IT WAS A GORGEOUS DAY FOR A PARADE ON LABOR DAY, WITH A CROWD ESTIMATED AT NEARLY A MILLION GATHERING TO CELEBRATE WEST INDIAN CULTURE. BUT JUST AFTER 2:30 P.M, THE PEACE WAS BROKEN AS PARADE GOERS FLED. >> POLICE RUSHED IN MALE BLACK IN HIS 20S, SLIM BUILD, WEARING A BROWN SHIRT WITH PAINT STAINS AND A BLACK BANDANA, WENT INTO THE CROWD IN FRONT OF 301 EASTERN PARKWAY ON THE DIVIDER AND FIRED HIS WEAPON. NUMEROUS TIMES INTO A CROWD. >> FIVE PEOPLE, RANGING IN AGE FROM 16 TO 69, WERE HIT. 25 YEAR OLD DENZEL CHAN OF SPRING, TEXA, WAS STRUCK IN THE STOMACH AND DIED FROM HIS INJURIES. THE OTHER FOUR VICTIMS ARE IN STABLE CONDITION. PART OF THE NYPD SAFETY PLAN INCLUDED CLOSE COORDINATION WITH COMMUNITY GROUPS LIKE MAN UP, INC. I MET UP WITH THE FOUNDER, WHO IS ALSO THE CITY GUN VIOLENCE PREVENTION CZAR, 18 MITCHELL MAN, I COULDN'T BELIEVE IT TO BE HONEST WITH YOU. >> IT WAS SURPRISING. IT WAS SHOCKING TO HEAR THAT THERE WAS A RECENT SHOOTING THAT TOOK PLACE A FEW BLOCKS FROM WHERE WE WERE STANDING, BECAUSE WE WERE WORKING THE ACTUAL EASTERN PARKWAY ROUTE THROUGHOUT THE PARADE WEEKEND, WHICH GOES FROM THURSDAY THROUGH TUESDAY MORNING. >> THE NYPD SAYS THERE WAS ACTUALLY MUCH LESS VIOLENCE THAN IN PAST YEARS, WITH OFFICERS MAKING MORE THAN THREE DOZEN ARRESTS FOR GUN POSSESSION. >> ONE NUT SHOT, FIVE PEOPLE. ONE YOU REMOVE HIM FROM THE EQUATION, YOU GOT HUNDREDS OF THOUSANDS OF PEOPLE THAT WERE THAT WERE OUT THIS WEEKEND AND REALLY HURT THE CALL OF A PEACEFUL J'OUVERT AND A PEACEFUL, PEACEFUL WEST INDIAN DAY PARADE. >> IN A STATEMENT, THE WEST INDIAN AMERICAN CARNIVAL ASSOCIATION SAYS, WHILE WE ARE KEEPING THE VICTIMS AND THEIR FAMILIES IN OUR PRAYERS AS THEY FIGHT TO RECOVER, WE KNOW WE MUST DO MORE TO COMBAT GUN VIOLENCE AND ENSURE THE SAFETY OF EVERY NEW YORKER AND VISITOR. HERE'S WHAT SOME RESIDENTS HAD TO SAY. >> IT SEEMS LIKE THERE'S QUITE A COP PRESENCE IN THIS NEIGHBORHOOD ALREADY. IT SOUNDS LIKE THEY DID WHAT THE BEST THEY COULD DO. I THINK IT'S GETTING BETTER, BUT I THINK IT'S STILL BAD BECAUSE IT'S A SHOOTING. >> NOW, NYPD CHIEF OF PATROL JOHN SHELL SAYS THAT THIS WAS A TARGETED SHOOTING, BUT IT'S NOT CLEAR YET WHO WAS TARGETED OR WHAT THE MOTIVE WAS. HE SAYS THE SUSPECT GOT AWAY ON FOOT. NOW, POLICE OFFICIALS ARE ALSO TELLING ME THAT ON WEDNESDAY THEY WILL PRESENT A SUMMARY OF THE INCIDENTS THAT DID HAPPEN OVER THIS PAST FOUR DAY
