OTHER PARTS OF THE WORLD. >> YOU HAVE PEOPLE IN THE CONGO SAYING THAT WE DESPERATELY NEED THIS VACCINE AND WE NEEDED IT TWO YEARS AGO. >> Reporter: BECAUSE IN THE D.R.C., THE M DKS POX EPIDEMIC IS COMPOUNDING ON TOP OF OTHER EPIDEMICS. >> [INDISCERNIBLE] >> Reporter: SO WHAT IS TAKING SO LONG? (♪♪) THE DEMOCRATIC REPUBLIC OF CONGO, ONE OF THE POOREST COUNTRIES IN THE WORLD, IS THE HARDEST HIT OF THE 13 AFRICAN COUNTRIES DEALING WITH MPOX. IT'S THE EPI-CENTRE OF THE OUTBREAK WITH MORE THAN 27,000 SUSPECTED MPOX CASES AND 1,300 DEATHS SINCE JANUARY 2023, ACCORDING TO THE GOVERNMENT DATA. AND THE W.H.O. SAYS THAT THE MAJORITY OF THE CASES ARE IN CHILDREN. SO THERE'S A WIDESPREAD AND AN URGENT NEED, BUT THE COST IS A MAJOR ROADBLOCK. TAKE THE DOMINANT VACCINE USED IN THE 2022 MPOX OUTBREAK IN THE U.S., FOR. IT COST $100 A DOSE, AND THE AFRICAN CENTERS FOR DISEASE CONTROL AND PREVENTION ESTIMATE THAT 10 MILLION DOSES ARE NEEDED ACROSS THE CONTINENT. THAT'S A BILLION DOLLARS' WORTH. SO HERE'S WHERE THE HEALTHCARE ORGINISATION COMES IN. THE GROUPS LIKE THE VACCINE ALLIANCE THAT WORK TO GET THE VACCINES INTO DEVELOPING COUNTRIES FOR EVERYTHING FROM COVID-19 TO EBOLA TO H.P.V. AND MPOX. THEY BUY FROM MANUFACTURERS AND DISTRIBUTE THEM IN COUNTRIES LIKE THE D.R.C. BUT EVEN BEFORE THE GROUPS CAN BUY THEM, THE VACCINES NEED W.H.O. APPROVAL AND THAT PROCESS IS CALLED PREQUALIFICATION. AND THERE ARE A LOT OF TIME-CONSUMING STEPS TO THIS. FIRST, MANUFACTURERS APPLY. SENDING DOSSIERS OF INFORMATION ON THE VACCINE ITSELF. AND ONCE THROUGH THAT STEP, THE W.H.O. STUDIES IT AND INSPECTS THE FACILITIES WHERE IT WAS MADE AND CONDUCTS FIELD TRIALS IN AREAS WHERE THE VACCINE WILL BE DISTRIBUTED. ALL TO ENSURE THAT THE VACCINE IS SAFE AND EFFECTIVE. AND THIS CAN TAKE YEARS. >> SO THEY CAN'T JUST GO ROGUE AND START APPROVING VACCINES. THERE ARE RULES IN PLACE, AND THERE'S REGULATIONS IN PLACE. AND I THINK THAT, UNFORTUNATELY, WHAT WE HAVE SEEN IN THIS MPOX OUTBREAK IS THAT THOSE REGULATIONS DON'T RESPOND VERY WELL TO AN EMERGENCY. >> Reporter: ALL THE WHILE, THE VACCINE COULD ALREADY BE WIDELY AVAILABLE IN OTHER PARTS OF THE WORLD. >> THE QUESTION THAT A LOT OF PEOPLE FOUND THEMSELVES ASKING OVER THE LAST FEW WEEKS, YOU KNOW, PEOPLE FROM CONGO'S HEALTH MINISTER DOWN -- IS WHY WHEN THESE VACCINES WERE REALLY WIDELY USED IN CANADA, AND IN THE U.S. AND IN EUROPE DURING THE MPOX OUTBREAK IN 2022, WHY DO THEY STILL NOT HAVE W.H.O. APPROVAL. >> Reporter: THAT IS STEFANIE NOLAN, A GLOBAL HEALTH REPORTER FOR "THE NEW YORK TIMES." SHE'S BEEN WRITING ABOUT HEALTH AND OTHER DEVELOPMENT ISSUES IN THE GLOBAL SOUTH FOR THE PAST THREE DECADES. SHE SAYS THAT PART OF THE DELAY IS THAT THE W.H.O. CAN'T AFFORD TO GET IT WRONG. >> SAY THEY APPROVE THIS THING AND THEN THERE'S SAFETY CONCERNS, AND THERE'S A SAFETY PROBLEM THAT THEY DIDN'T CATCH, OR THEY DIDN'T HAVE SUFFICIENT DATA TO IDENTIFY. AND THERE'S SOME SORT OF TRAGIC OUTCOME IN THE D.R.C. AND YOU THEN POISONED THE WELL FOR ALL OF THE VACCINES. >> Reporter: FOR EXAMPLE, FRIGHTENED PARENTS COULD STOP BRINGING THEIR KIDS FOR MEASLES OR CHOLERA VACCINES. ONE MISSTEP AND THE TRUST THAT PEOPLE HAVE IN THE W.H.O. CAN BREAK, NOT JUST IN THE D.R.C., BUT AROUND THE WORLD. AND BECAUSE OF THIS THE ORGINISATIONS LIKE GAVI ARE NOT ABLE TO DISTRIBUTE THE VACCINES. >> THEY AREN'T ABLE TO PURCHASE THAT VACCINE BECAUSE IT DOESN'T HAVE THE W.H.O. STAMP OF APPROVAL. >> Reporter: BUT THERE'S ANOTHER ISSUE ADDING TO THE DELAYS. (♪♪) HERE IN CANADA, OUR GOVERNMENT HAS ITS OWN REGULATOR. AN ORGINISATION WITH DEDICATED STAFF WHO CAN APPROVE ITS OWN VACCINES. MANY LOW-INCOME COUNTRIES DON'T HAVE THAT. THEY RELY ON THE W.H.O. TO APPROVE VACCINES. BUT HERE'S THE THING -- THE W.H.O. HAS A GLOBAL MANDATE. IT IS STRETCHED THIN. IT RELIES HEAVILY ON THE SCIENTIFIC EXPERTISE FOR FREE. >> IF YOU BUDGET THE SIZE OF THE AMERICAN F.D.A., FOR EXAMPLE, THEY ARE OPERATING ON BUDGETS THAT ARE ENORMOUS COMPARED TO THE BUDGET THAT W.H.O. HAS ALLOCATED. >> THAT DEPARTMENT IS -- I MEAN, I'M TOLD BY EVERYONE THAT I ASK -- UNDERFUNDED AND UNDER-RESOURCED AND SCRAMBLING TO DO TOO MUCH WORK. >> Reporter: AND STEFANIE NOLAN SAYS THAT APPROVING VACCINES IS JUST ONE OF THE MANY PLATES THEY HAVE SPINNING AT ANY GIVEN TIME. >> THEY'RE DOING ALL KINDS OF OTHER THINGS, RIGHT. THEY ARE DOING THE TRACKING OF RARE DISEASES AND TRACKING OF THE RESPONSE TO NEGLECTED DISEASES. THEY ARE DOING A WHOLE LOT OF WORK ON THE RISE OF NON-COMMUNICABLE DISEASES AND THE DIABETES AND CANCERS AND AIR POLLUTIONS. AND THEY'RE NOT JUST SITTING AROUND AND WAITING FOR EMERGENCIES. >> Reporter: NOW THERE IS A FASTER WAY THAT THESE VACCINES CAN GET TO THE D.R.C. AND OTHER COUNTRIES. (♪♪) DEPENDING ON THE SPEED OF SPREAD AND THE RISE IN CASES, THE W.H.O. CAN ISSUE AN EMERGENCY LICENCE FOR VACCINES. THAT'S ONLY POSSIBLE IF IT FIRST DECLARES THE OUTBREAK AS A PUBLIC HEALTH EMERGENCY OF INTERNATIONAL CONCERN. >> THEY CAN ONLY USE THE EMERGENCY USE PROCESS WHEN THERE'S AN EMERGENCY. SO EVEN THOUGH THE COMPANY THAT MAKES THE MAIN VACCINE THAT IS BEING USED FOR MPOX SUBMITTED THEIR DATA TO W.H.O. BACK IN 2023, IT HASN'T BEEN REVIEWED, AND THERE WAS NO SORT OF PROCESS UNDERWAY TO ISSUE THAT LICENCE, BECAUSE THERE WAS NO EMERGENCY. >> Reporter: THAT DID HAPPEN. BUT ONLY JUST TWO WEEKS AGO. >> THE SITUATION CONSTITUTES A PUBLIC HEALTH EMERGENCY OF INTERNATIONAL CONCERN. >> Reporter: NOW EXPERTS SAY THAT THE WHEELS ARE FINALLY IN MOTION. >> I'M REASONABLY CONFIDENT THAT THERE'S GOING TO BE AN EMERGENCY USE LICENCE FOR THIS VACCINE BY LATE SEPTEMBER, WHICH SHOULD SPEED THINGS UP. >> Reporter: IN THE MEANTIME, W.H.O. HAS URGED WEALTHIER COUNTRIES TO DONATE SHOTS. AND SEVERAL HAVE STEPPED IN ALREADY. INCLUDING GERMANY AND SPAIN. THE U.S. HAS ALSO SENT DOSES TO NIGERIA WHICH ARRIVED THIS WEEK, BUT, STILL, NO DOSES IN THE D.R.C.. AND WE DON'T KNOW WHEN THEY'LL ARRIVE. AND IT'S CLEAR THAT TIME IS OF THE ESSENCE IN AN EPIDEMIC. >> AS THE EPIDEMIC GROWS AND THE PROBABILITY THAT TRANSMISSION WILL OCCUR TO OTHER COUNTRIES IN AFRICA AND OUTSIDE OF AFRICA RISES. SO THERE IS CLEARLY THAT ELEMENT THAT IF WE SIMPLY DO NOT CONTROL THAT EPIDEMIC WITHIN THE D.R.C., THAT THE NUMBER OF CASES WILL ONLY GO UP. >> Reporter: SO THE SOONER THAT THE VACCINES CAN GET THERE -- THE BETTER. >> Adrienne: NOW A BREAKTHROUGH FOR THE D.R.C. THE E.U. HAS DONATED ABOUT 2,000 DOSES OF THE MPOX VACCINE, SET TO ARRIVE THIS WEEK, BUT THEY WON'T ROLL OUT FOR A MONTH. THE HEALTH OFFICIALS NEED THAT TIME TO CONVINCE THE POPULATION TO ACCEPT THE VACCINE. >>> NEXT, A RATTLESNAKE SNEAKS INTO A CALIFORNIA HOME. >> WOW, THAT'S PRETTY SCARY RIGHT THERE. >> YEAH, MAN. >> Adrienne: YEAH, A BIT OF A TRICKY SITUATION IN OUR "MOMENT." (♪♪) (♪♪) >> Adrienne: THAT LITTLE LUMP THERE IS A NEARLY METRE-LONG RATTLESNAKE. AND IT FOUND ITSELF IN A BIT OF AN UNUSUAL SPOT ON A STAIRCASE IN A CALIFORNIA HOME. AND THE FAMILY LIVING THERE TRAPPED UPSTAIRS. I DO NOT LIKE THIS ONE. BUT LICKLY THEY FOUND JUST THE RIGHT PERSON TO SAVE THE DAY. AND TONIGHT THE REPTILE THAT SNEAKED ITS WAY IN MAKES OUR "MOMENT." >> SO HERE I AM COMING INTO A CALL WHERE THEY SAID THAT THERE'S A RATTLESNAKE INSIDE OF THEIR HOUSE. IT WAS AROUND 10:30, 11:00 AT NIGHT AND I RECEIVED A CALL FROM THIS FAMILY THAT THEY WERE TRAPPED UPSTAIRS DUE TO A RATTLESNAKE. AND IT'S NOT NORMAL TO HEAR THAT THERE'S A RATTLESNAKE UPSTAIRS. >> WOW, THAT'S PRETTY SCARY RIGHT THERE. >> THERE IT IS, A BIG RED DIAMOND RATTLESNAKE COILED UP AT THE TOP STAIR OF THEIR STAIRCASE. IT'S PROBABLY LOOKING FOR FOOD OR WATER, TO BE HONEST. I DON'T KNOW WHAT IT WAS THINKING ABOUT GOING UPSTAIRS TO FIND THAT. I WAS SAFELY ABLE TO CAPTURE THE SNAKE AND TO PUT HIM INTO A SAFE CONTAINER. AND, YOU KNOW, TO LET THEM GO ON WITH THEIR NIGHT. THEY COULD HAVE BEEN IN THERE FOR HOURS, TO BE HONEST, BECAUSE THEY LEAVE THEIR BACK DOOR OPEN FOR THE DOG TO FREELY USE THE RESTROOM. THEY WERE VERY RELIEVED AND THEY THANKED ME OVER AND OVER AND OVER AGAIN AND THEY SAID THEY HAD CALLED A LOCAL LAW ENFORCEMENT AND THEY SAID, I DON'T KNOW WHAT TO TELL YOU, WE DON'T DEAL WITH WILD ANIMALS. SO THEY WERE PRETTY HAPPY WITH IT. >> Adrienne: YOU KNOW, IN STUDIO WE'RE ALL JUST SAYING NOPE, NOPE, NOPE -- NOT HAPPENING. WHAT HAD THEM REALIZE THAT THERE WAS A SNAKE IN THE HOUSE? APPARENTLY THEY WERE WATCHING TV AND SOMEONE SAID THEY THOUGHT THAT THE WATER WAS RUNNING AND THEY COULDN'T FIGURE OUT WHERE IT WAS COMING FROM. THAT IS AN EXCELLENT INDICATOR THAT THERE'S A RATTLE SNAKE IN YOUR HOUSE. >>> FROM ALL OF US AT "THE NATIONAL," THANK YOU FOR BEING
