>>> FORCING CREWS TO SHUT OFF POWER FOR MORE THAN 100 HOMES. THIS IS A CITY OUTSIDE OF LOS ANGELES. OFFICIALS SAY DOZENS OF HOMES COULD BE WITHOUT POWER FOR THREE WEEKS, WITH SOME BEING IN THE DARK AND DEFINITELY. CBS NEWS NATIONAL CORRESPONDENT IS FOLLOWING THIS FOR US FROM RANCHO PAL VERDES. JONATHAN, SHOW US WHAT YOU'RE SEEING AND WHY CREWS ARE SHUTTING OFF POWER. THE SCENE KIND OF TELLS US THE STORY? >> Reporter: THE POWER TURNED OFF BECAUSE OF THE THREAT OF POWER. I WANT TO GIVE YOU SOME CONTEXT AS YOU SEE THE HOME BEHIND ME AND YOU WILL UNDERSTAND WHAT'S HAPPENING AS I DESCRIBE THIS KIND OF LANDSLIDE. I DON'T KNOW ABOUT YOU. BUT WHEN I THINK OF A LANDSLIDE, I THINK OF A MOUNTAIN SIDE SENDING MUD AND DIRT CRASHING INTO HOMES. THAT IS NOT WHAT'S HAPPENING HERE. IN THIS CASE WE ARE TALKING ABOUT THE SUBTERRANEAN LANDSLIDE ABOUT 150 FEET BENEATH WHERE I'M STANDING WITH THE LAYER OF SOIL THAT'S SLOWLY MOVING. HISTORICALLY IT HAS MOVED ABOUT TWO INCHES EVERY SINGLE MONTH. BUT BECAUSE OF ALL THE ATMOSPHERIC RIVER WE HAVE EXPERIENCED, WE HAD AN INFLUX OF WATER THAT IS NOW EXACERBATING THAT MOVEMENT. THE GEOLOGISTS ARE SAYING AS MUCH AS FOUR FEET NOW ARE MOVING EVERY SINGLE MONTH. SO WHEN YOU HAVE THAT LAYER MOVING, YOU'LL HAVE THE SURFACE AREA WITH HOMES CAVING IN. ALMOST LIKE A SINKHOLE. THIS HOME HAS CAVED IN ON ITSELF, BELIEVE IT OR NOT, IT'S ELEVATED JUST LAST YEAR WHEN WE WERE HERE ABOUT TEN FEET HIGHER. BUT THE SOIL HAS SENT THIS HOME CRASHING AROUND THIS COMMUNITY, EASILY DOZENS OF HOMES THAT WOULD LOOK LIKE THIS. THE STREET HAS BEEN BLOCKED OFF HERE. THAT POWER HAS BEEN TURNED OFF. 140 PEOPLE WITHOUT POWER RIGHT NOW AND FOR GOOD REASON. BECAUSE LAST WEEK, THE FIRE WAS SPARKED AND FIRES ARE THE BIG CONCERN MOVING FORWARD AND POWER LINES BREAKING. >> AND EVERY HOMEOWNER. AND HOW EXTENSIVE IS THE DAMAGE AND HOW ARE PEOPLE THERE REACTING. AND THAT IS THREATENED BY THE MOVEMENT. WHEN WE SPOKE TO THE WOMAN, SALLY REEVES, 81 YEARS OLD. SHE HAS LIVED IN THEIR HOME FOR THE PAST 42 YEARS WITHOUT A SINGLE CRACK AND ABOUT SIX MONTHS AGO, SHE STARTED TO NOTICE THE CRACKS IN THE WALL. AND THAT SHE WOULD HAVE THAT RIGHT THROUGH HER HOME AS SHE TOOK US THROUGH THE TOUR TO SHOW US THE CONDITIONS THAT SHE IS CURRENTLY LIVING IN. TAKE A LOOK AT WHAT SHE TOLD US. >> THIS IS WHAT THEY DID TO OUR BEDROOM. >> SO THIS IS WHERE THE BED WOULD NORMALLY BE. >> OUR BED IS RIGHT HERE. THIS IS THE CRACKING FROM THE LANDSLIDE. >> Reporter: HER POWER HAS BEEN TURNED OFF, RUNNING OFF THE GENERATOR WHERE SHE HAS MOVED OFF THE GARAGE. AND THAT THERE HAVE BEEN NO CRACKS THERE. I ASKED HER WHY SHE'S RIDING THIS OUT IN HER HOME AS THIS IS HER LIVELY HOME. SHE WILL NOT LEAVE IT. SHE'S THINKING OF GETTING A NEW FOUNDATION, BUT SHE DOESN'T HAVE ANY INSURANCE SPECIFICALLY FOR LANDSLIDES WHERE IT IS HARD TO GET THAT INSURANCE. AND SO THAT QUESTION IS WHO FOOTS THE BILL ASK HELPS WITH RECOVERY HERE? >> YOUR HEARTS GO OUT TO PEOPLE LIKE THAT AND YOU UNDERSTAND THE EMOTIONAL ATTACHMENT AND SO MUCH MORE OF WITH A THEY HAVE TO SHARE WITH YOU
