A STOP GAP BILL TO KEEP TH GOVERNMENT OPEN BEFORE ELECTION, WHAT ARE THE BIGGEST HURDLES A THE DEADLINE APPROACHES? >> NEW SEMESTER BUT SAME DRAMA IT IS PRETTY PREDICTABLE AT THIS POINT. WE KNEW WHEN SPEAKER JOHNSON AND OTHER REPUBLICANS PUT OUT A PLAN TO AVOID A GOVERNMENT SHUTDOWN WE CONSIDERED THAT THE OPENING OFFER BUT DEFINITELY NOT THE ONE THAT WOULD BE TAKEN. WE WILL SEE BY THIS AFTERNOO WHEN THEY ARE SUPPOSED TO HOLD A VOTE ON THE BILL IF THEY ARE ABLE TO DO SO OR IF THEY LET FAIL ON THE FLOOR. THAT IS AN EMBARRASSMENT T LEADERSHIP BUT IT IS SOMETHING THAT THE REPUBLICAN MAJORITY HAS GROWN COMFORTABLE WITH AS THEY HAVE THINGS TRY AND FAIL IN FULL VIEW OF THE PUBLIC ON THE HOUS FLOOR. NOT THE NORMAL WAY THAT THINGS ARE DONE, ESPECIALLY NOT COMIN OFF OF THE NANCY PELOSI ERA BU WE ARE IN A DIFFERENT TIME THE QUESTION IS, IF JOHNSO DOESN'T HAVE THE VOTES FRO REPUBLICANS WHICH IS SEEMS LIK HE HAS A VOTE TOTAL PROBLEM, AND WE WILL SEE IF HE IS ABLE TO ASSUAGE ANYONE IN THE MEETIN THIS MORNING, BUT IF HE IS ABL TO DO THAT, IS IT ENOUGH AND ALSO, WHERE ARE DEMOCRATS ON THIS THERE ARE TWO PROBLEMS THE FIRST IS WHEN THEY TRY T FUND THE GOVERNMENT UNTIL WITH A STOP GAP TIME. TYPICALLY THE END OF THE YEA STAP GAPS ARE HANDLED BY FUNDING TILL NOVEMBER OR DECEMBER. SOME ARE TRYING TO GO TO MARCH THEY ARE TRYING TO ADD THE SAV ACT WHICH PREVENTS NONCITIZENS FROM VOTING WHICH IS ALREADY ILLEGAL. DEMOCRATS ARE NOT ON BOARD FOR THAT SOME REPUBLICANS ARE NOT O BOARD FOR THAT THAT'S WHERE PROBLEM LIES. >> WHAT DID WE HEAR AS THE DEBATED THE BILL >> WE HEARD SENATOR SCHUME COMING OUT SAYING THIS IS NO THE WAY WE ARE THINKING OF DOING IT IN THE SENATE OR AS DEMOCRATS. WATCH. >> SPEAKER JOHNSON'S CONTINUIN RESOLUTION IS NOT A SERIOU EFFORT TO FUND THE GOVERNMENT. IF HOUSE REPUBLICANS WER SERIOUS, THEY WOULD SIT DOWN AND CRAFT A BILL IN A BIPARTISAN FASHION, CONSULTING WITH ME, THE HOUSE DEMOCRATIC LEADER, AND THE WHITE HOUSE. AND THEY WOULD CONSTRUCT A BIL IN A BIPARTISAN FASHION THAT WOULD ACHIEVE OUR COMMON GOAL OF FUNDING THE GOVERNMENT >> THE THING YOU HAVE TO REMEMBER IS THE HOUSE WILL D WHAT THE HOUSE WILL DO AND THE IT GOES TO THE SENATE. THEY LIKE TO DO THINGS THEIR OWN WAY. AND MANY SENATORS ARE NOT ON BOARD WITH THE WAY JOHNSON WANTS TO DO IT THAT SPELLS PROBLEMS ALL THE WAY AROUND >> A SHUTDOWN COULD CLOS FEDERAL AGENCIES, NATIONAL PARKS, MILLIONS OF WORKERS BEFORE NOVEMBER 5th. THAT HAS TO INFLUENCE SOMETHING, RIGHT? >> YOU WOULD THINK , BUT THERE ALL SOME REPUBLICA LAWMAKERS IN SAFE RED DISTRICT WHO SAY IT IS OKAY TO SHUTDOWN THE GOVERNMENT IF IT MEANS U HOLDING THEIR FISCAL VALUES. SOME REPUBLICANS DON'T SHARE THAT AND DEMOCRATS DON'T SHARE THAT AFTER COVERING THE GOVERNMEN SHUTDOWNS, THE AMERICANS ARE THE ONLY ONES HURT THAT WILL BE IN THE WATER AN WHY THE SEPTEMBER SHUTDOWN DEADLINES IN ELECTION YEAR ARE ALWAYS
