Busted car theft ring got creative stealing vehicles | CTV News Toronto at Six for Sept. 11, 2024

[Music] good evening it looks like an RV but Halton police say it was actually a container used to transport stolen vehicles and now four people have been arrested four more are wanted and police say an organized auto theft group has been dismantled ctv's rahee ladani has the details police have dubbed this investigation project ninja and what really sticks out about it is how creative the thieves work to try and avoid detection watch as surveillance video captures thieves loading the stolen vehicle into a toy hauler RV it happened in Scaro this past July and was the evidence police needed to crack a multi-million dollar auto theft crime ring it just goes to show the criminals are willing to evolve and it's a constant race of trying to stay ahead of us from the outside this looks like a typical RV but come with me around the corner and you can see that the alleged thieves hollowed out the inside completely so they can Drive the stolen vehicles right in and head to the port of Montreal without suspicion unless something there's a reason for cbsa to search that that shipping container it often makes its way uh overseas and and that can be in within a day police say these eight men are Algerian Nationals who were legally living in Canada but at the beginning of the year moved to Ontario and were living in short-term rentals across the GTA a search warant was executed at a residents in ashaa where several individuals of this group were temporarily staying this resulted in additional evidence being seized since May investigators say the group stole at least 40 Vehicles valued at $3 million targeting Toyota Tundras and Lexus RX 350 SUVs police say they would smash the rear passenger window and then reprogram blank key fobs if they can actually have technology in the cars that can do everything from streaming Netflix movies to uh you know Auto summoning and Auto driving then they can certainly put technology in the vehicles to to disable the ability be able to steal them officials are calling on the federal government to put pressure on car manufacturers and enforce stiffer penalties for those convicted of auto theft our only mandate is to make our community safe um so it's frustrating to us and it breaks our hearts when we see uh people going through the trauma for a car only 12 of the 40 stolen vehicles have been recovered so far the rest already believed to have been shipped to Morocco and by Canada wide warrants have been issued for the four outstanding suspects of the four suspects who have been arrested I can tell you that at least one of them is already out of police custody after he received bail rahee ladani CTV news in New York Region Police are sharing disturbing footage of what they're calling a failed carjacking attempt in Markham this video is from the evening of August 31st a woman can be seen parking her SUV in a garage near Enterprise Boulevard and Birchmount Road take hiled by a sedan she's then approached and assaulted by two men who demanded the keys to her vehicle after a struggle the suspects fled empty-handed the victim was not seriously injured and now police are looking for the pair as well as the white Honda Civic there were driving at the time of this incident meanwhile Toronto police are asking for the Public's help identifying a suspect accused of sexually assaulting a child investigators say this happened Sunday August 25th at herin Park Community Center they're alleging this man tried to pull a child away from their mother in the pool but was stopped he then allegedly sexually assaulted a second child before running away if you recognize him please call police detectives believe the suspect in a stabbing on the TTC did not know his alleged victim at around 3:00 yesterday emergency crews were called to a street car at dund Street West and St Patrick's Street police say two men got into to a verbal and physical confrontation that saw one pull out a knife and stab the other leaving him with serious injuries uh for which he is expected to survive 55-year-old James Brooks was taken into custody on charges including aggravated assault and a crash involving a car and a motorcycle sent two people to hospital last night it happened shortly before 11 at lower Spadina in Lake Shore Boulevard both people on the bike suffered life-threatening injuries police say the car the driver remained or the driver in that car remained at the scene is not clear if charges are pending still ahead a new survey reveals how Canadians feel about the current tipping culture misconduct not serious even though it was a factor in a man's death sctv's John Woodward reports his widow hopes this means changes in police accountability across the province the level of hurt and pain that I'm in I just don't think anybody else deserves that Courtney Daran has been fighting for three years to do right by her late husband Tyler dorik we both believe in standing up for what's right the 35-year-old was struck and killed in Midland in 2020 by an OP Cruiser driven by Constable Jamie McBain out on a coffee run he was crossing against the light at night it was an accident she tried to revive him McBain wasn't charged criminally but she was found to have committed discreditable conduct for speeding then the op declared the misconduct not serious narrowing the scope of punishment and cutting Daran out of a discipline hearing their explanation just a boilerplate letter A CTV News investigation found identical paragraphs had been sent dozens of times to complainants telling them the misconduct was not serious in cases from neglect of Duty to unlawful use of force Daran went to court this week the judges threw out the determination and said the force had to explain itself saying a complainant has a legitimate expectation of receiving reasons justifying why conduct is not of a serious nature when the officer's conduct caused a civilian death it will not be readily apparent to many members of the public how police misconduct causing death is not considered serious at a minimum there is a legitimate expectation in having this explained the judges didn't decide that the misconduct should be declared serious or not that's now up to the opp who must reconsider the case again from the start daran's lawyer Justin safen hopes the decision will mean big changes for police force is dealing with complaints hopefully if the decision is taken seriously it means that uh there won't be another case like Courtney's the lawyer for the op Association says they're considering an appeal nevertheless Darth a feels her husband would be proud and um really pleased that he has like this Legacy now that he's essentially going to help other people from getting treated the way I was she hopes the decision prompts the opp to realize its discipline process needs a serious ious look John Woodward CTV News still ahead tonight marking a somber anniversary in New York remembering the events of 9/11 and the lives lost 23 years ago today now to a question facing anyone paying for a meal or service how much should you tip and what exactly should you be tipping for a new survey sheds some light on how Canadians feel about the current tipping culture ctv's Mike Walker is live tonight with more well Nathan Michelle you may have noticed that tipping is an option at more and more businesses but the survey found that most Canadians are uncomfortable with the increased requests and prefer to tip at traditional businesses like restaurants and salons from restaurants to salons and even retail tipping prompts are appearing at more and more businesses I think it's gotten a little out of hand sometimes and with payment terminal suggesting tip amounts from 15 to 22% it's sparking de about how much gratuity is too much it's exaggerated I mean you know you have the tax you have the tip so now going to a restaurant cost you 30% more minimum my comfort level is normally honestly 10 to 15% I feel like now a lot of things are getting more expensive so you know for us I'm a small business owner as well so I feel like that is within my range despite the tip flation a 15% tip is appropriate for most Canadians according to a new survey by narrative research primarily at restaurants and salons probably because of the kind of economic situation that we're living in right now people are even more focused on being asked to pay extra and not everybody feels comfortable being asked for a tip at a lot of different places the poll of more than 12200 Canadians found 77% agree on tipping while dining at a restaurant and 60% at the salon or barber shop while nearly half of respondents supported tipping Hotel house keeping taxi drivers and thirdparty food delivery services it just depends how the service it is actually it was $250 worth of food and they did not tip this waitress has noticed a shift in tipping culture it's 50/50 now it's we've got people that understand and they tip and we do also have that a lot of people that don't cost of living so many things and I and I understand it the least acceptable Services according to the poll are fast food grocery pickup takeout and retail stores maybe like people who work at places where they're just serving you as salate or they're not going above and beyond it's just part of their job because I worked um fast food and we didn't get tips if you're not getting the what you're paying for basically that's the time where maybe a tip is not worn consumers say it really boils down to paying for the experience the survey also found that 6% of Canadians don't believe in tipping at all reporting live I'm Mike Walker Michelle P to you thank you Mike the province has announced a new Point person to oversee its Financial dealings with the city it's a familiar face here in Toronto a former city councelor and budget Chief who now be working for the province ctv's Queens par bureau chief Siobhan Morris has the story it marked the start of a new era between the city and the province a new fiscal framework a new deal some of the funding that's been promised by the provincial government through the New Deal they wrap up in 2026 so we do need to have the New Deal part two and yes the conversation is ongoing enter a familiar face Gary Crawford the longtime City councelor and one-time Progressive Conservative candidate has a new title special advisor on the New Deal so fortunate that uh Gary has come on board he he was down at City Hall he was a budget chief for the last nine years no one understands the books better the finance Minister's office says Crawford will focus on improving public transit highways support for police housing economic growth all ensuring the responsible use of public money let's make it safer let's continue building the transit so those are some of the areas that Gary's going to be focused on Crawford says there are still a lot of finer points to be hammered out especially on the upload of the gardener and DVP recognizing that some of the financial challenges that the city has been having over the last little while the econom health of the city over the longer term is important too how do we move forward on continuing the support whether or not there's more support or there's work the city can do on the city side and looking at different kinds of priorities this is a part-time gig for Crawford paying over $600 a day likely over a few years it comes the same week as he was appointed chair of the Ontario cannabis store he brushes off any criticism of these appointments saying he comes with a special skill set one of the challenges I had when I was on the city side is really trying to explain to the province How the City Works how we function and those conversations um weren't always successful a dynamic he thinks can change to chart a stronger relationship between the two levels of government sioban Morris CTV MPS were coming into this caucus for looking for a path forward and a way to really counter the attacks from conservative leader Pierre PV they have been seeing a number of dwindling poll numbers and of course they've seen discontent on the doorsteps so they're hoping to see from the leadership here in the Liberal Party any type of life to show that they could take that type of energy into the Parliamentary calendar which as we know starts just next week and of course in his uh press conference today prime minister Justin trud was trying to show that his team is still in the race talking about some of those attacks on Pierre PV and really taking the fight back to him have a listen to what he said when he was pressed on the matter today I can't wait to continue getting into it this fall with P PV whose perspective is cuts are the only way forward MPS have spoken about meetings that they've had and operationally how they are actually going to try and frame the conservatives and Pierre POV they want to make sure that they are taking the fight to him and showing Canadians the consequences of their actions and the consequences of a possible conservative government they say that is what they need going forward out of this caucus Retreat and part of it is also talking about the liberal record on the economy that is why Mark Carney was named the chair of this task force on the Saskatchewan community of Sandy Bay can return home after a wildfire evacuation that lasted nearly a month the Peter Ballentine creation says the evacuation order has been lifted and all essential services are now fully operational residents were told to flee their homes back on August 13th more than 1,400 people were displaced and local officials say residents will be glad to return to familiar surroundings after Sheltering in Prince Albert Saskatoon and Regina meanwhile as Jasper recovers from his own Wildfire emergency experts are warning is not realistic to expect housing will be secured for everyone who lost their homes in the July Blaze an engineering manager shared that opinion with Jasper Town Council as it received an update on rebuilding efforts The Joint recovery coord one letter was missing from her last name and while she thought it could be corrected at the airport she wasn't allowed on the plane I'm so upset Kimberly Faber of Thorn Hill says last month her father-in-law passed away unexpectedly in Calgary and she wanted to take the next flight there to be with her family she booked with Flare Airlines and bought a ticket as Kim Robin fabes the ticket cost her $841 when she got to the airport she was told there was a problem Kim and Kimberly aren't the same name so we can't let you through Not only was her full name Kimberly not Kim there was also an R missing from her last name the airlines said it was unfortunate but she was not allowed to board the plane I have just lost my father-in-law I'm panicking I'm not going to make it to the funeral in time Faber was able to catch another flight later that day but had to buy another ticket at her expense at a cost of $954,000 spelling uh passport dates a date of issue date of expiry little things like that that can have a big impact you know when you're at the airport when CTV News reached out to flare about Faber's case a spokesperson said the reservation was made online with an error in the last name Flair said Faber could have made a simple name correction online for free but that given the stressful and unusual circumstance we will be reaching out to miss Faber to offer a future travel credit flare Airlines gave Faber just over $800 towards another flight which was great news for her even to get it back in any shape or form it's better than nothing and I really really do appreciate what CTV has helped me accomplish and you really shouldn't fly with a typo on an airplane ticket even if one airline allows you to fly somewhere you may not be allowed to fly back which could leave but overall it's been really nice if you want to spend some time outdoors and as we take on the town for Tiff or you're spending time outside you play baseball you play soccer you play volleyball it doesn't matter we have a great forecast kind of to accompany all of it but if I Ridge in the jet stream bringing some warmer weather to portions of Northern and Central Ontario we will experience that warmup even more so as we head into the day tomorrow right now 21 feeling like 23 so we're around that seasonal Norm at least at this moment into this evening we'll sit at 16 so holding on to some warmer air as we go through the overnight it's more seasonal through areas say through Peterboro bankr and out towards Kingston now in to your Thursday it's going to be hot 28 feeling like 33 and the temperatures just continue to rise really right around southern Ontario so the heat is on so I know we are stepping in towards the start of the astronomical fall season later on this month but we still have to think in that summer mindset when it comes to sun protection and hydration a little Sky shower activity making its way through Central Ontario but overall we stay nice and dry here in Southern Ontario the GTA and across the city of Toronto now through the rest of our evening it's not too bad out there we're looking at just a few light clouds kind of holding on right now it clears out that as we head in towards the evening and if you do have outdoor plans it's pretty nice we step in towards our Thursday more of the same we're getting into that time of year where the sunrise and sunet is kind of at that key time for a lot of people driving so make sure you have kind of the right eye protection sunglasses or the little clipon ones whatever you need to keep yourself safe when you're driving as we head in towards our Friday evening of beautiful night ahead of us and we step in towards the weekend with almost a picture perfect forecast if I do say so myself it's just a whole lot of sunshine I promise the icons are all working there's just nothing going on we're looking at 28 as we head in towards the day tomorrow feeling into the mid 30s in some areas and as we step throughout the week that's as that Ridge in the jet stream that separates the colder air to the North and the warmer air to the South kind of really starts to rise and we are just overtaken in a good way uh by some warmer air and as we step into the weekend we have almost an identical forecast from Friday right through to Sunday we'll see how those temperatures fluctuate ever so slightly but as we step in towards next week it stays really nice we're looking at the potential of a little more cloud cover creeping in midweek next week but you know what I'm not mad at it we're kind of settling into fresh face new reporter in town keeping Hollywood's finest on their [Music] toes deaths from m in the Democratic Republic of Congo surpassed 600 and continues to climb and here in Canada Health officials are urging vulnerable groups to get vaccinated we get more from our health reporter Pauline Chan there's a new strain of empo causing concern in the Democratic Republic of Congo what we're seeing now in Africa is is um outbreaks of CA one and that seems to be causing more severe disease and with a higher case fatality rate empo is a viral disease that can be transmitted through direct contact uh like sexual contact or providing care to a person can also be um uh transmitted through um droplets as well as through contaminated um bedding linens other kinds of household items while an empo vaccine has been available in Canada for about 10 years Dr Christine Navaro has been studying the effectiveness of a single dose of the vaccine normally given in two doses four weeks apart what we we found was that the the effectiveness of a single dose of empx vaccine or immune vaccine was about 58% so that mean that means that the infection rates were about 58% lower among persons who were vaccinated compared to those who are unvaccinated a significant benefit especially for those in Africa where vaccines have been in short supply but that doesn't mean people in Canada Should Skip their second dose in 2024 we've had 166 empo cases uh versus um um 33 in all of 2023 so again that's why we're really emphasizing for people to to get vaccinated Sean hosin of the health information group Katie says the vaccine is free for men who have sex with men or sex workers and a specific subgroup of men who have sex with men so these are people who've had a confirmed SDI sexually transmitted infection in the last year who um have or are planning to have sex with two or more partners and while there have been no Canadian deaths he says we should be on our guard because infections and younger Generations ALS really young and also we don't have to work as late so we actually did a casting call on our show on 99 Virgin Radio where we ask parents to send uh videos of their kids who might want to be a kid reporter for us and the winner is Liam ton T has been covering red carpet since Tiff's opening night last Thursday and his list of gets has been impressive but he even has to from in here okay the reading stolen nearly 3 years ago this iconic portrait of Sir Winston Churchill by the renowned photographer Yousef K will soon be returned to the Chateau laer this is the best day of our life we've been dreaming about this it was hanging on this side crooked on a wire and those pictures are not hung on a wire Bruno Lair a maintenance worker discovered that the original photograph of the British prime minister dubb the roaring lion had been replaced by a fake the the theft happened around January 2022 during covid lockdowns and wasn't reported stolen until months later Ottawa Police initially considered Lair the prime suspect well because I found it and they thought it was an inside job so basically because I worked in maintenance I knew how the picture was hung cuz basically I hung the picture so I could undo it I never believed that he could be a suspect after a 2-year investigation that stretched from England to Italy and back to Northern Ontario AWA police arrested a 43-year-old man in April we work very closely um at different steps with the London Metropolitan Police um and with the carban are the London metropolitan police were um effectively our our right hand in getting a lot of the information that was required about um that we required to uh to identify the subject the real suspect a man from paasen Ontario has been charged with theft forgery and art trafficking his identity is under a publication ban police say the thief gave the Churchill portrait to a London auction house it was sold to an Italian buyer the auction house and the buyer didn't know it was stolen after Renovations are complete it will hang once again on these walls where Lair will watch over it again no longer a suspect but an unsung hero when it does come back I'm rehanging it oh my God you get Di yeah I got dibs on it next week Ottawa Police will travel to Rome for a formal announcement with the Italian police of its successful investigation but it will still take a few more months before the Churchill portrait is shipped back to the chatau laer Judy Tren CTV News Ottawa quite the mystery makes me think they'll put some protective glass or something over it where you can't just take it off the wall That's a crazy story lost and then found uh not so lost but it is definitely found as the Heat we saw thank you we saw the heat kind of disappear over
